Nghe An approves Draft Project to Protect and Promote the Value of Nghe Tinh Vi and Giam Folk Song Heritage
The goal by 2030 is to strive for 100% of the delta areas and 50% of the mountainous areas to have established Vi and Giam folk song clubs. Strive to establish 2-3 more Vi and Giam folk song clubs in other provinces and 1-2 Vi and Giam folk song clubs abroad.
On the morning of November 28, the Standing Committee of Nghe An Provincial Party Committee held its regular meeting for November 2024. Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired and directed the meeting.

At the meeting, the Provincial Party Standing Committee listened to, discussed and approved the Draft Project on Protection and Promotion of the Value of Representative Intangible Cultural Heritage of Humanity, Nghe Tinh Vi and Giam Folk Songs, Nghe An Province, for the period 2026-2030.
The process of drafting the Project closely followed the viewpoints, orientations, and key tasks of Resolution No. 39 of the Politburo and the Action Program to protect Nghe Tinh Vi and Giam folk songs, and Decree No. 39 of the Government stipulating measures to manage, protect, and promote the values of representative intangible cultural heritage of humanity.
The general objective of the Project is to protect and promote the value of Nghe Tinh Vi and Giam folk songs in contemporary life, ensure the vitality of Nghe Tinh Vi and Giam folk songs, and disseminate humanistic values to future generations.
Raising awareness and pride of the Nghe An people's community, awareness and responsibility of generations, especially the young generation, in preserving, practicing and transmitting Nghe Tinh Vi and Giam folk songs.
Gradually promote the value of Nghe Tinh Vi and Giam folk songs to become a unique cultural product for cultural and artistic exchange, to enhance the ability of communication between communities, develop tourism, and contribute to promoting economic, cultural and social development in Nghe An province.

Teaching Vi and Giam folk songs to students in all high schools in Nghe An province. Strive for each high school to have 1 teacher trained to teach folk songs systematically.
Invest in a modern and synchronous system of equipment for the Provincial Traditional Arts Center; 80% of the Vi and Giam Folk Song Clubs established by local authorities and managed to operate effectively are supported with necessary equipment such as sound, lighting, costumes, props, and performance instruments; support funding for staging, practicing, and building annual Nghe Tinh Vi and Giam Folk Song programs.
Organize training courses for professional staff on intangible cultural heritage management. Provide training and teaching to Nghe Tinh Vi and Giam folk song clubs, students and teachers of general schools in the whole province.
Organize the Vi and Giam Folk Song Festival at the provincial and inter-provincial levels every two years; 1 contest to find Vi and Giam folk song talents; 1 Vi and Giam folk song singing contest in schools; restore 3 traditional Vi and Giam folk song wards that have been lost; publish 1-2 books on Vi and Giam folk songs; organize 1 Vi and Giam Folk Song Festival combined with the Vi and Giam Folk Song Festival at the provincial and inter-provincial levels.

The project identifies 7 groups of key tasks and solutions to protect and promote the value of Vi and Giam folk song heritage in the 2026-2030 period. These include building and perfecting mechanisms and policies and strengthening management, direction and operation.
Increase resources, invest in upgrading facilities for art units, cultural institutions, and clubs. Develop human resources. Improve the quality and effectiveness of activities to protect and promote heritage values.
Strengthen cooperation, integrate activities, build heritage connecting itineraries associated with tourism development. Apply science and technology, focusing on digital technology in the work of preserving and promoting Vi and Giam folk songs.
After listening to the discussion and concluding this content, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung said that in 2021, the province issued the Project on Protection and Promotion of the Value of Vi and Giam Folk Song Heritage for the period 2021-2025 and it has initially been effective. Therefore, the issuance of the project in the period 2026-2030 is necessary to continue promoting the value of Nghe Tinh Vi and Giam Folk Songs.
The Provincial Party Secretary and Chairman of the Provincial People's Committee requested the agency in charge of developing the project to review the goals, tasks, and solutions to meet practical requirements; specifically and scientifically assess the needs and tastes of people and tourists enjoying Nghe Tinh Vi and Giam folk songs; and absorb the opinions of the Provincial Party Standing Committee to complete the draft project, before submitting it to the Ministry of Culture, Sports and Tourism for appraisal and submission to the Prime Minister for approval.
