Nghe An province has established 4,494 new "Effective Mass Mobilization" models across various fields.
In the first six months of 2024, Nghe An province established 4,494 new models, including 3,729 collective models and 765 individual models, comprising 1,212 economic models, 2,298 socio-cultural models, 486 national defense and security models, and 507 models for building the political system.
On the morning of July 23rd, the Provincial Steering Committee for the "Effective Mass Mobilization" emulation movement held a meeting to evaluate the movement's progress during the first six months of the year and to implement tasks for the remaining six months of 2024. Comrade Hoang Nghia Hieu, Deputy Secretary of the Provincial Party Committee and Head of the Provincial Steering Committee for the "Effective Mass Mobilization" emulation movement, chaired the meeting.
Attending the conference were members of the Provincial Party Standing Committee: Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee; Ngoc Kim Nam - Head of the Provincial Party Committee's Mass Mobilization Department, along with members of the steering committee and working group for the "Skilled Mass Mobilization" emulation movement.
Constructing 4,494 new models.
In the first six months of the year, Party committees and authorities at all levels led and directed the implementation of the "Skilled Mass Mobilization" emulation movement within the political system, linking it with the socio-economic development tasks of localities and units, promoting the movement to build model new rural areas and civilized urban areas, and ensuring social security and the lives of the people.
Members of the Steering Committee proactively grasp and direct the "Effective Mass Mobilization" emulation movement, review the development of "Effective Mass Mobilization" models in their assigned areas and fields, and actively coordinate the implementation of propaganda work linked to the professional tasks of the Steering Committee members through various flexible and effective forms.

The Steering Committee for the "Effective Mass Mobilization" emulation movement issued its work program for 2024; and its plan for organizing a journalism competition on exemplary "Effective Mass Mobilization" models and examples in Nghe An province in 2024. The "Effective Mass Mobilization" emulation movement, linked to studying and following the thoughts, ethics, and style of Ho Chi Minh and his work "Mass Mobilization," has been seriously implemented by units through practical actions, becoming increasingly in-depth.
Authorities at all levels have gradually implemented the "Skilled Mass Mobilization" emulation movement effectively, building exemplary models of government mass mobilization work and grassroots democracy regulations in agencies and units. Government mass mobilization work is becoming increasingly in-depth and effective. To date, the entire province has registered to build 61 exemplary models of grassroots democracy implementation and 58 exemplary models of government mass mobilization.

Delegates proposed solutions and approaches to make the "Effective Mass Mobilization" model more effective; they suggested allocating funds and resources to build and replicate effective models, and emphasized the role of the Steering Committee and the need for proactive communication to foster consensus.

In his concluding remarks at the conference, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu assessed: The implementation, maintenance, and expansion of "Effective Mass Mobilization" models across various fields have shown many localities adopting new, creative, practical approaches that have achieved high effectiveness, creating a ripple effect in the community and fostering high levels of public consensus.
However, the implementation of the "Effective Mass Mobilization" emulation movement still has some limitations, such as: Some units have not provided systematic and timely guidance on registering and building models; the selection of large-scale, impactful content for registering "Effective Mass Mobilization" models is limited; the content of registered "Effective Mass Mobilization" models in some units is still too general; and the inspection and supervision of the implementation of "Effective Mass Mobilization" models is not carried out regularly,...
According to the Deputy Secretary of the Provincial Party Committee, mass mobilization work needs to be harmonious in two directions: listening to feedback and engaging in dialogue with the people; and absorbing initiatives from the grassroots, especially those in the implementation of the "Skilled Mass Mobilization" emulation movement, so that people understand that their rights are linked to their responsibilities in participating in the movement.
At the same time, the "Effective Mass Mobilization" movement must share the concerns and feedback of the people, mobilizing the entire population to create national unity with the goal of successfully fulfilling the political tasks of the province, locality, and unit. Mass mobilization work is not only the responsibility of the Mass Mobilization Department or the Steering Committee, but also the responsibility of every cadre and party member in the political system to participate.
