Nghe An focuses on resolving outstanding public investment projects.
As of mid-July 2026, Nghe An province had reviewed and identified 131 stalled public investment projects. Of these, the province and relevant departments have focused on directing and completing the resolution of 22 provincial-level projects and 9 commune-level projects, while also developing a specific roadmap for resolving the remaining 100 projects. Thoroughly resolving these unfinished projects not only avoids wasting budget funds but also frees up land, creating favorable conditions for attracting socialized resources.
From pressure to disburse public investment funds to efforts to resolve backlog projects.
Accelerating the disbursement of public investment capital in 2026 has been identified by Nghe An province as one of its key tasks. In 2026, the province was allocated over 14,174 billion VND by the Prime Minister. After implementing a 5% budget saving (nearly 412 billion VND), the actual total capital is over 13,763 billion VND, and 100% of it has been allocated. Along with 2,266 billion VND carried over from previous years, the province disbursed over 6,386 billion VND in the first six months of 2026 (reaching 39.09% of the Prime Minister's assigned plan and 34.47% of the total plan). Notably, the disbursement of local budget funds achieved a relatively high progress rate of 49.27%, with 82 commune-level units exceeding the overall average disbursement rate.
However, the efficiency of public investment capital utilization is only maximized when investment capital is not tied up. The situation of capital being "frozen" in some projects that have been behind schedule for a long time has caused significant waste of resources. As of mid-July 2026, according to Official Letter No. 6260/2026 of the Department of Finance, the entire province has 131 public investment projects in a state of stagnation that need to be addressed.
Objectively, the occurrence of delayed projects is the result of many causes accumulated over many periods: from land clearance issues, changes in planning, fluctuations in legal policies to limitations in the capacity of some investors and contractors. The focus is on resolving these issues and gradually cleaning up the backlog of projects.
Out of a total of 131 projects under review, Nghe An province has so far completed the resolution of 22 provincial-level projects according to four distinct groups of solutions.
Among the projects whose policies and capital allocation are scheduled for completion in 2026, the project connecting National Highway 1A to the Soviet-Nghe Tinh Boulevard (281 billion VND), which had long been a bottleneck, now offers convenient access for residents. The Department of Construction has urged the investor to expedite the completion of acceptance and final settlement documents for project handover.
The project for the Ví and Giặm Folk Song Heritage Center in Trường Vinh ward (137.6 billion VND), which has long been criticized for its unfinished state, has been approved by the Provincial People's Committee through a Decision adjusting the policy and a Decision adjusting the feasibility study report No. 280/2026 dated January 28, 2026, as a basis for allocating funds to complete and put it into use in 2026. The Hoàng Mai Urban Area Road No. 3 (253.1 billion VND) requires the investors to urgently complete the necessary documents for acceptance and handover.
Regarding the final inspection and settlement documentation for the projects, the South Wall and Bung River Drainage System project (VND 367.6 billion) was announced as completed by the Department of Agriculture and Environment on May 21, 2026. The Phan Boi Chau Specialized High School project, phase 1 (VND 95 billion), has basically completed all items according to the approved decision and is ready for handover. The Con Ngang - N17 Pumping Station project (VND 21.6 billion) has been completed and the investor is requesting final settlement. The Quan Hanh Town Main Road project (VND 135.1 billion) is basically completed and is being handed over for use. The Khe Vinh Reservoir project (VND 25.1 billion), the Thai Hoa Waste Treatment Road project (VND 44.3 billion), and the National Highway 7A - Con Cuong project (VND 25.3 billion) are all in the process of finalizing their documentation.
Regarding the outstanding debts for basic construction projects, the Bai Ngang Seawall project in Quynh Luu district (VND 158.730 billion) is proposed to have funds allocated for payment after the acceptance notification on April 21, 2026. For the Khe Thi Reservoir (VND 48.302 billion) and the Hung Chau Pumping Station Energy Dissipation Basin (VND 9.502 billion), the Provincial People's Committee has allowed construction to stop, the Department of Finance has approved the final settlement, and the relevant agencies are proposing to allocate the remaining funds to pay the Nam Irrigation Company.
In the group of projects that were resolutely halted and settled based on actual work volume, the Nghia Dan District People's Committee submitted a document to the Provincial People's Committee requesting the project be stopped and the completed work volume settled, which the Provincial People's Committee approved. The road to the center of Quang Phong commune (51.535 billion VND) was allowed to stop construction by the Provincial People's Committee for maintenance according to its current condition; the Bau Sen embankment (48.511 billion VND) had its investment portion settled. The Huong Son commune road project (6.2 billion VND) and the Ben Huong - Ben Muoi road project (14.9 billion VND) were authorized to be stopped as they have been integrated into a new infrastructure project...
Along with the provincial level, nine outstanding projects under the jurisdiction of the commune level were also reviewed on-site to resolve them definitively. The province agreed to halt the implementation of three projects with long-standing obstacles or no longer having the capacity to balance funding, including the infrastructure of the subdivided area in Hung Loc ward, the multi-purpose building at Dinh Son Secondary School, and the dredging of Bau Trong dam in Dai Son commune. For four projects facing land acquisition issues or discrepancies in the zoning plan, such as the Hai Chau - Saigon Trung Do residential road, Radar Road 45, Lang Sanh dam, and the Dong Nghi Lien irrigation canal, the relevant departments will guide the allocation of funds to a safe technical stopping point...
Mr. Tran Van Dung, Deputy Head of the Provincial Project Management Board for Civil and Industrial Construction Projects, stated: Following the province's directive, the Board has proactively reviewed and coordinated with relevant parties to definitively resolve outstanding issues regarding documentation and site conditions at pending projects. For the Road No. 4 project in the Hoang Mai Urban Area, the Board is currently requiring the investor to complete the technical acceptance procedures at Km1+777.57 and prepare the final settlement documents in accordance with regulations. Regarding the Hung Thong Commune Water Supply System, the Board has conducted on-site inspections, confirmed the system is operating normally, rectified all outstanding issues, and expects to complete acceptance and final settlement in July 2026. Since the Board lacks the authority to manage and operate domestic water supply facilities, it recommends that the Department of Finance advise the Provincial People's Committee to assign the project to a specialized unit with sufficient capacity to take over and operate it immediately after the final settlement is completed.
One hundred more projects are continuing their processing schedule.
Mr. Ho Nghia Duc, Head of the Economic Department of the Provincial Department of Finance, stated: "The process of handling unfinished projects demonstrates the determination and efforts of the province, departments, agencies, and investors in Nghe An. Removing legal and financial bottlenecks helps prevent the fragmentation of budget funds, focusing them on key transportation projects, economic zone infrastructure, and essential public works. Simultaneously, this process clears the land, creating a clean legal framework for auctioning and attracting private sector investment for development."
In addition to the 31 projects already completed, to definitively resolve the remaining 100 outstanding projects under the provincial authority, the Department of Finance has advised the Provincial People's Committee to assign specific tasks and timelines. For the 45 projects proposed for suspension and the 31 projects with finalized technical suspension points, the investors must urgently prepare dossiers and submit them to the Department of Finance and relevant specialized construction management departments for appraisal and submission to the competent authority for decision in September 2026.
Regarding the project to repair and upgrade the estuary dikes of Dien Kim, Dien Van, and Dien Ky, the Dien Van riverbank erosion control embankment, and the rescue road in Dien Chau district: As of December 2013, the following construction work had not been completed: Dike line 1, dike line 2, 14 drainage culverts through the dikes, and 2 rescue roads along the dikes... The leaders of the Department of Agriculture and Environment stated that they agreed with the proposed plan to halt the project (Document No. 8757 dated July 9, 2026) and are awaiting a decision from the Provincial People's Committee.
Regarding the 24 proposed projects that require continued funding for completion, since most were approved 10-15 years ago, and some even as far back as 2002, the Department of Finance advises the Provincial People's Committee to assign relevant departments to coordinate on-site inspections, prioritizing options to halt implementation or select a suitable technical stopping point; only in cases where continued implementation is necessary will the exact amount of remaining funding needed be calculated as a basis for budget balancing. Based on the advice of the Department of Finance, the Provincial People's Committee will hold a meeting to agree on a plan for handling these projects.
Based on this, Nghe An is determined to accelerate the processing of the remaining 100 projects by holding the heads of departments accountable, resolutely reallocating funds from slow-progressing projects to those with good disbursement rates, terminating contracts and reclaiming land from delinquent investors, and simultaneously applying digital data to monitor progress in real time and prevent the emergence of new backlogs.
