Nghe An is building model new rural areas with diverse and outstanding criteria.

Each commune chooses one outstanding criterion.

With the motto "building new rural areas has a starting point, but no end point," many localities, after achieving advanced new rural area standards, immediately began implementing model new rural area construction. In building model new rural areas, each locality chooses a prominent criterion.

Nam Giang commune (Nam Dan district) is one of the localities in the province that achieved the model new rural standard in 2023, according to the criteria of "exploiting cultural and spiritual values, ecological landscapes associated with the development of spiritual tourism and experiential community tourism".

Mr. Phan Trong Hai, Chairman of the People's Committee of Nam Giang commune, said: “The highlight of Nam Giang is the Eo Gió eco-tourism and experiential destination – a weekend getaway with many interesting and attractive activities. The new rural landscape of the commune is becoming increasingly spacious, green, clean, and beautiful; infrastructure is receiving investment; agricultural production continues to develop, with 3 OCOP products achieving 3-star provincial certification. The quality of life of the people has improved. Traditional values ​​are preserved and developed in a civilized and modern direction.”

The Eo Gió eco-tourism garden model has become operational and is yielding practical results. In particular, the new rural development movement has been enthusiastically embraced and actively participated in by the people, becoming a vibrant, strong, and widespread mass movement, with a 100% satisfaction rate among the population. Nam Giang is striving to achieve the status of a smart new rural commune.”

To date, Yen Thanh District has 4 communes that have achieved the model new rural standard: Son Thanh, Long Thanh, Tang Thanh, and Xuan Thanh. Specifically, Son Thanh commune has achieved the model new rural standard in terms of security and order; Long Thanh commune has achieved the model new rural standard in terms of digital transformation; Tang Thanh commune has achieved the model new rural standard in terms of culture; and Xuan Thanh commune has achieved the model new rural standard in terms of tourism.

Visiting Tang Thanh commune today, many people are impressed by the well-built and spacious community cultural centers in each hamlet, with supporting facilities that meet the needs of residents for meetings, recreation, and entertainment.

Mr. Dao Van Khai, Chairman of the People's Committee of Tang Thanh commune, said: Tang Thanh's strength lies in implementing the criteria for grassroots cultural institutions. However, in the process of building a model new rural area, the locality has expanded the content to include the preservation of historical relics and intangible cultural heritage. Therefore, the locality has established three more clubs focusing on traditional opera, folk singing, and ceremonial drumming.

Over the years, Tang Thanh has focused on investing in the construction of village cultural centers that meet the standards of the model new rural area. Accordingly, the villages have planned to build cultural centers including a sports field and a cultural center according to a common design: a spacious area of ​​3,500 square meters. up to 6,500m², of which the cultural center has an area of ​​180m².²...along with artificial turf fields and other supporting facilities... To date, 4 out of 7 hamlets have artificial turf fields, and it is expected that one more hamlet will have an artificial turf field in 2025.

To have a standardized community cultural center, each hamlet invested an average of 2 billion VND, of which the commune budget contributed 700-800 million VND, with the remainder contributed by the people and through social mobilization. This is considered a prominent criterion of the locality. The high level of consensus within the Party committee and among the people, with the motto "The people know, the people discuss, the people voluntarily participate and benefit," has significantly contributed to encouraging and motivating people to actively participate, leading to the success of building new rural areas in the locality.

Nghi Van commune (Nghi Loc district) proudly achieved the status of the first model new rural area in education in Nghi Loc district. Over the years, the commune has focused on investing in upgrading school facilities, building a modern educational environment that meets the requirements of educational reform, thereby maintaining and improving the quality of education. Nghi Van has completed its school system at all three levels, with sufficient classrooms, sturdy functional rooms equipped with standard facilities, and playgrounds, ensuring adequate support for educational activities.

In addition, the commune has maintained and improved the quality of education, achieving the standards for universal preschool education for 5-year-old children, as well as universal primary and lower secondary education. In recent years, the quality of education at all levels in the commune has consistently ranked among the top in the district.

Mr. Tran Van Sao, Secretary of the Nghi Van Commune Party Committee, stated: To achieve the model new rural standard in education, in addition to the determination of the Party Committee and local government, it was also crucial to create consensus among key officials and the people. During the implementation process, the locality clearly assigned tasks to each official in each sector, each school, and each hamlet. As a result, just one year after achieving the advanced new rural standard, Nghi Van commune achieved the model new rural standard. Currently, Nghi Van is continuing to build a smart commune through digital transformation.

The entire province has 12 model new rural communes.

The overarching principle in building new rural areas is to stabilize production and improve the material and spiritual lives of the people. After more than two years of implementing Decision No. 1563/QD-UBND dated June 7, 2022, on promulgating regulations on the contents and criteria for communes achieving new rural area standards, advanced new rural area standards, model new rural area standards, and districts achieving advanced new rural area standards in Nghe An province for the period 2021-2025, by the beginning of 2025, Nghe An had 275 out of 362 communes achieving new rural area standards, including 102 communes achieving advanced new rural area standards, 12 communes achieving model new rural area standards (data after commune mergers); and 10 district-level units achieving new rural area standards.

Currently, the Provincial People's Committee is continuing to assess a number of communes that meet the standards for advanced new rural areas and model new rural areas; therefore, the number of communes meeting the standards for advanced new rural areas and model new rural areas will continue to increase in the coming time.

The model new rural development program has provided localities with experience in selecting outstanding criteria, accurately assessing advantages and potential, and focusing on key tasks; creating a colorful picture of new rural areas and igniting enthusiasm and motivation. Functional departments and local authorities are striving to support communes in continuing to select outstanding criteria linked to their specific natural, economic, cultural, and social conditions to achieve further breakthroughs, thereby contributing to building civilized, distinctive, and modern rural areas.
