One of the contents emphasized by the Provincial Party Secretary, Nguyen Dac Vinh at this conference is the requirement that investment work must be effective, avoid spreading out, and it is necessary to establish an interdisciplinary inspection team to review and recover projects that are behind schedule and not implemented.

Since March 17, Vinh City has been promoting and reviewing sidewalk encroachment violations, and at the same time, notifying people to voluntarily dismantle them. From April 15, the city will forcibly remove cases of intentional encroachment.
Vinh City will assign responsibility to leaders, including secretaries and chairmen of People's Committees of wards and communes, to ensure that after clearing sidewalks, they are maintained sustainably.
The head of the Vinh City Party Committee said that wards and communes will arrange some suitable streets, allowing businesses and vendors on the sidewalk to trade at night, but not during the day. Along with that, the city will also study to build some walking streets or night markets for people to trade.

The first traffic accident occurred at 4:30 p.m. on National Highway 48, at km50+800, between a Minh Loan passenger car, with license plate 37B-020.20, driven by Le Khac Cuong (born in 1986), residing in Chau Binh commune, Quy Chau district, in the direction of Nghia Dan - Quy Hop, and a Long Anh Enterprise truck, with license plate 37C-041.81, driven by Truong Quoc Trung (born in 1983), residing in Tho Hop commune, Quy Hop district, in the opposite direction. There were 10 people on the passenger car at the time of the accident, resulting in 3 deaths on the spot.
The second accident occurred 30 minutes later, at km 48+200, National Highway 48, in Khe Do hamlet (Nghia Xuan commune), another particularly serious accident occurred between a tractor trailer with license plate 38C - 011.10 Nguyen Quoc Dung (born in 1992), residing in Trung Luong ward (Ha Tinh city), driving in the direction of Nghia Dan - Quy Chau, and a motorbike with license plate 37X6 - 6355 going in the opposite direction, driven by Nguyen Trong Chinh, carrying 2 people behind. The strong collision caused the death of 3 people on the motorbike.

According to the Department of Education and Training, Nghe An will have about 30,000 candidates registered for the 2017 National High School Exam, including more than 1,000 independent candidates. 3 dead pigs (weighing about 70kg each) were discovered on March 29 at the underground sewer on the N17 canal managed by the Quynh Luu Irrigation Enterprise through the area of village 9. The commune has requested the unit to coordinate to quickly handle the situation so that people can live in peace. Previously, in the area of Quynh Van commune, dead pigs were discovered illegally dumped into the canal.
On the morning of April 1, residents of Hamlet 17, Quynh Van Commune continued to discover two more dead pigs dumped in the Siphon culvert of the Vuc Mau canal system.
Mr. Nguyen The Lai - Vice Chairman of Quynh Van Commune People's Committee said: "The locality is suspecting that there is an epidemic in the area or neighboring communes such as Quynh Thach, Quynh Hau, Quynh Xuan Ward (Hoang Mai Town), so many animal carcasses were discovered illegally dumped into the canal like that."
Currently, the commune is vaccinating livestock for the 2017 Spring crop according to the plan of the District People's Committee, so it will send veterinary staff and village heads of 20 hamlets to coordinate in checking and counting the number of pigs of each household and promptly report to the commune to monitor which households are unusually short of pigs in order to check and detect outbreaks early.
The commune will also direct 20 hamlets to report illegal dumping of pig carcasses to raise people's awareness and will reward anyone who discovers individuals or organizations illegally dumping pig carcasses into the environment.
