As of September 30th, the total disbursed funds nationwide reached 253,148 billion VND, achieving 46.7% of the plan assigned by the Prime Minister. Two central agencies and ten localities had disbursement rates exceeding 70% of their assigned plan; 39 out of 51 ministries and central agencies and 22 out of 63 localities had disbursement rates below the national average, including 14 ministries and central agencies and one locality with disbursement rates below 20% of their assigned plan.

According to the Ministry of Planning and Investment, there are approximately 25 existing problems, difficulties, and obstacles in various fields leading to delays in the disbursement of public investment capital, falling into three groups: difficulties related to institutions and policies; difficulties related to the organization and implementation; and difficulties specific to the 2022 plan.

For Nghe An province, as of September 20, 2022, the total disbursed capital was VND 4,159.55 billion/plan, reaching 38.93%. Excluding the National Target Program, the province's disbursement rate reached 44.3%, of which central government budget funds accounted for 42.41%.

Prime Minister Pham Minh Chinh requested that central and local ministries and agencies coordinate more closely on matters related to the management of public investment capital. He urged ministries and localities to prioritize leadership and guidance in the remaining months of the year to accelerate the disbursement of public investment capital, especially for the three national target programs.

The strongest winds near the center of the typhoon reached levels 13-14 (134-166 km/h), with gusts up to level 17. According to assessments by meteorological and hydrological experts,Typhoon Noru is one of the very strong typhoons.Typhoons have made landfall in our country in the last 20 years. Although Nghe An province is not directly affected by the typhoon, it is highly likely to experience heavy rain, rising water levels, and a high risk of landslides due to the typhoon's circulation.
