Nghe An continues to promote the "Digital Popular Education" movement.
The Provincial People's Committee has just issued Document No. 8916/UBND-VX on implementing a number of key tasks and solutions to further promote the "Popular Education Movement".
Accordingly, the Provincial People's Committee assigns provincial departments and agencies to organize the implementation of the tasks assigned in Plan No. 69/KH/TU of the Provincial Party Committee; develop implementation plans within their scope of management, ensuring they are consistent with the functions and tasks of the agency or unit. They are also to coordinate the implementation of the movement's tasks; update data and implementation results as required by the monitoring system. The head of each agency is directly responsible for the implementation of the movement within their agency or unit; and for organizing the dissemination and supervision of implementation according to the plan.
Based on their functions and responsibilities, they will implement tasks and solutions to raise awareness and improve skills in using essential digital services within their respective sectors and fields. Specifically:
ButHealth serviceCoordinate efforts to popularize among the public, especially vulnerable groups, the skills to use essential digital health services such as electronic health records, online medical appointment registration, and health insurance on VnelD.
ButDepartment of Culture, Sports and TourismCoordinate communication through grassroots information systems and commune/ward radio stations, integrating it into cultural activities and digital lifestyle movements.
ButState Bank of Vietnam, Regional Branch 8 in Nghe AnDirecting credit institutions to participate in popularizing cashless payment skills and opening online bank accounts, especially for vulnerable groups.
ButDepartment of Science and TechnologyPreside over and coordinate with relevant agencies and units to implement, monitor, supervise, and inspect the "Popular Education Movement"; report and advise the Provincial People's Committee on matters within its authority.
Previously, in Plan No. 69/KH/TU dated July 13, 2026, outlining key tasks and solutions to further promote the "Popular Education Movement," the Provincial Party Standing Committee requested:
ButThe Party Committee of the Provincial People's Committee directs the Provincial People's Committee to instruct relevant units to implement synchronously and effectively the documents, guidelines, and regulations of the Ministry of Public Security regarding the "Popular Education Movement" to ensure its synchronized implementation throughout the province.
In coordination with relevant units, update, refine, and integrate specialized courses on identifying and preventing online fraud, spam messages, and impersonation calls into the "Popular Education Digital" platform; protecting personal information and privacy in cyberspace; behaving respectfully and civilly on social media; and identifying harmful and toxic information.
Effectively implement the documents, guidelines, and regulations of the Ministry of Education and Training regarding the "Digital Popular Education" movement to ensure its synchronized implementation throughout the education and training system in the province.
- The Party Committee of the Provincial People's Committee directs the Provincial People's Committee to instruct relevant units to continue effectively implementing the assigned contents in Plan No. 378/KH-UBND, dated May 22, 2025, of the Provincial People's Committee on the implementation of the "Digital Literacy Movement" in the province. It will preside over the development of guidelines for the organization and operation of community digital technology teams. These guidelines should clearly define the tasks, operating methods, and coordination mechanisms of community digital technology teams with commune-level authorities and relevant agencies. It will also develop and implement a plan for training, updating digital knowledge and skills, and training methods for the personnel directly implementing the Movement at the grassroots level.
Simultaneously, guide vocational and general education institutions in the province to participate in activities to popularize digital skills for officials, citizens, and businesses; mobilize students to participate in community support activities as "digital ambassadors," and coordinate with community digital technology groups to guide people in learning and using digital services...
Departments, agencies, and localities shall organize inspections and supervision of the implementation of the movement within their respective areas of management; periodically review the progress of implementing tasks, solutions, and the results of popularizing digital skills for target groups. The inspection should not stop at confirming the number of training classes or activities of the organization, but should focus on actual results such as the level of participation in learning on the "Popular Education Digital" platform, the number of people registered on VNeID, and the ability of people to use digital services.
The results of inspections and monitoring are used as a basis to assess the level of task completion by agencies, units, and localities in implementing the movement; at the same time, they serve as a basis for commending and rewarding effective models and promptly correcting manifestations of superficial implementation and chasing after achievements…
