The total number of delegates attending the Congress was 450, including 350 official delegates and 100 invited delegates. Of these, 203 were male delegates (59.4%), 139 were female delegates (40.6%); 265 were members of the Communist Party of Vietnam (77.4%); 59 were ethnic minority delegates (17.2%).

On the morning of October 1, the Lam River water level in the lower reaches rose in combination with high tide.flooding dozens of householdsin blocks 13 and 15 of Ben Thuy ward (Vinh city).

As of noon today, the Lam River water level has not shown any signs of receding. Dozens of households outside the Lam River dike have been flooded.

The wharf area of ​​the Waterway Traffic Police and the wharf of the Customs Control Team located in this area were also flooded.

*At Vinh market - the largest wholesale market in Nghe An, the water level at the western temple has risen about 30cm compared to yesterday.Many merchants are forced to bring their goods back.Houses and roads surrounding the market were also flooded, affecting people's lives.

Vinh City leaders said: The reason why Tay Communal House in Vinh Market continues to be heavily flooded is because the water in Vinh River is rising because water from upstream is continuously pouring in, while behind Tay Communal House is a low-lying area so water from neighboring areas is also pouring in there.

The total fine is 200 million VND. In addition, the company was also suspended from mineral exploitation activities for 3 months by Ky Son district and from industrial explosives and explosive precursors for 3 months.
