Nghe An: Eliminating the situation of not having Party branches in 92 villages and hamlets.
(Baonghean.vn) - This is the result of 10 years of implementing Resolution No. 22-NQ/TW dated February 2, 2008, of the Central Committee (10th term) on "improving the leadership capacity and fighting strength of grassroots Party organizations and the quality of cadres and Party members".

In implementing Resolution No. 22-NQ/TW, compared to 2008, the number of hamlets and villages without Party branches has decreased from 117 to 25 (meaning 92 hamlets and villages without Party branches have been eliminated); the number of hamlets and villages without local Party members has decreased from 173 to 90 (meaning 83 hamlets and villages without Party members have been eliminated).
The number of businesses with Party organizations increased by 26 units; 5 business owners were admitted to the Party. The quality of new Party members improved, with 38.9% to 63.5% holding a university degree or higher.
Alongside the improvement and consolidation of grassroots Party organizations, the quality of grassroots-level personnel has also seen many positive changes in terms of professional and political qualifications; the cadre is gradually becoming younger, and the proportion of female cadres, ethnic minority cadres, and young cadres is increasing.
Specifically, the percentage of commune-level officials and civil servants with college or university degrees or higher increased from 35.2% to 67.2%; the number without professional training decreased from 23.8% to 3.6%. Regarding political theory qualifications, the percentage of commune-level officials and civil servants with intermediate or higher qualifications increased from 41% to 60%.
Despite many achievements, when compared to the targets set in the Resolution of the 18th Provincial Party Congress, term 2015-2020, some aspects of grassroots Party building work are difficult to achieve. Notably, the target of 100% of hamlets, villages, and communes having Party members and Party branches by the end of 2020 is particularly challenging.
Therefore, the solution for the coming period for Party committees at all levels is to continue to improve the capacity and fighting strength of grassroots Party organizations in all three aspects: promoting and enhancing the role of Party members; promoting and enhancing the role of Party branches, with a focus on cadres in residential areas; and promoting and enhancing the role of grassroots Party organizations in leading the implementation of political tasks as well as effectively resolving pressing issues and emerging problems in the area, preventing the occurrence of complex issues and "hot spots"...
