The Congress discussed and concluded on the draft Political Report of the 11th Congress of the Party Committee of Military Region 4, term 2020-2025, and the draft Political Report to be presented at the 19th Congress of the Party Committee of Nghe An province, term 2020-2025. The Congress elected 15 comrades to the new Party Committee, along with 2 comrades appointed to the Committee: the Provincial Party Secretary and the Deputy Provincial Party Secretary, Chairman of the Provincial People's Committee. The Standing Committee has 5 comrades, of whom 4 were elected at the first working session of the Provincial Military Party Committee.

The Congress also elected 9 official delegates and 1 alternate delegate to attend the 19th Congress of the Nghe An Provincial Party Committee, term 2020 - 2025.

*CAlso on July 16th, took placeCongress of Delegates of the Vinh City Party CommitteeWith many important contents, the Congress elected 40 comrades to the Executive Committee of the Vinh City Party Committee for the 2020-2025 term. The Executive Committee elected 13 comrades to the Standing Committee of the City Party Committee for the 2020-2025 term. Comrade Phan Duc Dong - Member of the Standing Committee of the Provincial Party Committee - was re-elected as Secretary of the Vinh City Party Committee.

*TPrime MinisterCommendation for Nghe AnRegarding the progress of public investment disbursement, at the online conference between the Government and localities on accelerating the implementation and disbursement of public investment in 2020, held on the morning of July 16th, the Prime Minister commended Nghe An province for its progress in disbursing public investment funds. The Prime Minister stated that the experience shared by the province is very important. That is, for large projects and important sectors, the Vice Chairman of the People's Committee should directly supervise and manage them, including handling and expediting disbursement. “It shouldn't be the chairman taking on everything without specific oversight or supervision. Provinces should take note of this,” the Prime Minister emphasized.

*COn the afternoon of July 16th,Hung Nguyen District People's CouncilAt its 11th session, the People's Council of Hung Nguyen District held an election to fill the vacant positions of Chairman and Vice-Chairman of the People's Committee of Hung Nguyen District for the 2016-2021 term. The delegates elected Mr. Le Pham Hung as Chairman of the People's Committee and Mr. Nguyen Huu Ha as Vice-Chairman of the People's Committee.

*COn the afternoon of July 16th,Executive Committee of the Do Luong District Party CommitteeThe meeting was held to elect an additional Deputy Secretary of the Do Luong District Party Committee for the 2015-2020 term.

Accordingly, the members of the District Party Committee voted to elect Comrade Hoang Van Hiep - Member of the Standing Committee of the District Party Committee, Vice Chairman of the People's Committee of Do Luong District - to the position of Deputy Secretary of the Do Luong District Party Committee for the 2015-2020 term.

*Tfind directionBringing Nghe An agricultural products into supermarkets.This was the content of the conference on connecting the consumption of safe agricultural, forestry, and aquatic products organized by the Nghe An Provincial Department of Quality Management of Agricultural, Forestry, and Aquatic Products (QLCL NLS and TS) on the morning of July 16th.

Mr. Nguyen Van Ha, Head of the Sub-Department of Agricultural, Forestry and Fisheries Product Quality Management, emphasized: Nghe An has over 22,000 food production facilities, with abundant and diverse agricultural products; however, their value is low and they are not yet truly favored by the market.

This was stated at the online conference summarizing the first six months of the year and outlining tasks for the last six months in the fields of labor, war invalids, and social security, organized by the Ministry of Labor, Invalids and Social Affairs.

In Nghe An province, as of July 15, 2020, 13 districts, cities, and towns had submitted proposals requesting support for 7,198 individuals affected by the Covid-19 pandemic. Of these, 8 districts had sent dossiers of 869 individuals to the Department of Labor, Invalids and Social Affairs for review; the Provincial People's Committee decided to provide support to 343 eligible individuals with a total support amount of 345 million VND.

*T53 prizes were awarded to the contestants.At the 2020 Nghe An Provincial Youth Informatics Competition, on July 16th in Vinh City, the Ho Chi Minh Communist Youth Union of Nghe An province, in coordination with the Department of Education and Training and the Department of Information and Communications, organized the 26th Nghe An Provincial Youth Informatics Competition – 2020. The Organizing Committee awarded 3 first prizes, 3 second prizes, 6 third prizes, and 34 consolation prizes for the individual skills competition; and 2 second prizes, 3 third prizes, and 2 consolation prizes for the creative software competition.

*TOver three days (from July 14-16, 2020), the People's Court of Nam Dan District held a meeting.the trial session openedThe criminal case against defendant Ha Truc (born in 1960), residing in Hamlet 2, Khanh Son Commune, Nam Dan District, for the crime of "Destruction of Forests".

According to indictment No. 32/ND-VKS dated May 25, 2020, of the People's Procuracy of Nam Dan District, at approximately 9:45 PM on June 28, 2019, Ha Truc was resting in a hammock in her yard when she conceived the idea of ​​setting fire to the Khe Dot forest in Hamlet 2, Khanh Son Commune, Nam Dan District, with the intention of buying the land and planting other trees.

The court sentenced defendant Ha Truc to 7 years and 6 months in prison. Regarding civil liability: Based on the Criminal Code and the Civil Code, the defendant is ordered to compensate the victims for damages totaling over 2 billion VND. The defendant has already compensated 250 million VND.

*Safter receiving and posting the information"Illegal quartz mining uncovered in Nghe An"(Nghe An online newspaper, July 15, 2020) - Expanding investigation channels confirms the existence of illegal mining, which also indicates signs of lax state management responsibilities by local authorities.

The area where illegal logging is taking place is identified as Lan Toong Mountain, in Chau Hong commune, Quy Hop district. The logging site is located beside a stream, on forest land that has been allocated to local people for management and production according to Decree 163/ND-CP.

Therefore, it is suggested that the Quy Hop district authorities should urgently investigate and clarify the situation of illegal mineral exploitation in Chau Hong commune; and thereby seriously consider the role and responsibility of the commune's government in state management!
