Speaking at the Provincial Party Committee Executive Conference held on December 9th, Provincial Party Secretary Nguyen Dac Vinh emphasized: The remarkable achievements of the province in various fields in 2016 are the result of the efforts of the entire political system. To develop the economy, the province has focused on developing businesses, quickly adapting to the Government's policies and preferential investment incentives, and concentrating on directing key projects in the province to accelerate progress and ensure project quality.
However, many investment projects in the province are behind schedule. The province's stance in the coming period is to avoid attracting investment in a scattered manner and to limit the commencement of projects. In 2017, the province will direct localities to review projects, and the Provincial People's Committee will set criteria and resolutely revoke projects that are behind schedule or not being implemented.
The Provincial Party Secretary also directed that the outstanding debts related to the new rural development program must be repaid, and the responsibilities of individuals and relevant levels must be clarified.
Regarding urban order management and mineral exploitation, Provincial Party Secretary Nguyen Dac Vinh requested thorough handling of violations. He also noted that in 2017, all levels should conduct self-criticism sessions in accordance with the spirit of Resolution No. 4 of the 12th Central Committee, down to the grassroots level.
Expressing strong agreement with the socio-economic development plan orientation for 2017, the Provincial Party Secretary requested that the 2017 budget allocation be implemented in a manner that ensures full and prioritized resources for key socio-economic development projects, social welfare, national defense and security, urgent projects, central government debt repayment, and enterprise investment.

On December 9th, during his visit to Thailand, Mr. Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, surveyed the infrastructure of the industrial park of Hemaraj Company, a business with extensive experience and reputation in investing in, constructing, and operating industrial park infrastructure in Thailand.

Currently, Hemaraj is implementing investment procedures for two projects in Nghe An province, including: WHA Hemaraj 1 Industrial Park Project - Nghe An, with a total area of approximately 2,000 hectares in Nam Cam Industrial Park, and WHA Hemaraj 2 Industrial Park Project - Nghe An, with a total area of approximately 1,000 hectares in Tho Loc Industrial Park.
In Bangkok (Thailand), Chairman of the Provincial People's Committee Nguyen Xuan Duong and his delegation visited Hemaraj's industrial parks; they directly inspected factories producing soundproofing and heat-insulating panels and seats for various types of automobiles; wastewater and industrial waste treatment; clean water treatment for businesses; and especially visited Hemaraj's environmental monitoring center.
Chairman of the Provincial People's Committee Nguyen Xuan Duong highly appreciated the potential and strengths of the company in the field of developing and managing industrial parks in Thailand with over 25 years of experience. He was also impressed with the modern scale of investment and construction, as well as the environmental protection ensured at the industrial parks; and expressed confidence that the group will successfully invest in industrial parks in Nghe An.
On behalf of the provincial leadership, Chairman of the Provincial People's Committee Nguyen Xuan Duong respectfully thanked the leaders of Hemaraj Company for choosing Nghe An to invest in industrial park infrastructure projects and committed to completing investment procedures in the shortest possible time, mobilizing maximum resources to clear the land according to the investor's construction schedule, creating conditions for the project to be implemented and put into operation soon.

On the afternoon of December 7th, the Standing Committee of the Provincial People's Council held a press conference to announce the 3rd session of the 17th Provincial People's Council, term 2016-2021, scheduled to take place over two and a half days, from December 14th to 16th, 2016.
According to the plan, the 3rd session of the Provincial People's Council will consider 20 reports and 35 draft resolutions on topics such as: the socio-economic development plan for 2017; the medium-term public investment plan for the period 2016-2020 and 2017; the allocation criteria for recurrent expenditures in 2017 and the period 2017-2020; mechanisms and policies to promote development; regulations on fees and charges in accordance with central government directives and practical requirements...

This session will dedicate one day to a question-and-answer session on three areas: shortcomings in planning, construction permits, and construction management of high-rise apartment buildings in the province; shortcomings in the implementation of the new school model (VNEN) and the socialization of schools; and the situation of outstanding social insurance debts and overspending of the health insurance fund.

At approximately 8:30 AM on December 7th, a serious traffic accident occurred on National Highway 48 in Dong Hieu commune, Thai Hoa town (near the intersection with Ho Chi Minh Highway), resulting in one fatality.

According to local residents, at the time of the incident, the Thach Thanh bus, operating on the Vinh City - 19/5 Farm (Nghia Dan) route, was traveling from Nghia Dan towards Vinh City. Upon reaching the aforementioned area, it suddenly encountered a motorbike crossing the road abruptly. The driver lost control and crashed into the right side of the road, dragging three motorbikes under the bus.
The vehicle only stopped after crashing into a roadside bus stop. Several people were standing at the bus stop and were hit head-on by the vehicle. One victim (whose identity is unknown) was seriously injured and is currently receiving emergency treatment at the Northwest Regional General Hospital, and one person died.
The deceased man was identified as Nguyen Van Q, residing in Nghia Khanh commune, Nghia Dan district. It is known that Mr. Q was a shareholder of Dong Bac Bus Company.
At the scene, many goods were scattered across the road after being hit, and three motorbikes were severely damaged.
Seventeen construction projects suspended for using cranes in violation of regulations.
Following the crane collapse that killed a male student on November 14th, the Vinh City People's Committee, after an inspection this week, issued a decision to suspend construction of projects violating urban construction regulations. The main reason cited was the investors' use of tower cranes in violation of regulations.

Specifically, through inspections of 21 construction projects using cranes in Vinh City, the City Urban Management Department discovered violations in 17 projects. The main fault lay with the investors using tower cranes that extended beyond the project site, affecting the local community. Notably, some structures extended dangerously into the surrounding area, such as a school in Hung Binh Ward, a hotel, and a traditional medicine clinic.
Of these, Hung Binh Ward has the most projects, with 5 projects belonging to Trung Duc Construction Joint Stock Company, Thanh Vinh Investment Construction Production and Trading Joint Stock Company, Bao Son Construction and Tourism Group, Sao Nghe Joint Stock Company, and Gia Pham Investment and Trading Limited Company.
Next, there are 4 wards with 2 projects each: Quan Bau Ward with 2 projects belonging to Kim Thi Real Estate Joint Stock Company and 9.1 Construction Joint Stock Company; Quang Trung Ward with T&T Investment Joint Stock Company and Quang Trung Petroleum Urban Investment Joint Stock Company; Truong Thi Ward with Kim Truong Thi Joint Stock Company and Tecco Central Vietnam Joint Stock Company; and Le Loi Ward with Vinh Urban Development Joint Stock Company and Tecco Central Vietnam Joint Stock Company.
To address these violations, the Vinh City People's Committee has ordered the dismantling of the tower crane within 10 days, otherwise it will be forcibly removed. The chairmen of the localities where the violations occur are responsible for instructing the relevant forces to prohibit transport vehicles carrying supplies, materials, and workers from entering the construction site.
The continuation of the project's construction will be considered after the completion of the dismantling of the illegally installed tower crane.
