Focusing all resources on decisively handling outbreaks, preventing the spread and prolongation of the disease, and limiting the emergence of new outbreaks – this was the directive of Deputy Chairman of the Provincial People's Committee Nguyen Van De after inspecting the situation of disease prevention and control in the summer-autumn rice crop and African swine fever.

On the afternoon of August 8th, Mr. Nguyen Van De, Vice Chairman of the Provincial People's Committee, inspected the situation regarding disease prevention and control in the summer-autumn rice crop, the condition of irrigation works, and the prevention and control of African swine fever in Minh Chau, Dien Chau, and Quang Chau communes. He was accompanied by leaders from the Department of Agriculture and Environment.

The epidemic is developing in a complex manner and is showing an upward trend.

Currently, the summer-autumn rice crop in Minh Chau, Dien Chau, and Quang Chau communes is entering the flowering and milky stage. Many rice fields in the area have been infected with leaf-rolling caterpillars, various types of planthoppers, and brown spot disease. Local authorities have organized control measures; however, the disease situation on rice plants remains complex.

Comrade Nguyen Van De and the delegation also inspected the disease situation and the work of preventing and controlling African swine fever in Minh Chau and Quang Chau communes. Under unfavorable weather conditions, with erratic rain and sunshine spreading the disease, this year the African swine fever outbreak has been very complex.

Currently, numerous outbreaks of African swine fever are occurring in many communes and wards across the province; over 19,813 pigs have been culled, weighing 1,050,287 kg. Recently, the disease has become more complex, with an increasing number of infected and culled pigs in households with relatively large herds.

According to a report from the Provincial Department of Crop Production and Plant Protection, pests and diseases have spread widely during the summer-autumn rice crop season and are expected to increase in the coming period. In particular, brown spot disease has spread, affecting over 5,020 hectares of rice.

Completely eliminate outbreaks, preventing them from spreading or prolonging.

After conducting an on-site inspection, Comrade Nguyen Van De worked with local authorities. Listening to reports and recommendations from the communes and the Veterinary and Crop Production sectors, he emphasized that the current work of preventing and controlling livestock diseases faces many difficulties, including a shortage of specialized personnel. Currently, all eight communes of Minh Chau, Quang Chau, An Chau, Dien Chau, Tan Chau, Hung Chau, Duc Chau, and Hai Chau in the former Dien Chau district have reported outbreaks, posing a significant risk if disease prevention and control measures are not implemented decisively and effectively.

The Vice Chairman of the Provincial People's Committee requested that localities do a good job of establishing and strengthening the Steering Committee for the prevention and control of African swine fever and the disease prevention and control teams; assigning specific tasks to each member, regularly inspecting and supervising to ensure the effective implementation of assigned tasks; and assigning officials to be in charge of villages and hamlets. They should coordinate with specialized agencies to thoroughly prevent and control the disease, focusing all resources to completely eliminate outbreaks, preventing the disease from spreading or prolonging, and limiting the emergence of new outbreaks.

Regarding the rice crop disease outbreak during the summer-autumn season, Deputy Chairman of the Provincial People's Committee Nguyen Van De instructed the Department of Agriculture and Environment to assign staff to coordinate with local authorities to closely monitor the fields, investigate, detect, and track the situation of plant pests; and to organize guidance and direction for timely and effective handling.

Also on the afternoon of August 8th, Mr. Nguyen Van De, Vice Chairman of the Provincial People's Committee, inspected the progress of road and bridge construction on the Dien Chau commune road; the repair and upgrading of the right bank dike of the Bung River and other structures under the dike in Minh Chau commune.

These are works under the Project to repair and upgrade the Vach Nam and Bung River drainage systems. At both construction sites, difficulties are being encountered due to land acquisition issues.
