Provincial Party Secretary: Building a streamlined and effective political system

On the afternoon of March 24, under the chairmanship of comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee held a conference to summarize the innovation of the Party's leadership method, building a streamlined political system, operating effectively and efficiently.

According to the assessment, in Nghe An, Party committees at all levels have gradually innovated leadership methods for the activities of the political system, aiming to soon complete socio-economic, defense and security goals.

However, the lack of full awareness of the importance of innovating the Party's leadership methods; the unreasonable aspects of the organizational apparatus, some weaknesses of the staff; the slow revision and completion of the system of regulations and rules, and the establishment of relationships regarding the leadership of the Party organization and organizations in the political system have affected and limited the innovation of the Party's leadership methods in recent times.

Speaking at this meeting, Provincial Party Secretary Nguyen Dac Vinh stated the Central Committee's general view on continuing to innovate the Party's leadership method, building a streamlined political system apparatus that operates effectively and efficiently.

First of all, it is to innovate the Party's leadership method. "This is very important, from innovating the Party's leadership method, we can have the viewpoint and ideology to arrange the apparatus in a streamlined but still effective and efficient direction" - the Provincial Party Secretary emphasized.

On that basis, the Provincial Party Secretary suggested that all levels should focus on discussing and clarifying the Party's leadership methods with the following contents: Through the organization and establishment of the apparatus, through personnel work; Through policies by issuing resolutions; Through supervision and control of power in the political system.

The Provincial Party Secretary also suggested that it is necessary to exchange, analyze, dissect, and reflect on the Party's leadership methods along the vertical and horizontal axes in the political system to have a more comprehensive view.

Civil servant of Nghia Xuan commune, Quy Hop district: "What is Directive 26"?

On March 24, the provincial working delegation conducted a surprise inspection on the implementation of Directive 17/CT-TU and Directive 26/CT-TTg in Quy Hop district and Thai Hoa town.

Inspection at the Nghia Xuan Commune One-Stop Transaction Center showed that there were still many shortcomings in procedures and processes regarding administrative records and books, such as: no regulations, no documents to receive work; incorrect and insufficient disclosure of administrative procedures; no receipt and return of results; many fee receipts were undated and had no signatures to confirm...

There are no documents showing the dissemination and implementation of Party directives and resolutions. In particular, when the provincial working delegation requested to present documents showing the implementation of Directive 17/CT-TU of the Provincial Party Committee and Directive 26/CT-TTg of the Prime Minister by the Nghia Xuan Commune People's Committee, an official of the commune People's Committee office asked: "What is Directive 26?" and could not provide the documents as requested.

Regarding the implementation of Directive 17/CT-TU, Party Secretary Thai Ba Lam said that most staff members strictly followed the directive, however, there were still some individuals who violated the directive by drinking alcohol at noon and coming in late and leaving early.

After the working group concluded the above inspection contents, Chairman of Nghia Xuan Commune People's Committee Truong Van Chinh promised to promptly overcome and correct violations, rectify working style, discipline, and administrative discipline of cadres and civil servants.

4 defendants prosecuted in crane collapse that crushed 10th grade student to death

On March 25, Vinh City Police issued a decision to prosecute Nguyen Dinh Truong (38 years old, Director of Truong Thanh Company Limited), Nguyen Hoang Son (34 years old, crane installer), Nguyen Thanh Trung (35 years old, Head of Project Management Board) and Ho Van Lam (31 years old, site technician) for violating construction regulations causing serious consequences.

Four defendants were accused of being involved in the collapse of a tower crane at the construction site of a villa apartment complex in Block 5, Truong Thi Ward (Vinh City) on November 14, 2016, which resulted in the death of a 10th grade male student. After the incident, authorities determined that the project had not been granted a construction permit.

Investigation results determined that on November 14, 2016, Truong Thanh Company Limited installed a tower crane several dozen meters high to prepare for construction. While the crane was rotating, it suddenly collapsed.

Part of the crane's arm fell across the tiled roof of the 3-story building of Le Viet Thuat High School next door, hitting a male student while he was playing in the schoolyard, causing the student's death.

The cause of the crane collapse was determined to be due to weak ground for the crane's feet, and inadequate foundation and bearing capacity.

53 people bitten by rabid dogs, 1 died

Since the beginning of the year, in Thanh Mai commune, Thanh Chuong district, 53 people have been bitten by dogs, including 40 in Nam Son hamlet. The majority of people bitten by dogs did not get rabies shots but instead bought traditional medicine to take. There has been one death, 4-year-old Le Viet Hoang.

Information from Thanh Mai Commune Health Station: The reason why people do not get rabies vaccination is because they are afraid that rabies vaccination will affect their health; despite being informed and explained by health workers.

After Le Viet Hoang died on March 22, 2017, Thanh Chuong District Medical Center and Thanh Mai Commune implemented many measures of propaganda, counseling, and mobilization. By the morning of March 24, 46/53 people had received rabies vaccination.

On the morning of March 24, a working delegation of the Nghe An Department of Health led by Dr. Nguyen Xuan Hong - Deputy Director of the Department of Health came to supervise rabies prevention work in Thanh Mai commune. Dr. Nguyen Xuan Hong requested the Thanh Chuong District Medical Center, Thanh Mai Commune People's Committee, and Thanh Mai Commune Health Station to be more proactive and strengthen rabies prevention work; fully count the cases of rabies dog bites, those who have been vaccinated and those who have not been vaccinated to advise people to get fully vaccinated as soon as possible, monitor the health status of each patient; at the same time, step up propaganda work for people in many forms./.
