Nghe An: Highlights of April 28th

*On the afternoon of April 28, the Nghe An Provincial Party Committee's Inspection Commission held a ceremony to announce the Secretariat's decision on personnel matters.

Based on the Party Charter; the Working Regulations of the Central Committee, the Politburo, and the Secretariat of the 13th Party Congress; and the election results of the members and Chairman of the Nghe An Provincial Party Committee's Inspection Committee for the 2020-2025 term, as stipulated in Decision No. 833-QĐNS/TW dated April 24, 2023, the Secretariat of the Party Congress approves Comrade Pham Trong Hoang - Member of the Standing Committee of the Provincial Party Committee, Chief of the Nghe An Provincial Party Committee Office.He holds the position of Member and Chairman of the Provincial Party Committee's Inspection Commission.Nghe An province, term 2020 - 2025.

Presenting the Decision and congratulatory flowers to Comrade Pham Trong Hoang, Secretary of the Nghe An Provincial Party Committee, Thai Thanh Quy emphasized that the new Chairman of the Provincial Party Committee's Inspection Committee is an official with good qualities and firm political acumen; capable, dedicated, and committed to his work; having risen through the ranks from the grassroots level and worked in many agencies. In every position he has held, he has always strived to successfully complete the assigned tasks.

Based on an analysis of the context, requirements, and tasks set forth, the Secretary of the Nghe An Provincial Party Committee, Thai Thanh Quy, suggested that the new Chairman of the Nghe An Provincial Party Committee's Inspection Committee should quickly familiarize himself with and stabilize the assigned work as soon as possible; continue to uphold a high sense of responsibility, be a leading example, a center of unity, and strictly adhere to the principle of democratic centralism; firmly grasp and correctly implement the Party's principles and regulations; and thoroughly understand and smoothly operate the regulations, rules, and relevant documents related to inspection and supervision work within the Party.

At the same time, we must work carefully, meticulously, scientifically, with utmost fairness and integrity; especially in the current context, which requires more work, higher responsibility, a greater fighting spirit, and more timely advice to the Party committee, as well as more timely implementation of inspection, supervision, and Party discipline tasks, in order to successfully complete our duties.

*On the morning of April 28, the Standing Committee of the Nghe An Provincial Party Committee held a meeting.Internal Affairs Bloc meetingApril 2023.

In April, authorities focused on decisively directing efforts to prevent, attack, and suppress various types of crimes and social vices, arresting and prosecuting several cases related to drugs and gambling involving large sums of money. Specifically, law enforcement discovered 125 cases, arrested 160 individuals involved in drug-related crimes, and seized 0.4 kg of heroin, 3 kg and 39,369 pills of synthetic drugs, and 1.1 kg of methamphetamine.

Authorities have cracked a case, arresting 17 individuals involved in gambling and clarifying the amount of money gambled that day to be nearly 1 billion VND; they also arrested two individuals in two cases of fraud involving the misappropriation of over 20.6 billion VND. At the same time, the Hoang Mai Town Police cracked a case, arresting 16 individuals involved in gambling with an amount exceeding 100 billion VND…

*On the morning of April 28th, the delegation of the National Assembly of Nghe An province held a meeting.Conference to gather feedback on the draftThe Law on Real Estate Business (amended). This draft law will be submitted to the National Assembly for comments at the 5th session, taking place from May 22nd to June 23rd, 2023.

During the conference discussions, delegates generally agreed on the structure and content of the draft. In addition, their opinions focused on analyzing and offering suggestions on many specific issues.

It is necessary to clarify the concept of "real estate business" in cases such as selling assets attached to land; splitting projects; leasing a part of a construction project (such as leasing the roof of a factory for solar power generation)... whether these fall under the category of real estate business.

Some opinions also contributed to regulations on the examination for granting real estate brokerage licenses; conditions for managers and operators of real estate trading floors; guarantees in the sale and lease of future-built housing…

*Also on the same day, the delegation of the National Assembly of Nghe An province organizedThe conference gathered opinions on the draft Law on Housing (amended).

Participating in the conference, representatives from provincial departments and agencies, as well as some localities and collaborators in the legislative drafting process of the Provincial National Assembly Delegation, generally agreed with the draft Law on Housing (amended); they also offered suggestions and additions to ensure the law is well-structured and practical, facilitating its implementation once it is enacted and takes effect.

Based on the feedback from the delegates, Comrade Tran Nhat Minh - Member of the National Assembly's Law Committee, full-time National Assembly delegate from Nghe An province - acknowledged and recorded the opinions, stating that he would fully compile them to report to the National Assembly Standing Committee; and would also study and participate in discussions at the 5th Session of the 15th National Assembly.

*On the morning of April 28th,The Provincial People's Council's Specialized Monitoring TeamA working session was held with relevant departments, agencies, and units on "Administrative reform work in Nghe An province during the period 2020-2022".

The Monitoring Team's report on the results of administrative reform implementation, after working directly with several departments, agencies, and localities, shows that: The direction and management of administrative reform have not been implemented decisively, regularly, and continuously in some departments and units, leading to the failure to achieve the set goals.

Some units have issued annual administrative reform plans, but have not closely followed the issued plans in their implementation. The responsibility for administrative procedure reform among some officials and civil servants remains limited; their advisory role in implementing official duties is not high, and they lack initiative in innovation and creativity.

Emphasizing that for administrative reform to be effective, departments and agencies need closer coordination and clearly defined responsibilities in each specific issue and content, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi suggested that the Department of Internal Affairs should consider improving the criteria for evaluating the provincial-level administrative reform index to make the evaluation criteria more accurate, harmonious, and fair.

At the same time, we hope that relevant departments, localities, and units will strive to overcome existing shortcomings and limitations in order to improve their ranking in the indicators related to administrative reform work at the provincial and central levels.
