Through inspection and acceptance testing, many projects were found to have shortcomings and were required to rectify them. In addition, the capacity of contractors and investors in construction activities was assessed.

Representatives from the Department of Construction stated that in recent years, investment and construction management in Nghe An has been reformed and strengthened to combat losses and waste. However, the management of construction quality in the province has still been limited, such as: many projects have not complied with quality management regulations, the actual conditions and capabilities of contractors have not been checked against their bid documents, and the evaluation and acceptance of materials before use have been incomplete.

Some projects use materials that do not conform to the design specifications, construction does not meet technical requirements, and projects are put into operation without completing the acceptance testing. The inspection of acceptance testing by state management agencies at various levels is sometimes inadequate, and many projects have not been inspected during the construction process to promptly detect and correct errors and violations.
