Nghe An summarizes the implementation of tasks related to the development of science and technology, innovation, digital transformation, administrative reform, and Project 06.
On the morning of January 7th, the Steering Committee on Science, Technology Development, Innovation, Digital Transformation, Administrative Reform, and Project 06 of the province held a conference to summarize the achievements of 2025 and outline key directions and tasks for 2026.

Provincial Party Secretary Nguyen Khac Than - Head of the Provincial Steering Committee; Provincial Party Deputy Secretary and Chairman of the Provincial People's Committee Vo Trong Hai - Permanent Deputy Head of the Provincial Steering Committee; Provincial Party Deputy Secretary, Chairman of the Provincial Fatherland Front Committee, and Head of the Provincial National Assembly Delegation Vo Thi Minh Sinh - Deputy Head of the Provincial Steering Committee presided over the conference.
Attending the conference were Mr. Nguyen Huy Dung, Member of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation; Major General Vu Van Tan, Director of the Department of Administrative Police for Social Order and Security, and Secretary of the Task Force implementing Government Project 06; along with representatives from the Central Party Office and the Institute for Development Consulting. Also present were members of the Provincial Party Standing Committee, members of the Provincial Steering Committee, and the working group. The conference was connected online to 130 communes and wards.

After one year of implementation, Nghe An has achieved many positive results, making strong progress in the development of science and technology, innovation, digital transformation, administrative reform, and Project 06; creating a clear change in leadership, management, and operational methods, contributing to socio-economic development and improving the quality of service to people and businesses.
The province has promptly concretized central government documents into specific regulations suitable to the province's situation, basically completing the institutional framework for implementation according to the central government's schedule.

Infrastructure for science, technology, and digital transformation has seen positive developments, with 99.97% of the population covered by 4G; and 50% of the population covered by 5G, achieving the target by 2025.
The province's administrative procedure reform has made a breakthrough. The average time for processing administrative procedures has decreased by 35%; administrative compliance costs have been saved by more than 35 billion VND per year; and the cost reduction rate is 17%.

Online public services have developed remarkably, with 100% of administrative procedures having completed restructuring; 100% of online public services are integrated into the National Public Service Portal. The rate of online application submission reached 85.75%; shared data has developed strongly and is reused at a high rate (reaching 87.59%).
Digital platforms and information systems have been upgraded promptly and effectively to meet the requirements of serving the two-tiered local government. This has helped Nghe An rank 4th out of 34 provinces and cities (Phase 1) in implementing Plan No. 02-KH/BCĐTW.

The implementation of Project 06 has achieved outstanding results. The "90-day land data cleaning" campaign has been completed; the verification of social insurance participant data against population data has reached 99.89%; 100% of civil registration data has been digitized; and electronic medical records have been implemented in all 53 hospitals and medical centers…
To date, the province has completed 24 out of 55 tasks according to the plan for implementing Resolution No. 57; and completed 28 out of 44 tasks according to the plan for implementing Decision No. 204 of the Party Central Committee.

Completed 63 out of 82 tasks in the Provincial Steering Committee's 2025 work program; completed 36 out of 36 tasks according to the plan for implementing the conclusions of General Secretary To Lam.
However, the connection, interoperability, and data sharing between information systems remain inadequate; many interoperability issues between ministries and agencies have not been thoroughly resolved. The progress of digitizing records and building databases is slow due to the lack of specialized data catalogs and standards.

Resources, especially human resources in information technology, digital transformation, and cryptography at the commune level, are still lacking; the ecosystem of science, technology, innovation, and the "three-party" linkage have not developed proportionally, and have not created many breakthroughs in socio-economic development.
At the conference, leaders of departments and agencies focused on analyzing and clarifying existing shortcomings and limitations in task implementation; identifying the causes and proposing solutions for the future.
Task implementation must be linked to specific products and results.
In his concluding remarks at the conference, Provincial Party Secretary Nguyen Khac Than - Head of the Provincial Steering Committee - emphasized that Resolution No. 57 of the Politburo is a resolution of great significance, creating a breakthrough to drive national development in the new era - the era of national progress.
Nghe An province has implemented the program seriously and promptly with the utmost dedication and responsibility. The action plan is linked to specific, measurable products and results. Public awareness campaigns have been given attention through various diverse and engaging methods.

On behalf of the Steering Committee, Provincial Party Secretary Nguyen Khac Than acknowledged and commended the achievements of the departments and agencies; and the responsibilities of the members of the Steering Committee at all levels in one year of implementing Resolution No. 57, Project 06, and administrative reform, thereby contributing to the socio-economic development results of the province in 2025.
Frankly pointing out existing shortcomings and limitations, the Provincial Party Secretary stated that the understanding of the position, importance, and significance is still not "up to par"; the implementation has not been decisive, substantive, and highly effective, and in some units and localities, it has not been fully achieved. Coordination has not been truly cohesive and close, and there has been a lack of shared responsibility in carrying out common tasks.
The province's investment in science, technology, and digital transformation has been inadequate. The development of databases has not received sufficient attention. There is a shortage of human resources, limited capacity, and inadequate infrastructure. While administrative reform has shown positive progress, it has not yet met the expectations of leaders or the demands of actual development.

In 2026, Provincial Party Secretary Nguyen Khac Than requested that all levels and sectors, from the province to the communes and wards, be thoroughly informed and have their awareness raised regarding the importance of three key areas: Digital transformation, administrative reform, and Project 06.
"Only with correct understanding can action be decisive and effective. Along with that, effective coordination in the implementation process, coupled with a strict inspection and supervision mechanism based on specific results and products, is essential," the Provincial Party Secretary demanded.
Provincial Party Secretary Nguyen Khac Than instructed the Standing Agency of the Steering Committee and the Provincial Party Committee Office to advise on the issuance of the 2026 work program on the three pillars mentioned above before January 15, 2026.

The work program must be specific and closely aligned with local realities, following the principle of "Clear responsibilities, clear tasks, clear outputs, clear timelines, clear accountability, and clear results" for each locality, sector, and unit. Each locality and sector is required to register a breakthrough task in implementing Resolution No. 57.
In addition, focus on building and perfecting institutions. This includes researching and issuing breakthrough mechanisms and policies for investing in science and technology enterprises and attracting human resources in information technology. Review regulations related to the leadership, direction, and management of the Steering Committee.
Provincial Party Secretary Nguyen Khac Than requested investment in infrastructure and proactive development of databases for each sector and field, with a view to establishing a provincial data center. He also called for the allocation of funds to invest in, purchase, and provide equipment that meets the requirements of digital government and digital transformation.

Strengthening the collaboration among the three key stakeholders: the State, educational institutions, and businesses, with Vinh University as the main pillar. Simultaneously, continuing to train, develop, and enhance the skills of human resources. Heads of agencies, units, and localities must directly oversee this task.
The Provincial Party Secretary also requested continued review and reduction of administrative procedures, and a reduction in processing time; but above all, it is crucial to raise the awareness and responsibility of officials and civil servants directly involved in handling administrative procedures.

"We must convey the guiding principles of the provincial leadership, the Provincial Party Secretary, the Chairman of the Provincial People's Committee, and the Standing Committee of the Provincial Party Committee to all officials and employees throughout the province. Everyone must work with dedication, commitment, and responsibility, based on streamlined administrative procedures, short processing times, and direct, rapid coordination, avoiding unnecessary delays, evasions, and passing the buck. Officials who fail to meet these requirements will be disciplined," affirmed Provincial Party Secretary Nguyen Khac Than.
