At the conference, based on discussions, the Provincial Party Executive Committee agreed that the total number of delegates attending the 19th Provincial Party Congress is 450 comrades. Of which, 61 are ex-officio delegates, excluding 4 comrades who have decided to retire and enjoy social insurance benefits before the opening day of the Provincial Party Congress (expected in October 2020), and 1 reserve delegate. The number of delegates elected from the Party Committees is 388 comrades.

*SOn April 28, Nghe An Provincial People's Court issued a decisionfirst instance criminal trialFor defendant Phan Cong Hai, prosecuted for the crime of "Making, storing, disseminating or propagating information, documents, and items aimed at opposing the Socialist Republic of Vietnam".

The trial panel clarified the criminal acts of defendant Phan Cong Hai: Taking advantage of democratic freedom in using personal Facebook, Hai used Facebook accounts named "Hung Manh", "Ugly Vietnamese", "David Nguyen"... to create, store, and disseminate documents with the following contents: distorting, defaming the people's government, fabricating, causing confusion in the people's psychology, and waging psychological warfare against the Socialist Republic of Vietnam.

At the end of the trial, the Trial Panel sentenced defendant Phan Cong Hai to 5 years in prison, the prison term calculated from the date of detention; additional punishment, probation for the defendant for 3 years from the date of completion of the prison sentence.
