Nghe An establishes a provincial-level cybersecurity incident response team.

The People's Committee of Nghe An province has just decided to establish the Provincial Cybersecurity Incident Response Team to proactively prevent, respond to, and mitigate information security incidents, and protect the information systems of State agencies in the province.

The People's Committee of Nghe An province recently issued Decision No. 147/QD-UBND dated January 16, 2026, on the establishment of the Provincial Cybersecurity Incident Response Team. This is a specialized force tasked with being ready to respond to threats, risks, vulnerabilities, and cybersecurity incidents affecting the information infrastructure of state agencies.

According to the decision, the Incident Response Team will directly carry out incident response, remediation, investigation, and analysis to quickly restore system operations and minimize damage caused by cybersecurity incidents. Simultaneously, the team will participate in training programs, drills, develop annual response plans, and connect with the national cybersecurity incident response network.

This force is also ready to participate in the prevention and combating of cyber warfare when requested by the Ministry of Public Security.

The Incident Response Team operates on a part-time basis; the Cybersecurity Department and the other departments,Combating high-tech crime.(PA05) – The Nghe An Provincial Police Department is the permanent agency.
Colonel Tran Ngoc Tuan, Deputy Director of the Provincial Police, was assigned as Team Leader; Head of Department PA05 Tran Thien Giang was assigned as Deputy Team Leader.

Nearly 60 members of the team are officials and experts from departments, agencies, and telecommunications companies such as Viettel, VNPT, and MobiFone. If necessary, the standing agency is authorized to hire qualified external experts to assist in handling incidents.

The team is equipped with specialized tools for investigating and responding to cybersecurity incidents; its annual operating budget is planned by the Provincial Police Department and submitted to the competent authority for approval from the regular operating budget.

This decision takes effect from the date of signing and replaces Decision No. 1041/QD-UBND dated April 17, 2023, on the establishment of the Nghe An Provincial Network and Computer Incident Response Team.
