Nghe An province will implement the Law on Access to Information starting in July 2026.
The People's Committee of Nghe An province has just issued a plan to implement the Law on Access to Information, requiring departments, agencies, and localities to strengthen propaganda, publicly disclose the contact points for providing information, and review and improve the conditions to ensure citizens' right to access information.
The Provincial People's Committee has just issued Plan No. 647/KH-UBND dated July 14, 2026, to implement the Law on Access to Information in the province.
The plan aims to clearly define the tasks, timelines, responsibilities, and coordination mechanisms among agencies, units, and localities; and at the same time, raise awareness and responsibility of all levels, sectors, and the people in implementing the Law on Access to Information.
According to the plan, starting in July 2026, the Department of Justice will take the lead in coordinating with other departments, agencies, commune-level People's Committees, and media outlets to disseminate and publicize the Law on Access to Information and its implementing guidelines; simultaneously, it will organize in-depth training, monitor, inspect, supervise, conduct preliminary and final reviews of the implementation.

Before July 20, 2026, departments, agencies, and commune-level People's Committees must complete the review of relevant legal documents and submit the results to the Department of Justice.
Before September 1, 2026, departments, agencies, commune-level People's Committees, and public service units providing basic and essential public services must publicly disclose the contact point for receiving requests for information, including the unit name, address, phone number, and email address; and simultaneously compile and publicly disclose a list of units under their management as prescribed.
The plan also requires agencies and units to regularly review and assign competent civil servants and public employees to act as focal points for information provision; prioritizing those with experience in law or information technology.
In addition, agencies and localities should continue to effectively operate electronic portals, websites, and databases; review and classify accessible information, inaccessible information, and information accessible under certain conditions; and compile a list of information that must be made public according to regulations.
The Provincial People's Committee requests that the heads of departments, agencies, and units, and the Chairmen of the People's Committees at the commune level, proactively implement assigned tasks, ensuring they are on schedule, of high quality, effective, economical, and free from formality and waste. Agencies and localities should base their implementation plans on actual conditions or integrate them with plans for disseminating and publicizing laws; while also ensuring funding and human resources as prescribed.
