Every day, the subjects chose a different location to organize gambling. These locations were carefully surveyed and selected by Nguyen Van Cuong to ensure conditions to avoid being detected by the authorities such as: far from residential areas, surrounded by solid walls, and with surveillance cameras. Each house owner who received the gambling den was paid 2-3 million VND in rent by Cuong.
Convention 1 million dong is equivalent to 1 thousand dong bill
The "gamblers" were informed by Cuong to come to a certain location and were transported by private car to the prepared gambling den.
To deceive the authorities, the ringleader laminated 1,000 VND bills with Cuong's signature and agreed that each 1,000 VND bill was equivalent to 1 million VND. When entering the gambling den, gamblers met Cuong directly to exchange cash for "1,000 VND cards". Every day, the subjects organized 2 gambling sessions and collected 1 million VND from each participant.

At the investigation agency, the subjects initially confessed that they only stole 1,000 VND, but with the evidence and sharp arguments of the police, the subjects had to admit their crimes.
Currently, the Investigation Police Agency (Vinh City Police) is detaining 11 subjects to handle them according to the law and continue to investigate further.
