Nghe An considers revising and raising the level of support for trade promotion and export development activities in the 2026-2030 period

According to the Trade Management Department - Department of Industry and Trade, Nghe An province is considering amending the policy to increase the level and expand the scope of support for trade promotion activities and export development in the period of 2026-2030.

Specifically, according to the first draft amendment issued with the Resolution to solicit public opinion, the new policy will propose to maintain the content and maximum support level of no more than 10 million VND/unit when participating in fairs, exhibitions, and market trade promotion activities in the province; at the same time, only need to have a minimum of 10 booths, organized for 3 days or more to be supported.

For Vietnamese goods sales activities, the program to bring Vietnamese goods to rural areas, urban areas, industrial parks, and tourist areas, the support level is 100% of the cost but not exceeding 200 million VND/program, an increase compared to the support level according to Decision No. 30/2020/QD-UBND (only supporting 70% but not exceeding 105 million VND/phase).

Similarly, according to the new draft regulation, if a Vietnamese goods market is organized in mountainous or border areas, the fee will be increased from VND150 million/session to VND200 million/session. The minimum size of a market must have 10 booths, down from the old regulation requiring a minimum of 12 booths.

Mr. Nguyen Van Hiep - Head of Trade Management Department, Department of Industry and Trade said: The reason for amending the trade promotion support policy is because Decision 32/2020/QD-UBND issued by the Provincial People's Committee has caused inadequacies and problems due to the lack of regulations on support for participation in fairs and product introduction. In addition, according to the old regulations, it is not feasible for the host unit to have counterpart funding.

The draft is in the process of collecting opinions and is expected to be approved at the Provincial People's Council meeting at the end of the year to apply from 2026-2030.

In addition to the above reasons, through research, we learned that currently, because the local government has been transferred to 2 levels and some departments and branches have been merged, according to the provisions of the Law on Promulgation of Legal Documents, some support policies previously located in departments, branches and the authority of the district level have been eliminated, so this policy needs to be reviewed and restructured to allocate support resources with more focus and priority.

It is expected that in the period 2026 to 2030, the province will allocate a budget of about 46.42 billion VND, an average of 9.24 billion VND/year to support trade promotion activities and export development.

It is expected that the new regulation approved by the Provincial People's Council will continue to support activities such as exhibition fairs, trade promotion programs, exhibition fairs in the province; organize activities to sell Vietnamese goods, concentrated promotion programs, programs to bring Vietnamese goods to rural areas, industrial parks...; support trade promotion in mountainous, border, remote and isolated areas in the province...

At the same time, the province also added support policies when organizing trade promotion in provinces and cities in the country; support expenses for working delegations when participating in international fairs; support the construction of points for introducing and selling handicraft products, OCOP products at rural markets; support costs for building e-commerce websites, building online booths on e-commerce platforms; support participating units to register booths on international e-commerce platforms.

Currently, Nghe An has 850 products of 280 enterprises and production facilities in supermarket systems such as Winmart +, BigC Supermarket; MM Mega Market, Lotte, distribution and retail systems nationwide. Nghe An also has 737 products ranked OCOP from 3 stars or higher. In addition, there are 144 typical rural industrial products at the provincial level and 350 typical rural industrial products at the district level. In recent years, the province has supported the provision of information and brought products of over 470 enterprises and traders to register as members and set up booths on Nghe An e-commerce trading floors such as 37nghean.com, Voso (Viettel), postmart.vn (VNPT)...

The representative of the Provincial Department of Quality, Processing and Market Development added: With great efforts, in recent years, Nghe An has had many OCOP products and brands recognized, along with that, many product brands and labels have been certified and licensed by the Department, but objectively, the ability to develop and connect to find markets is still limited. After nearly 5 years of implementing the "One Commune One Product" (OCOP) program, nearly 1/3 of the OCOP products of the communes have not registered for re-recognition.

Therefore, amending and increasing the level of trade promotion support to introduce and promote products; at the same time, supporting brand building and management, and distribution support are solutions expected to bring Nghe An products to the national, regional and international markets.
