Nghe An Province is considering promoting qualified teachers.

Following reports from Nghe An's newspapers, radio, and television, the Department of Education and Training issued a document requesting communes and wards in the province to develop proposals and submit them to competent authorities for approval in order to implement the promotion process for teachers.

On April 5th, the leaders of the Department of Education and Training announced that the unit had just sent a document regarding the promotion of professional titles to the People's Committees of wards and communes. This is the content that Nghe An Newspaper and Radio and Television recently reported on.

Accordingly, to promptly ensure the rights of teachers, the Nghe An Department of Education and Training requests the People's Committees of communes and wards to review the current status of professional titles of civil servants. If the structure of professional titles does not exceed the regulations, attention should be paid to developing a plan to be submitted to the competent authority for approval to implement the promotion of civil servants.

The consideration for promotion to higher professional titles is carried out in accordance with Decree No. 115/2020/ND-CP dated September 25, 2020; Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government (Consolidated document No. 01/VBHN-BNV dated January 8, 2024 of the Ministry of Interior); Circular No. 001/2025/TT-BNV dated March 17, 2025 of the Ministry of Interior promulgating regulations and rules on recruitment, promotion, and consideration for promotion of civil servants and public employees. Circulars No. 01, 02, 03, and 04/2021/TT-BGDĐT dated February 2, 2021, of the Ministry of Education and Training, stipulating codes, professional title standards, and appointment and salary classification for teaching staff in public kindergartens, primary schools, lower secondary schools, and upper secondary schools; Circular No. 08/2023/TT-BGDĐT dated April 4, 2023, of the Ministry of Education and Training, amending and supplementing some articles of Circulars No. 01, 02, 03, and 04/2021/TT-BGDĐT; Circular No. 13/2024/TT-BGDĐT dated October 30, 2024, of the Ministry of Education and Training, stipulating standards and conditions for promotion to higher professional titles for public kindergarten and primary school teachers and pre-university teachers; Decision No. 87/2025/QD-UBND dated November 10, 2025, of the Provincial People's Committee,

The Department of Education and Training requests that communes and wards, based on the approved Job Position Scheme and Professional Title Structure for civil servants, develop promotion schemes, compile the needs and quotas for professional title promotion, and submit a list of civil servants who meet the standards and conditions for promotion consideration to the Provincial People's Committee (through the Department of Education and Training for appraisal) for approval of the scheme content and professional title promotion quotas. After the Provincial People's Committee approves the scheme content and professional title promotion quotas, the commune-level People's Committees shall organize the promotion consideration according to their delegated or authorized authority. The dossiers submitted for appraisal must be sent to the Department of Education and Training before April 29, 2026.

According to the Department of Education and Training, this move is based on Government Decree No. 93/2026/ND-CP dated March 31, 2026, detailing and guiding the implementation of several articles of the Law on Teachers. Specifically, Article 25 states: "In cases where the competent authority has approved the plan for organizing the recruitment and acceptance of teachers, and the consideration for promotion to higher professional titles for teachers before June 30, 2026, the approved plan may continue to be implemented until December 31, 2026. In this context, the standards for professional titles, promotion to higher professional titles, teacher professional standards, and professional and technical standards for teachers shall be implemented according to the regulations previously issued by the Minister of Education and Training and the Minister of Labor, Invalids and Social Affairs."

Previously, on March 18th, Nghe An Newspaper and Radio and Television published an article reflecting on the issue."Hundreds of teachers are anxiously waiting for promotion reviews."Specifically, according to regulations, the maximum percentage of teachers allowed to be promoted to Grade II is no more than 50%, but in reality, the preschool teacher workforce in the province has only reached about 30%. Particularly in the former Yen Thanh district, the local government has not organized promotion examinations for teachers for many years, causing many to suffer disadvantages. In many schools, to this day, only the principal has been considered for promotion to Grade II.

Regarding this issue, on November 25, 2025, the Ministry of Education and Training issued a document urging localities to review and consider teacher promotions, as some places have neglected this for 10 years, affecting teachers' salaries and allowances. According to the Ministry of Education and Training, the reason is that this process has been inadequate in the past. For example, some provinces have not organized teacher promotions since 2016; some provinces have developed plans for the 2024-2025 school year but have not implemented them; and some places have not implemented this uniformly across different educational levels. The Ministry requested provinces and cities to quickly review and continue organizing teacher promotions according to regulations to ensure the rights of teachers.

Shortly thereafter, on November 28, 2025, the Nghe An Department of Education and Training issued a document to communes, wards, and school principals in the province requesting a review and report on the current status of professional title promotion for civil servants. "For communes and wards where the structure of professional title ranks does not exceed the prescribed ratio, attention should be paid to organizing professional title promotion reviews for teachers and staff in public kindergartens and primary schools in the area to ensure the rights of civil servants," the document from the Department of Education and Training stated. However, since then, not a single teacher has been considered for promotion, even though the review was completed long ago.
