Nghe An: Eliminate the situation of not having party cells in 92 villages and hamlets

Implementing Resolution No. 22-NQ/TW, compared to 2008, up to now the number of blocks, hamlets and villages without Party cells has decreased from 117 to 25 (meaning 92 hamlets and villages without Party cells have been eliminated); the number of local Party members has decreased from 173 to 90 (meaning 83 hamlets and villages without Party members have been eliminated).

The number of enterprises with party organizations increased by 26 units; 5 business owners were admitted to the Party. The quality of new party members increased, from 38.9% to 63.5% with university degrees or higher.

Along with the improvement and consolidation of grassroots party organizations, the quality of grassroots staff has also seen many positive changes in terms of professional qualifications and political level; the staff has been gradually rejuvenated, with the proportion of female staff, ethnic minority staff, and young staff all increasing.

Specifically, the proportion of commune-level cadres and civil servants with college or university degrees or higher increased from 35.2% to 67.2%; the number of those without professional training decreased from 23.8% to 3.6%. Regarding the level of political theory from intermediate level or higher of the team of commune-level cadres and civil servants, it increased from 41% to 60%.

Although there have been many results, looking at the targets of the Resolution of the 18th Provincial Party Congress, term 2015 - 2020, there are some contents on party building work at the grassroots level that are difficult to achieve. Notably, the target of 100% of blocks, hamlets, and villages having party members and party cells by the end of 2020.

Therefore, the solution for the coming time of party committees at all levels is to continue to improve the capacity and fighting strength of grassroots party organizations in all three aspects: promoting and enhancing the role of party members; promoting and enhancing the role of party cells, focusing on cadres in residential areas; promoting and enhancing the role of grassroots party organizations in leading the implementation of political tasks as well as effectively solving urgent and arising problems in the area, not allowing complicated problems or "hot spots" to occur...
