Nghe An province's budget revenue in the first six months of the year fell short of the target.

(Baonghean.vn) - In preparation for the second session of the 17th Provincial People's Council, term 2016-2021, on the morning of July 18th, the Economic and Budget Committee of the Provincial People's Council conducted a review of several reports to be presented at the session in the economic and budget field.

Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial Party Committee's Inspection Committee, and Head of the Economic and Budget Committee - presided over the verification meeting.

Also attending were comrades Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Xuan Dai - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; representatives of several departments and agencies and members of the Committee.

Regarding the implementation of the state budget plan for the first six months of the year and solutions for the last six months, the delegates highly agreed with the report presented by the Department of Finance. Accordingly, the budget revenue for the first six months in the province is estimated at 4,953.3 billion VND, equivalent to 48.2% of the budget allocated by the Provincial People's Council, an increase of 24.3% compared to the same period in 2015.

Despite the vigorous implementation of numerous measures, the overall revenue collection in the area remains low, especially revenue from import and export activities, which only reached 31.5% of the projected target, equivalent to 79.8% compared to the same period in 2015. Therefore, delegates emphasized that for the last six months of the year, in addition to actively exploiting revenue sources, it is necessary to focus on the vigorous and coordinated implementation of measures to collect, enforce, and handle tax arrears.

Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - emphasized that in addition to increasing revenue, it is necessary to ensure regular expenditures and social welfare.

Regarding the practice of saving and combating waste, comprehensive measures have been implemented across various fields such as budget utilization, asset procurement, basic construction, land management, land clearance, production and business activities, etc. As a result, the entire province has saved 10% of the regular expenditure budget allocated to salary reform. Simultaneously, administrative inspections have uncovered economic violations in 270 units; recommendations for handling these violations totaling nearly 23 billion VND have been made.

Comrade Le Xuan Dai - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, clarified some issues of concern to the delegates.

Regarding the implementation of the capital construction investment plan, the issue of concern to the delegates was the low disbursement rate for capital construction projects, especially the national target program capital from the central budget, which only reached 33.14%; and government bond capital, which only reached 21.89% compared to the plan.

Regarding the key tasks for the last six months of the year, delegates suggested that sectors and localities should focus on reviewing and addressing outstanding debts in basic construction projects and backlogs in final settlements. This includes concentrating on implementing Government Resolution 60/NQ-CP, dated July 8, 2016, on key tasks and solutions to accelerate the implementation and disbursement of the 2016 investment plan. Emphasis should also be placed on developing the public investment plan for the 2016-2020 period.

Comrade Nguyen Xuan Hai - Director of the Department of Finance, reported on the results of budget revenue and expenditure for the first six months of the year and the tasks for the last six months of 2016.

Comrade Nguyen Dinh Hoa - Director of the Nghe An Tax Department - clarified some solutions for revenue collection in the last six months of 2016.

Speaking at the review meeting, Comrade Nguyen Xuan Son – Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council – highly appreciated the efforts and guidance of the Provincial People's Committee, departments, and localities in managing socio-economic affairs in the first six months of the year.

Comrade Nguyen Xuan Son also emphasized: The tasks set for the last six months of the year are very challenging; therefore, based on an analysis of the shortcomings, limitations, and difficulties in the first six months, appropriate solutions for the last six months should be proposed.

Focus on combating revenue losses and resolving outstanding debts. Proactively meet regular expenditures; social welfare spending and investment in key projects. Given limited capital resources, attention should be paid to phased investment in basic construction, ensuring investment efficiency; focus on resolving difficulties and obstacles in key projects and works....

Priority should be given to allocating funds for upgrading the reservoir and dam system.
