Attending the ceremony were Mr. Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee, Mr. Nguyen Lan Trung - Vice Chairman of the Association of Vietnamese People Abroad; and Mr. Ta Quang Ngoc - Chairman of the Central Committee of the Vietnam-Thailand Friendship Association.
