Nghe An resolves obstacles and completes land clearance for the North-South expressway project.
On the morning of January 10th, the People's Committee of Nghe An province held a meeting to assess the situation and results of land clearance and final settlement for the completion of the North-South Expressway Eastern section, Nghi Son - Dien Chau, passing through the province.
The meeting was chaired by Comrade Hoang Phu Hien – Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, with the participation of leaders of the Department of Construction; representatives of relevant departments and agencies: Agriculture and Environment, Finance; the Railway Project Management Board; and leaders of the People's Committees of communes and wards through which the project passes.

According to a report from the Department of Construction, the Nghi Son – Dien Chau expressway project commenced in June 2019 and was scheduled for completion and commissioning on September 1, 2023. However, to date, the final settlement of compensation for land clearance and the resolution of some outstanding issues arising in the localities have not been completed.
Specifically, the districts of Quỳnh Lưu, Diễn Châu, and Yên Thành have completed the final settlement of compensation, support, and resettlement funds before June 30, 2025; Hoàng Mai ward has settled the first phase with an amount exceeding 313 billion VND.

There are still some items that have not been finalized, mainly related to resettlement areas, relocation of the power system, and some issues arising during construction..
In Hoang Mai ward, the compensation plan for the Truong An quarry has not yet been approved. Several communes, such as Quynh Son, Hung Chau, Minh Chau, Quynh Van, and Dong Thanh, are still facing issues related to small, fragmented land plots unsuitable for production, disruptions to electricity lines and housing due to construction, or incomplete land acquisition documents, leading to delays in compensation payments to residents.

Furthermore, regarding the additional item of U-turn lanes for overloaded vehicles at the Quỳnh Vinh, Quỳnh Mỹ, and Diễn Cát (formerly) intersections, land clearance work is still underway. Although land clearance markers have been handed over, compensation councils have been established, and transaction accounts have been opened, the inventory and compensation planning in some localities are still slow and have not met the required progress.

At the meeting, representatives from the localities through which the project passes raised many recommendations related to land clearance and technical infrastructure issues arising after the North-South expressway is put into operation.
Representatives from Hoang Mai ward have requested that the province consider adding a drainage system design along the route to address localized flooding in agricultural areas adjacent to the expressway.

In Quynh Van commune, there are still 10 households within the project's scope, but after the two levels of government began operations, the local authorities have not yet received the survey results and related documents, leading to a lack of legal basis for developing compensation and support plans. Quynh Van commune requests that the Provincial People's Committee issue more decisive directives to promptly resolve these issues and ensure the rights of the people.
Meanwhile, Quynh Son commune reported that two households have yet to receive compensation for the damage to their homes caused by the project's construction. In addition, some existing drainage canals have narrow cross-sections, failing to meet the drainage requirements for the area west of the expressway.
In addition, the communes also requested that some agricultural land within the project area be inaccessible to residents for production due to the lack of roads.

Concluding the meeting, Mr. Hoang Phu Hien, Vice Chairman of the Provincial People's Committee, requested that communes and wards with projects passing through them focus on reviewing and compiling all suggestions and proposals from the people, and send them to the coordinating agency for consideration and resolution in accordance with its authority. At the same time, localities need to urgently review all relevant documents and strive to complete the final settlement work in the first quarter of 2026.
Regarding the three U-turn points, the relevant communes and wards are required to focus on completing the procedures and definitively approving the compensation and land clearance plan by early February 2026, and promptly hand over the land to the project.
The Vice Chairman of the Provincial People's Committee also requested the Railway Project Management Board to closely coordinate with communes and wards, focusing on resolving outstanding issues completely, and at the same time, repair and ensure that the project is ready for handover to the local authorities for long-term management and operation...
