Provincial Party Secretary Nguyen Duc Trung requested the members of the Provincial Steering Committee to focus, be determined, make great efforts, and resolutely implement the goals of reorganizing commune-level administrative units and building a two-level local government model. All of these actions are aimed at the people, placing the people at the center, the subject, the goal, and the driving force for development.

On the afternoon of April 14, the Provincial Steering Committee for the arrangement and reorganization of administrative units at all levels and the construction of a two-level local government organization model met to deploy a number of key contents in the coming time.

Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation; and comrades of the Standing Committee of the Provincial Party Committee, members of the Provincial Steering Committee.

No leveling, mechanical, stereotyped

At the meeting, the Steering Committee approved the Decision on establishment; Work plan of the Steering Committee; Notice on assignment of tasks to members of the Steering Committee; Plan of the Provincial People's Committee on developing a Project on rearranging commune-level administrative units and building a 2-level local government model.

The Provincial Party Secretary is the Head of the Steering Committee, the Deputy Secretaries of the Provincial Party Committee are the Deputy Heads of the Committee, in which the Deputy Secretary - Chairman of the Provincial People's Committee is the Deputy Head of the Standing Committee.

The participants are members of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council, Vice Chairman of the Provincial People's Committee, a number of directors of relevant departments, branches, and organizations, and Secretaries and Chairmen of People's Committees of districts, cities, and towns in the province.

Opening the meeting, Provincial Party Secretary Nguyen Duc Trung, Head of the Provincial Steering Committee, emphasized that the arrangement and reorganization of administrative units at all levels and the construction of a two-level local government model are major policies that have been directed by the Central Committee and approved at the 11th Conference of the 13th Party Central Committee.

In recent times, the province has focused on implementing the organization and apparatus of the political system according to the Resolutions, Conclusions and instructions of the Central Government.

The province has established a Steering Committee to direct the implementation of the arrangement and reorganization of administrative units at all levels and the construction of a two-level local government organization model.

In the spirit of the Central Government's direction, Nghe An province will reorganize the commune-level administrative units to reduce by 60-70%. Nghe An currently has 412 commune-level administrative units. Compared with the Central Government's direction, the province will have about 124-165 commune-level administrative units.

"Time is very urgent, by May 1, 2025 the province must complete the Project on rearranging commune-level administrative units and send it to the Ministry of Home Affairs. Therefore, we request that members of the Steering Committee focus their intelligence on discussing and giving opinions on the draft plan," emphasized Provincial Party Secretary Nguyen Duc Trung.

Reporting on the draft arrangement plan, Director of the Department of Home Affairs Nguyen Viet Hung emphasized the principles and basis for developing the plan and said that the Steering Committee respects the proposals for developing plans of localities, but must ensure harmony to have a general reduction rate for the whole province, not equalizing, mechanically, or stereotyped.

Linking the arrangement of commune-level administrative units with innovation and arrangement of the political system's organizational apparatus towards being streamlined, strong, efficient, effective and efficient.

At the meeting, the Secretaries of the District Party Committees, City Party Committees and Town Party Committees specifically reported on the project to rearrange commune-level administrative units in the area; basically agreed with the proposed rearrangement plan; explained some contents and proposed some issues regarding the number of administrative units, names, headquarters, etc.

Concluding the meeting, Provincial Party Secretary Nguyen Duc Trung emphasized that the implementation of the arrangement of commune-level administrative units and the construction of a two-level local government organization model is an extremely important and meaningful task.

This is not only a task of reorganizing the apparatus, but also of decentralizing and assigning authority, rearranging appropriate administrative units, allocating resources, and creating space for development. The biggest and most important goal is to build a government that is close to the people, close to the people, and responds most quickly and effectively to the needs of serving the people.

Based on the opinions, discussions and debates of the members, the Provincial Steering Committee agreed that the reduction rate of commune-level administrative units in Nghe An province is nearly 68.5%, after the province's rearrangement there will be about 130 communes.

Emphasizing that there are still many difficulties ahead, Provincial Party Secretary Nguyen Duc Trung requested districts, cities and towns to focus on overcoming difficulties; pay attention to mobilizing people, and doing ideological work for cadres, civil servants, public employees and workers to carry out tasks as required.

Emphasizing the tasks in the coming time, Provincial Party Secretary Nguyen Duc Trung suggested that the scale of arrangement must be appropriate, avoiding the idea of ​​dividing into small districts, with the highest spirit of aiming to create convenience for the people.

Districts, cities and towns that have a suitable arrangement plan should quickly complete it and send it to the Standing Office of the Steering Committee; for localities with adjusted plans, they should adjust it soon and send it to the Standing Office of the Steering Committee.

In the arrangement plan, it is encouraged to name the current district-level administrative units and attach them to the serial number. In addition, historical, cultural, traditional factors... can be considered, but favorable conditions must be created for the people.

During the implementation process, it is necessary to closely follow and promptly update the instructions of the Central and the province, ensuring that the implementation is in accordance with the requirements on content and time. In particular, special attention is paid to propaganda and mobilization work to create consensus among cadres, party members and people of all walks of life.

Assigning tasks to agencies and units, Provincial Party Secretary Nguyen Duc Trung requested the Department of Home Affairs - the Standing Office of the Provincial Steering Committee to closely follow the instructions of the Ministry of Home Affairs, promptly specify detailed instructions for localities on implementation procedures, especially the content of collecting people's opinions and forecasting difficulties that may arise, and proactively come up with solutions.

During that process, the Department of Home Affairs carefully reviewed and specifically evaluated the plans that localities had built to meet the goals set by the Central Government, especially, paying attention to avoiding localism in the arrangement; regularly reporting to the Standing Committee of the Steering Committee on the contents to meet the requirements on progress and roadmap of the set plan.

For districts, cities and towns, Provincial Party Secretary Nguyen Duc Trung requested a review to transfer work from local administrative units to new administrative units. During this process, it is necessary to continue to focus on leading and directing the implementation of regular work, strengthen discipline and administrative discipline, avoid work interruptions, avoid leaving areas and work areas vacant, and avoid affecting activities serving people and businesses, especially at the district level.

The Provincial Party Secretary requested the Department of Finance to pay attention to the work of allocating adequate funding to localities; proactively plan to arrange and handle public assets appropriately.

The provincial police provide guidance on the use of seals, recall old seals, register new seals, guide the change of residence address, ensure security and order, strictly handle violations, especially those taking advantage of the arrangement to incite, distort, and cause confusion.

The Provincial Party Committee's Organizing Committee proactively reviewed and advised on the arrangement of cadres after the arrangement, assignment and decentralization. The Provincial Party Committee's Propaganda and Mass Mobilization Committee directed the implementation of propaganda work, raising awareness and responsibility of cadres, party members and people about the importance, purpose and significance of the work of arranging administrative units and building a 2-level local government organization model. In particular, promptly grasping the thoughts and feelings of people in ethnic minority areas, special regions, religions and mountainous areas; proactively orienting public opinion, avoiding information gaps.
