Nghe An approves the Draft Project on Protecting and Promoting the Value of Nghe Tinh Folk Songs (Vi and Giam) Heritage.
The goal by 2030 is to strive for 100% of communes, wards, and towns in the plains to have established folk song clubs, and 50% in mountainous areas. The aim is also to establish 2-3 more folk song clubs in other provinces and 1-2 clubs abroad.
On the morning of November 28th, the Standing Committee of the Nghe An Provincial Party Committee held its regular monthly meeting for November 2024. Comrade Nguyen Duc Trung, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, presided over and conducted the meeting.
Attending the meeting were Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; representatives of the Party Committees, the Central Inspection Committee in charge of the Nghe An Provincial Party Committee and members of the Provincial Party Standing Committee...

At the meeting, the Standing Committee of the Provincial Party Committee listened to, discussed, and approved the Draft Project on the Protection and Promotion of the Value of the Intangible Cultural Heritage of Humanity, the Nghe Tinh folk songs of Nghe An province, for the period 2026-2030.
The drafting process of the Project closely followed the viewpoints, orientations, and key tasks of Resolution No. 39 of the Politburo and the Action Program for the Protection of Nghe Tinh Folk Songs (Vi and Giam), and Government Decree No. 39 stipulating measures for the management, protection, and promotion of the value of intangible cultural heritage representing humanity.
The overall objective of the Project is to protect and promote the value of Nghe Tinh folk songs (Vi and Giam) in contemporary life, ensure the vitality of Nghe Tinh folk songs (Vi and Giam), and disseminate their humanistic values to future generations.

To raise awareness and pride among the people of Nghe An province, and to instill a sense of responsibility in all generations, especially the younger generation, in preserving, practicing, and transmitting the folk songs of Nghe Tinh.
Step by step, we aim to promote the value of Nghe Tinh folk songs (Vi and Giam) as a distinctive cultural product for cultural and artistic exchange, thereby enhancing interaction between communities, developing tourism, and contributing to the economic, cultural, and social development of Nghe An province.

Implement the teaching of Vi and Giam folk songs to students in all secondary schools in Nghe An province. Strive for each secondary school to have one teacher trained in teaching folk songs in a systematic way.
Investing in a modern and integrated system of equipment for the Provincial Traditional Arts Center; ensuring that 80% of the folk song clubs established and managed effectively by local authorities receive support with necessary equipment such as sound systems, lighting, costumes, props, and musical instruments; and providing financial support for staging, rehearsals, and the development of annual Nghe Tinh folk song programs.

Organize training courses for professional staff on the management of intangible cultural heritage. Provide training and instruction to folk song clubs of Nghe Tinh, as well as to students and teachers in secondary schools throughout the province.
Organize provincial and inter-provincial folk song festivals every two years; hold one folk song talent search competition; hold one folk song singing competition in schools; revive three traditional folk song groups that have faded away; publish one or two books on folk songs; and organize one folk song festival combined with provincial and inter-provincial folk song festivals.

The project identifies seven key tasks and solutions for protecting and promoting the value of the Ví and Giặm folk song heritage in the period 2026-2030. These include developing and improving mechanisms and policies, and strengthening management, direction, and operation.
Strengthen resources and invest in upgrading facilities for art units, cultural institutions, and clubs. Develop human resources. Improve the quality and effectiveness of activities to protect and promote the value of heritage.
Strengthen cooperation, integrate activities, and build heritage-connecting itineraries linked to tourism development. Apply science and technology, with a focus on digital technology, in the conservation and promotion of Vi and Giam folk songs.

After listening to the discussion and concluding the discussion, the Provincial Party Secretary and Chairman of the Provincial People's Committee, Nguyen Duc Trung, stated that in 2021, the province issued the Project on Protecting and Promoting the Value of the Vi and Giam Folk Song Heritage for the period 2021-2025, and it has initially proven effective. Therefore, issuing a project for the period 2026-2030 is necessary to continue promoting the value of Nghe Tinh's Vi and Giam folk songs.
The Provincial Party Secretary and Chairman of the Provincial People's Committee requested the agency in charge of developing the project to review the objectives, tasks, and solutions to meet practical requirements; to conduct a specific and scientific assessment of the needs and preferences of people and tourists regarding the enjoyment of Nghe Tinh folk songs; and to incorporate the opinions of the Provincial Party Standing Committee to finalize the draft project before submitting it to the Ministry of Culture, Sports and Tourism for appraisal and then to the Prime Minister for approval.
