Speaking in the assembly hall, Mr. Tran Nhat Minh, a full-time National Assembly representative from Nghe An province, expressed his concern that the draft law submitted to the 6th Session of the 15th National Assembly no longer includes provisions allowing the issuance of land use right certificates for residential land allocated without proper authority before July 1, 2004, but where no houses have been built, and also lacks regulations on the recovery and handling of this type of land.

Meanwhile, this issue is addressed in the draft Land Law (amended) submitted to the Conference of National Assembly Deputies working in specialized committees (April 2023 session), the draft law for comments from National Assembly delegations before the 6th session, and the draft law submitted by the Government accompanying the report provided at this session.

Therefore, the delegates proposed that the National Assembly study and continue to retain the regulations related to this matter to facilitate the issuance of land use right certificates for citizens as well as the state management of land.
