Nghe An conducts a comprehensive review of residency records and cleans up population data from the grassroots level.
Following the directives of the Ministry of Public Security and the Nghe An Provincial Police Department to conduct a comprehensive review and inspection of residency, the police in communes and wards throughout the province have simultaneously implemented the campaign with the spirit of "going to every alley, knocking on every door, thoroughly identifying individuals and households."

In Vinh Loc ward, immediately after the implementation of the comprehensive residential registration and review plan, the ward police proactively developed a specific plan, assigned officers to be in charge of each residential area, and closely coordinated with the neighborhood security and order committees to organize the implementation synchronously. The review focused on the registration of permanent residence, temporary residence, and temporary absence. This included updating information in the National Population Database; and reviewing cases of residence not in accordance with regulations, migrant workers from other provinces, and rental accommodations in the area.
During a community inspection in Vinh Loc ward, we observed the positive cooperation of the residents. Ms. Nguyen Thi Quynh, residing in My Thuong neighborhood, shared: “Initially, I was worried about the time-consuming nature of the inspection, but when the police officers explained that the purpose was to update information accurately for management and to ensure security and order, my family fully supported it. Their specific guidance reassured the residents.”
In Tien Phong commune (formerly Que Phong district), a comprehensive review and verification of residency was implemented simultaneously throughout the area with the motto "know the people, know the households." The commune police coordinated with the local security and order protection team to directly visit each household and each production and business establishment to check and verify residency information; at the same time, they guided people to supplement and correct missing or inaccurate information in the National Population Database. The process was carried out transparently, in the correct order, and within the proper authority.
Major Luong Tuan Minh, Head of Tien Phong Commune Police, said that a review of the situation revealed that there are still some cases of people working far from home or tenants changing their residences but not having registered their residency in a timely manner. "Going door-to-door helps the police force accurately assess the actual residency situation, promptly guide people in completing the necessary procedures, minimize errors in the data, and thus effectively serve the state management of residency at the grassroots level," Major Luong Tuan Minh stated.
Expressing his agreement with this policy, Mr. Lo Van Bien from Long Thang village said: “The review is very necessary. When population information is accurately updated, the State can manage better, and people will also find it easier to handle administrative procedures or participate in elections. My family is always ready to cooperate when we are inspected.”
Similarly, in Thuan Trung commune, the commune's police force proactively developed a plan, assigning officers to be in charge of each village and hamlet, ensuring that no area was left unattended and no population was overlooked. Through the review process, many cases of inconsistencies between reality and data were promptly detected, updated, and corrected, contributing to "cleaning up" population data at the grassroots level.
Intensive campaign to ensure "correct, sufficient, clean, and safe" products.
According to Colonel Luong The Loc, Head of the Administrative Police Department for Social Order of Nghe An Provincial Police, the comprehensive review and inspection of residency in the province is being implemented based on Plan No. 07/KH-BCA-C06 dated January 6, 2025, of the Ministry of Public Security on a nationwide comprehensive review and inspection of residency; and also closely following Plan No. 88/KH-CAT dated January 15, 2026, of Nghe An Provincial Police.
The comprehensive review is divided into two phases. Phase 1 involves preparing the necessary conditions for the comprehensive review and residence inspection, including disseminating the plan, providing professional training, reviewing equipment and resources, assigning personnel, and developing specific plans for each area and target group. Phase 2 is the peak phase, with a simultaneous launch of the comprehensive review and residence inspection across the province, taking place from January 18, 2026 to March 1, 2026.
To date, Nghe An province has reviewed and checked 111,583 households with 451,677 people. Through this process, many cases of incomplete or inaccurate residential information have been promptly detected, supplemented, and corrected; significantly contributing to cleaning and standardizing population data, improving the effectiveness of state management of residence, and serving the work of ensuring security and order.
Notably, in the context of Nghe An province implementing a two-tiered local government model and simultaneously reorganizing and merging some commune-level administrative units in accordance with the central government's policy, the demands on residence management are increasingly high. Changes in administrative boundaries and the scope of population management necessitate a review, updating, and standardization of all residence information, ensuring that population data is consistent, accurate, and free from duplication or discrepancies, meeting the requirements of state management in the new situation.
Furthermore, the results of the comprehensive review and verification of residency are a particularly important basis for compiling voter lists and printing voter cards for the election of deputies to the 16th National Assembly and representatives to the People's Councils at all levels for the 2026-2031 term, ensuring citizens' right to vote and effectively serving the province's key political tasks.
At the conference to thoroughly implement the intensive review and inspection of residence registration in the province, Colonel Nguyen Duc Cuong, Deputy Director of the Nghe An Provincial Police, emphasized: This is a particularly important political task with long-term significance. Officers and soldiers throughout the force must demonstrate a high sense of responsibility, organize and implement the plan seriously and decisively; follow the correct procedures and regulations; and ensure that 100% of household registration and population information is reviewed, updated fully and accurately, preventing any areas from being left unchecked or individuals from being overlooked.
At the same time, closely combining residence inspection with propaganda and guidance for the people to strictly comply with the legal regulations on residence will create an important foundation for serving state management, compiling voter lists, and implementing the province's key political tasks in the coming period.
