Nghe An province suffers over 548 billion VND in damage due to floods.

(Baonghean.vn) - The People's Committee of Nghe An province has submitted a report (No. 624/BC-UBND dated October 21, 2016) to the Prime Minister and the Central Steering Committee for Natural Disaster Prevention and Control on the situation of natural disasters and the direction of response to the heavy rains and floods from October 13-16 in the province.

Comrade Nguyen Dac Vinh, Secretary of the Provincial Party Committee, and Comrade Hoang Nghia Hieu, Director of the Department of Agriculture and Rural Development, inspected the storm situation in Hung Trung commune, Hung Nguyen district.

Regarding the weather situation, heavy rains have caused flooding in the downstream districts of the Ca River. The water level peaked between 10 PM and midnight on October 16, 2016, on the Ca River at Nam Dan: 5.66m, 0.26m above alarm level I; the water level has now receded.

Under the direction of the Provincial People's Committee and the Provincial Steering Committee for Flood and Storm Prevention and Control: The Provincial Party Secretary, leaders of the Provincial People's Committee, the Provincial Steering Committee for Flood and Storm Prevention and Control, the Department of Agriculture and Rural Development, members of the Provincial Steering Committee for Flood and Storm Prevention and Control, and provincial departments and agencies have inspected and directly gone to the affected localities to participate in directing the work of overcoming the consequences of the floods and storms.

During the storm and floods, the Provincial Border Guard Command, in coordination with coastal local authorities and relevant units, urged 4,023 vessels with 18,109 fishermen to return to safe shelters; (no major accidents occurred).

Prolonged heavy rain has caused severe flooding and landslides on many national highways, provincial roads, and district and commune-level roads throughout the province. The transportation sector, in coordination with local authorities at all levels and relevant agencies, has organized traffic diversion to ensure traffic order and safety at locations experiencing traffic congestion.

Nghe An province has more than 625 reservoirs and dams, of which 481 are full, and the remaining reservoirs are at over 70% capacity. As of now, all reservoirs are safe. The main drainage gates have been operating at maximum capacity, ensuring drainage for the Nam-Hung-Nghi and Dien-Yen-Quynh areas...

Damage situation:The estimated value of damage caused by the recent floods in Nghe An is approximately 548.05 billion VND.

According to reports from localities and units, the entire province recorded 5 deaths (1 in Nam Dan district; 1 in Yen Thanh district; 2 in Hung Nguyen district; and 1 in Thanh Chuong district). Regarding housing and property, 13 houses collapsed (in Thanh Chuong district); 8,225 households were flooded in the districts of Thanh Chuong, Hung Nguyen, Vinh City, Nghi Loc, and Yen Thanh, although flooding has now subsided; 24 households had to be relocated due to landslides (8 in Nam Dan district, 3 in Nghi Loc, and 13 in Thanh Chuong)... and many other equipment and machinery were damaged by short circuits and fires.

Regarding agricultural production: 2,231.07 hectares of rice fields were flooded, with 1,855.27 hectares damaged; 7,674.92 hectares of corn and vegetables were damaged; 77.3 hectares of annual crops were damaged, with over 70% damage affecting 42.0 hectares; 35.3 hectares with 30-50% damage affecting 35.3 hectares; 6.0 hectares of concentrated fruit trees suffered over 70% damage;... Regarding livestock, 322 animals were swept away; 22,224 poultry were swept away; 6 livestock shelters collapsed... 3,506.6 hectares of aquaculture farms were flooded and damaged; 3 fish cages were swept away.

Regarding irrigation: The Hung Linh embankment at position K70+299 to K70+799, part of the Ta Lam dike system, suffered a 500m landslide; riverbank erosion occurred in Hung Lam commune, Hung Nguyen district, spanning 800m; riverbank erosion occurred in the Tharih Chi commune section, part of the Huu Thanh Chuong dike system, spanning 150m; local dikes and embankments: 500m of level 4 dikes suffered landslides; 164m of embankments suffered landslides; 9 small dams suffered landslides or damage; 6 small spillways suffered damage; 16 small culverts suffered damage; 18,084m of irrigation canals suffered landslides; 107,100m3 of soil and silt filled canals and pump station suction basins.

Many roads were affected by landslides; on National Highway 46, a 250 m3 section through Ru Nguoc (Thanh Chuong) was affected by a landslide; a 200 m long landslide occurred in Hung Yen Nam commune; 10 bridges were damaged, 5 bridges collapsed; and 6 overflow bridges were damaged by landslides.

From the moment the floods occurred, authorities at all levels deployed efforts to visit and support families with deceased members, providing food, water, and other necessities to the flood-affected areas. As of October 20, 2016, approximately 1.353 billion VND had been received; relief efforts are currently underway to visit and support families with deceased members. The Central Vietnam Disaster Relief Fund has directly provided 300 gift packages to the people of Hung Trung commune, Hung Nguyen district; each gift package is worth 200,000 VND...

The entire province is implementing measures to mitigate the consequences of the floods: allocating budget funds to visit and encourage families who lost loved ones, families whose houses were destroyed, and those displaced by landslides. Providing timely relief with food, supplies, and essential necessities to people in flooded areas. Assessing and statistically documenting the damage; encouraging the people, mobilizing armed forces, youth organizations, etc., to take advantage of the dry weather to quickly harvest the remaining rice crop; protecting aquaculture areas that are not yet ready for harvest; and preparing seeds for agricultural production to promptly address the consequences of the floods.

Implement environmental remediation measures, including spraying disinfectants, sterilizing, and treating drinking water; provide medicines and chemicals; and guide the public on environmental hygiene to prevent outbreaks of disease in humans and livestock.

We will continue to mobilize various resources and appeal to businesses, organizations, and benevolent individuals to help the people in the flooded areas.

Irrigation companies and local authorities continue to operate drainage pumping stations, sluices, and address blockages in the drainage canal system to drain floodwaters and protect rice and other crops. They organize safety inspections of reservoirs, and based on the actual situation, operate water releases to prevent flooding, ensuring the safety of dams and downstream areas of irrigation and hydropower reservoirs, especially those that are full or nearly full, and those with vulnerable dams.

Nghe An province has requested the central government to urgently provide the following supplies: food, water and environmental treatment chemicals, and funding: 103 tons of rice for famine relief; 700 kg of powdered Chloramine B and 200,000 tablets of Chloramine B for water and environmental treatment; and 203.73 billion VND in funding, including support for the needs of the people: families with deceased members, collapsed houses requiring emergency relocation; support for restoring agricultural production; and support for repairing damaged transportation, irrigation, and essential infrastructure caused by floods...
