(Baonghean.vn) - Discussing solutions to innovate the Party's leadership methods, lively activities commemorating March 26th, continued violations of administrative discipline and regulations by civil servants, prosecution of 4 cases of crane collapses killing people, and 53 people in an entire village bitten by rabid dogs... these are some of the prominent news stories of the past week.

Provincial Party Secretary: Building a streamlined and efficient political system.

On the afternoon of March 24th, under the chairmanship of Comrade Nguyen Dac Vinh - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee held a conference to summarize the reform of the Party's leadership methods and the building of a streamlined, effective, and efficient political system.

According to assessments, in Nghe An, Party committees at all levels have gradually reformed their leadership methods regarding the activities of the political system, aiming to quickly achieve socio-economic, national defense, and security goals.

However, the inadequate understanding of the importance of reforming the Party's leadership methods; the irrationalities of the organizational structure, some weaknesses of the cadre; and the slow pace of revising and perfecting the system of regulations and rules, establishing relationships regarding the leadership of Party organizations and other organizations within the political system have affected and limited the reform of the Party's leadership methods in recent times.

Speaking at the meeting, Provincial Party Secretary Nguyen Dac Vinh stated the Central Committee's general view on continuing to innovate the Party's leadership methods and building a streamlined, effective, and efficient organizational structure for the political system.

First and foremost is reforming the Party's leadership methods. "This is very important, because only by reforming the Party's leadership methods can we develop the perspective and ideology for streamlining the apparatus while maintaining its effectiveness and efficiency," the Provincial Party Secretary emphasized.

Based on that, the Provincial Party Secretary suggested that all levels should focus on discussing and clarifying the Party's leadership methods with contents such as: through the organization and establishment of the apparatus, through personnel work; through policies by issuing resolutions; and through the supervision and control of power within the political system.

The Provincial Party Secretary also suggested that it is necessary to discuss, analyze, dissect, and examine the Party's leadership methods along both the vertical and horizontal axes within the political system in order to gain a more comprehensive perspective.

A civil servant in Nghia Xuan commune, Quy Hop district, asks: "What is Directive 26?"

On March 24, a provincial working group conducted a surprise inspection on the implementation of Directive 17/CT-TU and Directive 26/CT-TTg in Quy Hop district and Thai Hoa town.

An inspection at the Nghia Xuan commune's one-stop service center revealed numerous shortcomings in administrative procedures and documentation, such as: a lack of regulations and official documents for receiving requests; incorrect and incomplete public disclosure of administrative procedures; failure to create receipt and result delivery slips; and many fee receipts lacking dates and signatures.

Documents demonstrating the dissemination and implementation of Party directives and resolutions were absent. Specifically, when the provincial working group requested documents showing the Nghia Xuan Commune People's Committee's implementation of Directive 17/CT-TU of the Provincial Party Committee Standing Committee and Directive 26/CT-TTg of the Prime Minister, a civil servant in the Commune People's Committee office asked, "What is Directive 26?" and failed to produce the requested documents.

Regarding compliance with Directive 17/CT-TU, Party Committee Secretary Thai Ba Lam stated that most staff members have strictly adhered to it; however, some individuals still exhibit violations such as drinking alcohol at lunchtime and arriving late or leaving early.

After the inspection team concluded the above-mentioned inspection findings, Mr. Truong Van Chinh, Chairman of the Nghia Xuan Commune People's Committee, promised to promptly rectify the violations, improve the working style and conduct, and uphold administrative discipline and order among officials and civil servants.

A variety of activities commemorating the 86th anniversary of the founding of the Ho Chi Minh Communist Youth Union (March 26, 1931 - March 26, 2017) were organized last week. These included the induction ceremony of 600 new members at the Truong Bon historical site by the Do Luong District Youth Union, and youth groups in many localities paying tribute to those who contributed to the revolution, donating gifts to poor students, and constructing youth projects.

On this occasion, many youth organizations mobilized their members to clean up and dispose of waste in order to create a healthier living environment in the locality.

Nghe An: 2,000 young people participate in Earth Hour 2017.

On the morning of March 25th, the Nghe An Provincial Youth Union organized a ceremony to launch the campaign in response to Earth Hour 2017.

This is the 7th year that Nghe An has participated in Earth Hour along with the rest of the country, through Earth Hour 2017, which took place from 8:30 PM to 9:30 PM on Saturday, March 25, 2017, with the slogan "Turn off the lights, turn on the future".

Key activities aim to raise awareness, self-discipline, and responsibility among organizations and individuals in saving and using energy efficiently, participating in environmental protection, and combating climate change.

At the ceremony, Comrade Huynh Thanh Dien called on communities, businesses, and agencies to switch off unnecessary electrical devices for one hour or more. Each small action will have a significant impact, contributing to changing community awareness about environmental protection and preserving national resources, not only for the present but also for future generations.

On the very day of the launch, youth union members organized a cycling parade through the main streets of Vinh City, with the aim of raising awareness in the community about participating in Earth Hour.

Four suspects charged in crane collapse that killed 10th-grade student.

On March 25, the Vinh City Police issued a decision to prosecute Nguyen Dinh Truong (38 years old, Director of Truong Thanh Co., Ltd.), Nguyen Hoang Son (34 years old, crane installation employee), Nguyen Thanh Trung (35 years old, Head of Project Management Board), and Ho Van Lam (31 years old, site technician) for violating construction regulations causing serious consequences.

Four defendants are accused of involvement in the collapse of a tower crane at a construction site for a townhouse complex in Block 5, Truong Thi Ward (Vinh City) on November 14, 2016, which resulted in the death of a 10th-grade male student. Following the incident, authorities determined that the construction project had not been granted a building permit.

The investigation revealed that on November 14, 2016, Truong Thanh Co., Ltd. installed a tower crane several tens of meters high in preparation for construction. While the crane was rotating, it suddenly collapsed.

A section of a crane arm fell across the tiled roof of the three-story building complex of Le Viet Thuat High School next door, crushing a male student who was playing in the schoolyard and causing his death.

The cause of the crane collapse was determined to be due to weak ground beneath the crane's base, and inadequate foundation and load-bearing capacity.

53 people bitten by rabid dogs, 1 death.

Since the beginning of the year, 53 people in Thanh Mai commune, Thanh Chuong district, have been bitten by dogs, with 40 of them in Nam Son hamlet. The vast majority of those bitten did not get rabies vaccinations but instead bought traditional medicine to take. Currently, one person has died: 4-year-old Le Viet Hoang.

Information from Thanh Mai Commune Health Station: The reason people are not getting rabies vaccinations is because they are afraid that the vaccination will affect their health, despite being informed and explained by health officials.

Following the death of Le Viet Hoang on March 22, 2017, the Thanh Chuong District Health Center and Thanh Mai Commune implemented various measures including public awareness campaigns, counseling, and mobilization. By the morning of March 24, 46 out of 53 people had received rabies vaccinations.

On the morning of March 24th, a delegation from the Nghe An Department of Health, led by Dr. Nguyen Xuan Hong, Deputy Director of the Department of Health, visited Thanh Mai commune to supervise rabies prevention and control efforts. Dr. Nguyen Xuan Hong requested that the Thanh Chuong District Health Center, the Thanh Mai Commune People's Committee, and the Thanh Mai Commune Health Station proactively strengthen rabies prevention and control; compile complete statistics on cases of rabies-infected dog bites, including those who have been vaccinated and those who haven't, to advise people to get vaccinated as soon as possible; monitor the health status of each patient; and intensify public awareness campaigns through various means.
