Nghe An completely handles nearly 24,000 backlog of driver records

After a period of interruption due to the transfer of driving test work, nearly 24,000 cases of backlogged records in Nghe An have been completed. Re-organizing the test not only helps people overcome difficulties in their personal and work plans, but also ensures their legitimate rights after many months of waiting.

Joy after nearly half a year of waiting

Mr. Tran Van Hau (32 years old), an office worker in Thanh Vinh ward, completed his driving course at the end of the year but had to wait more than half a year to receive a test schedule. The long waiting time made him worried that his knowledge would be lost, his driving skills would lose their proficiency, and it would also directly affect his personal plans, especially his desire to soon have a license to drive and pick up his children from school on rainy days and be more proactive in his work.

He shared: “I had planned it early, but due to the management transition, the exam schedule was delayed for many months. When I received the call to inform me of the exam schedule, I felt like a burden had been lifted off my shoulders and I asked for leave to review.” The night before the exam, he almost lost sleep because of nervousness, but was also very happy to finally reach the final stage of the long journey. After completing the exam, he could not hide his joy, sharing on social media: “Finally it's my turn! After waiting for nearly half a year, now I just want to finish the exam so I can confidently go out on the road with my license!” He also took a souvenir photo with his fellow exam takers with a bright smile, calling it “the greatest joy this year”.

Nguyen Quoc Bao, a resident of Vinh Hung Ward, completed the B2 driving course at the beginning of the year, but had to wait nearly half a year to receive the exam schedule. During the waiting period, he only worked as a busboy, with an unstable income, and could not officially register to drive a service vehicle because he did not have a driver's license. "I learned to drive for a living, so the long wait made me very impatient. Every day that passed was a day of lost income," he said. When the center announced the exam schedule in early August, he quit his job as a busboy to go to the training ground to practice his skills. He shared: "Having a driver's license means I can have my own vehicle, register to run a service, and take the initiative in my work and income. I have waited for this opportunity for a long time." For him, taking the exam is not just an exam, but also the first step to building a career and supporting his family.

For older students, taking the test after a long wait is even more meaningful. Mr. Le Van Thang, 56 years old, residing in Nghi Loc commune, registered to learn to drive with the desire to drive his car to take his wife to the doctor without having to rent a car. Despite his old age, he still seriously studies the theory and practices driving every day, despite the hot weather.

The transition of management caused the exam to be postponed for many months, making him worried that his health would not be good enough to continue or that he would have to start over. Therefore, when he was informed of the exam schedule in August, he was so emotional that he was speechless. After passing the exam, he held the result paper with a radiant face: "I was so happy that I cried. All the efforts of the past few months have finally paid off." For him, the driver's license is not only a means of transportation, but also a testament to his perseverance and determination to take better care of his family.

Innovation in driving license testing

From March 1, 2025, the task of testing and issuing driving licenses (GPLX) will be officially transferred from the Department of Transport to the Police force. In Nghe An, this is one of the five key tasks that the Provincial Police have received and directed to implement resolutely.

Lieutenant Colonel Nguyen Ham Thang - Deputy Head of the Traffic Police Department of the Provincial Police said: Immediately after receiving the position, the Traffic Police Department of Nghe An Provincial Police closely coordinated with the Department of Construction (formerly the Department of Transport) to organize professional training for examiners, at the same time, completing the system of facilities and equipment to ensure the best conditions to serve the people.

However, due to the prolonged transition, the testing process was interrupted for nearly 2 months, resulting in a backlog of nearly 24,000 student records who had completed the training program but had not yet taken the exam. Faced with this great pressure, Nghe An Provincial Police mobilized maximum forces and increased the number of examiners to organize continuous testing, regardless of holidays, Saturdays and Sundays.

A notable innovation in the testing process implemented by the Traffic Police is that according to Circular 12/2024/TT-BCA, candidates will not be immediately disqualified if they fail the first theoretical test. Candidates are allowed to take all 4 tests on the same day (theory, simulation, driving test and road test). If they fail any part, they will retake that part. Although this new regulation puts more pressure on the organizing unit as well as the Police agency during the testing process, it helps save time and costs for the people, contributing to the effective implementation of the administrative reform task of the Police force with the motto: "Taking people as the center of service".

In addition, after passing the exam, citizens will receive a notification to update their driver's license information on the national electronic identification application VNeID. The update requires citizens to have a level 2 identification account. The provincial police also coordinate to handle technical problems related to displaying driver's license data on the application.

People can also look up and present electronic driving licenses via the website.https://gplx.csgt.bocongan.gov.vn, this form has the same legal value as a physical driver's license. Patrol and control forces are equipped with online inspection equipment to ensure transparency and convenience when checking licenses.

Nghe An Traffic Police advises people to be vigilant against strange links and fake calls from the police to avoid being scammed. All procedures related to testing and issuing driving licenses can only be officially carried out through the public service portal, the Traffic Police Department or through official announcements from the authorities. For new students, after taking the test, they can contact the training unit where they registered to learn to drive to request a driving license number to serve the integration of documents on the VNeID application.
