(Baonghean.vn) - On the morning of March 22, under the chairmanship of Comrade Ho Duc Phoc - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council, the Standing Committee of the Provincial Party Committee held its regular meeting for March 2016.

Attending the meeting were officials from the Central Party Committees, along with comrades: Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, members of the Provincial Party Standing Committee, Vice Chairmen of the Provincial People's Committee, and leaders of provincial departments and agencies.

Comrade Ho Duc Phoc - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council - delivered the concluding remarks at the meeting.

In the first quarter of 2016, budget revenue was estimated at VND 2,200.23 billion, reaching 21.4% of the projected target, an increase of 16.3% compared to the same period in 2015. As of March 2016, 18 investment certificates had been newly issued or adjusted, with a total registered investment of VND 13,772.8 billion; including 16 newly issued projects with a total registered investment capital of VND 13,683.42 billion, and 2 adjusted projects with a total additional capital of VND 89.38 billion.

Comrade Le Xuan Dai - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, reported on the socio-economic situation, national defense and security, and foreign affairs work in the first three months of 2016.

By March 2016, the entire province had 114 communes that met all 19 criteria, of which 110 communes had been officially recognized by the Provincial People's Committee, accounting for 26.45%; 50 communes met 15-18 criteria (11.6%); 115 communes met 10-14 criteria (26.7%); 125 communes met 5-9 criteria (29%); and 27% of communes met 3-4 criteria (6.3%).

Listening to and commenting on the socio-economic situation, national defense and security, and foreign affairs work in the first three months of 2016, the delegates focused on discussing several issues such as: the slow progress of land clearance for some projects in the area; the need to proactively cope with extreme weather conditions affecting agricultural production such as drought and saltwater intrusion; the province directing relevant departments and localities to select investors to thoroughly address the waste problem in the area; planning the development of social infrastructure; building a model for safe vegetable production, linking it in a chain from production, processing to consumption; and the need to restore urban civility and order on National Highway 1 and Vinh City.

Comrade Nguyen Xuan Son, Permanent Deputy Secretary of the Provincial Party Committee, emphasized the importance and role of the Party and mass organizations in enterprises.

At the meeting, delegates spent time listening to and commenting on the draft Resolution of the Provincial Party Standing Committee on drug prevention and control in the province; the draft Directive of the Provincial Party Standing Committee on strengthening forest management and protection in the province; the draft Plan for implementing Directive No. 01/CT-Ttg dated January 9, 2015, of the Prime Minister on organizing the nationwide movement to participate in protecting national territorial sovereignty and border security in the new situation; and the draft Directive of the Provincial Party Standing Committee on strengthening the protection of the province's border and maritime sovereignty and security in the new situation.

Concluding the meeting, Comrade Ho Duc Phoc - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council - highly agreed with the report of the Provincial People's Committee; acknowledging that all levels, sectors, and localities have effectively implemented several key tasks in the past period, especially the organization of the Lunar New Year celebrations, with many important events having a great impact; and taking measures to promptly overcome the severe cold weather and promote investment attraction.

The comrade also emphasized that in the coming period, all levels and sectors need to focus on directing production and business, building new rural areas, attracting investment, especially key projects, focusing on restructuring in agriculture, developing education, health, and culture; proactively preventing and combating fires and explosions, ensuring national defense and security, and focusing on directing the election of deputies to the 14th National Assembly and People's Councils at all levels for the 2016-2021 term;...

Regarding the draft Resolution of the Provincial Party Standing Committee on drug prevention and control in the province, the comrade requested the Provincial Party Office to coordinate with the Provincial Police to revise some contents in the draft, focusing on building infrastructure, policies, and perfecting the organizational structure for drug rehabilitation centers; all levels, sectors, organizations, agencies, and units should develop plans and organize the effective implementation of the Resolution.

Regarding the protection of sovereignty and border security, the Provincial Party Secretary affirmed that the foundation of border security is the political system; therefore, it is necessary to focus on building a strong political system, while simultaneously enhancing the fighting capacity of grassroots Party organizations and developing the economy, culture, and poverty reduction in border areas.

Regarding forest management and protection, the comrade requested the Provincial People's Committee to revise the draft, addressing specific issues and closely reflecting the current state of forest management and protection in the province.
