*NOn April 28th, under the chairmanship of Comrade Thai Thanh Quy - Alternate Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, the Executive Committee of the Nghe An Provincial Party Committee, 18th term, held its 18th Conference to hear and give opinions on...Proposal for allocating delegates to the Provincial Party Congress19th term, 2020 - 2025.

At the conference, based on discussions, the Provincial Party Committee unanimously agreed that the total number of delegates to the 19th Provincial Party Congress would be 450. This includes 61 ex-officio delegates (excluding 4 delegates who retired and received social insurance benefits before the opening of the Provincial Party Congress (scheduled for October 2020)), 1 reserve delegate, and 388 delegates elected from the Party committees.

Also at the conference, regardingDiscussing the Political Report to be presented at the Provincial Party Congress.19th term (2020-2025),The Provincial Party Secretary suggested that a broader and more far-sighted perspective is needed; in particular, considering and researching to define the aspirations for Nghe An's development in the next 10 years, that is, until 2030, coinciding with the 100th anniversary of the founding of the Party; thereby concretizing the direction for the next 5 years.

Comrade Le Thi Hoai Chung assumed the position of Principal of the Provincial Political School from April 28, 2020, with a five-year term of appointment.

* In Hanoi, on the morning of April 28th, the United Nations Development Programme (UNDP) announced the 2019 Provincial Public Administration and Governance Performance Index (PAPI).According to the report,Nghe An province's composite PAPI index scoreWith 44.72 points, it ranks 17th out of 63 provinces and cities, placing it in the top group of the upper-middle tier nationwide.

Accordingly, the component index scores are as follows: Citizen participation at the grassroots level: 5.43 points; Transparency and openness: 5.54 points; Accountability to the people: 5.26 points; Control of corruption in the public sector: 6.64 points; Public administrative procedures: 7.39 points; Public service delivery: 7.12 points; Environmental governance: 3.99 points; E-governance: 3.85 points.

*SOn April 28th, the People's Court of Nghe An province issued a ruling.first-instance trial of a criminal caseRegarding defendant Phan Cong Hai, he is prosecuted for the crime of "Making, possessing, distributing or disseminating information, documents, or items aimed at opposing the Socialist Republic of Vietnam."

The trial panel clarified the criminal acts of defendant Phan Cong Hai: Taking advantage of the freedom and democratic right to use personal Facebook accounts, Hai used Facebook accounts named "Hung Manh," "Ugly Vietnamese," "David Nguyen," etc., to create, store, and disseminate documents containing content that distorted and slandered the people's government, fabricated stories, caused public panic, and waged psychological warfare against the Socialist Republic of Vietnam.

At the end of the trial, the panel of judges sentenced the defendant Phan Cong Hai to 5 years in prison, with the prison term calculated from the date of detention; and an additional penalty of 3 years of probation starting from the date of completion of the prison sentence.

*MAn incident occurred at 1:00 AM on April 28th. The fishing vessel NA 90712 TS, owned by Pham Van Tuan (born 1988), residing in Bac Chien Thang hamlet, Dien Bich commune (Dien Chau district), along with 4 fishermen, was fishing at coordinates 18º58'100'' – 106º23'100'' when it was struck by a cargo ship traveling in the North-South direction. The resulting damage...The fishing boat sank and four fishermen fell into the sea.What is reprehensible is that the cargo ship fled without returning to provide assistance.

Upon receiving the information, the Dien Thanh Border Guard Station immediately notified vessels operating near the distressed ship to come to the rescue, and simultaneously deployed rescue forces and equipment.
