Provincial Party Secretary: An inter-agency team needs to be established to review and revoke slow-progressing projects.

On the morning of March 31st, under the chairmanship of Comrade Nguyen Dac Vinh - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation, the 18th Provincial Party Committee held its 7th Conference.

One of the key points emphasized by the Provincial Party Secretary, Nguyen Dac Vinh, at this conference was the requirement for investment to be effective, avoiding scattered spending, and the need to establish an inter-agency inspection team to review and revoke projects that are behind schedule or not being implemented.

According to the Provincial Party Secretary, investment work needs to be efficient, avoiding scattered spending, practicing thrift, postponing the construction of headquarters and purchasing equipment that is not truly urgent, prioritizing development investment first, focusing on key projects; requiring departments and agencies, according to the tasks assigned by the Provincial People's Committee, to monitor and urge the implementation of projects that have signed memoranda of understanding with investors; establishing an inter-agency inspection team to review and revoke projects that are behind schedule or not being implemented.

Along with attracting investment, it is necessary to accelerate the progress and disbursement of funds for basic construction projects. In the immediate future, this means speeding up the progress of several projects and works that are planned to commence and be inaugurated around April 30th and May 1st this year.

Since March 17th, Vinh City has been conducting awareness campaigns and reviewing violations of sidewalk encroachment, while also informing the public to voluntarily dismantle illegal structures. From April 15th, the city will enforce the removal of structures that are deliberately encroached upon.

The city of Vinh will hold the heads of departments, including the secretaries and chairmen of the People's Committees of wards and communes, accountable for ensuring that sidewalks are maintained sustainably after clearance.

The head of the Vinh City Party Committee said that wards and communes will arrange some suitable streets where businesses can operate on sidewalks at night, but not during the day. In addition, the city will also study the possibility of building some pedestrian streets or night markets for people to conduct business.

Prior to the official enforcement action to remove sidewalk encroachments, over the past week, many violators, after being reminded, have voluntarily dismantled illegal items on the sidewalks and are considering relocating their businesses instead of continuing to operate on the sidewalks as before.

On the afternoon of March 31st, two consecutive and extremely serious traffic accidents occurred in Nghia Xuan commune, resulting in 6 deaths and many injuries.

The first traffic accident occurred at 4:30 PM on National Highway 48, at kilometer 50+800, between a Minh Loan bus, license plate 37B-020.20, driven by Le Khac Cuong (born 1986) residing in Chau Binh commune, Quy Chau district, traveling in the direction of Nghia Dan - Quy Hop, and a Long Anh Enterprise truck, license plate 37C-041.81, driven by Truong Quoc Trung (born 1983) residing in Tho Hop commune, Quy Hop district, traveling in the opposite direction. There were 10 people on the bus at the time of the accident; 3 died on the spot.

Thirty minutes later, at kilometer 48+200 on National Highway 48, in Khe Do hamlet (Nghia Xuan commune), another particularly serious accident occurred between a tractor-trailer with license plate 38C - 011.10 driven by Nguyen Quoc Dung (born 1992), residing in Trung Luong ward (Ha Tinh city), traveling from Nghia Dan to Quy Chau, and a motorbike with license plate 37X6 - 6355 traveling in the opposite direction, driven by Nguyen Trong Chinh, carrying two passengers. The powerful collision resulted in the deaths of all three people on the motorbike.

Leaders of several schools said that compared to previous years, this year's application process has many new features, causing some confusion for candidates. Therefore, the schools are especially emphasizing the need for students to register for the exam subjects accurately.

This year, the Ministry also decided not to collect registration fees for the national high school graduation exam, but will collect fees when registering for desired schools. Therefore, schools advise students not to register for too many schools but only register for practical schools to increase their chances of admission while saving costs.

According to the Department of Education and Training's projections, Nghe An province will have approximately 30,000 candidates registered for the 2017 National High School Graduation Examination, including over 1,000 independent candidates. According to the 2017 National High School Graduation Examination Regulations, the registration period this year runs from April 1st to April 20th, 2017.

Three dead pigs (weighing approximately 70kg each) were discovered on March 29th in an underground culvert on the N17 canal, managed by the Quynh Luu Irrigation Enterprise, passing through Hamlet 9. The commune has requested the unit to cooperate in quickly handling the situation to reassure residents. Previously, dead pig carcasses had been found dumped illegally into the canal in Quynh Van commune.

By the morning of April 1st, residents of Hamlet 17, Quynh Van Commune, discovered two more dead pigs dumped in the siphon culvert of the Vuc Mau large canal system.

Mr. Nguyen The Lai, Vice Chairman of the People's Committee of Quynh Van commune, said: "The local authorities suspect there is an outbreak of disease in the area or in neighboring communes such as Quynh Thach, Quynh Hau, and Quynh Xuan ward (Hoang Mai town), which is why so many animal carcasses have been illegally dumped into the canal."

Currently, the commune is carrying out the vaccination of livestock for the Spring 2017 season according to the plan of the District People's Committee. Therefore, veterinary officers and village heads from 20 hamlets will coordinate to inspect and count the number of pigs in each household and report promptly to the commune so that any household with an unusually low number of pigs can be monitored for early detection of disease outbreaks.

The commune will also direct 20 hamlets to report instances of illegal dumping of pig carcasses to raise public awareness, and will offer a reward to anyone who discovers individuals or organizations illegally dumping pig carcasses into the environment.
