Nghe An province has resolved nearly 24,000 outstanding driver's license applications.
After a period of disruption due to the transfer of driver's license examination procedures, nearly 24,000 pending applications in Nghe An have been processed and exams completed. The resumption of examinations not only helps people overcome difficulties in their personal and work plans but also ensures their legitimate rights are protected after months of waiting.
The joy after nearly half a year of waiting.
Mr. Tran Van Hau (32 years old), an office worker in Thanh Vinh ward, completed his driving course at the end of last year but had to wait more than half a year to receive his driving test schedule. The long wait worried him that his knowledge would fade, his driving skills would lose their proficiency, and it would directly affect his personal plans, especially his desire to get his license soon so he could drive his children to school on rainy days and be more proactive in his work.
He shared, “I had planned this early on, but due to the management transition, the exam schedule was delayed for months. When I received the call notifying me of the exam date, I felt like a huge weight had been lifted off my shoulders. I took time off to review and prepare.” The night before the exam, he almost couldn't sleep due to nervousness, but he was also very happy to finally reach the end of his long journey. After completing the exam, he couldn't hide his joy, sharing on social media, “Finally, it's my turn! After almost half a year of waiting, I just want to finish the exam so I can confidently go out on the road with my license!” He also took a commemorative photo with his fellow test-takers, beaming with smiles, calling it “the biggest joy of the year.”
Mr. Nguyen Quoc Bao, residing in Vinh Hung ward, completed his B2 driving course at the beginning of the year, but had to wait nearly half a year to receive his driving test schedule. During this waiting period, he only worked as a truck driver's assistant, earning an unstable income and unable to register for official driving services because he didn't have a license. "I learned to drive to make a living, so the long wait made me very anxious. Every day that passed was a day of lost income," he expressed. When the center announced the test schedule for early August, he quit his assistant job to practice his skills at the training ground. He shared: "Having a driver's license means I can register the vehicle in my name, register for driving services, and have more control over my work and income. I've been waiting for this opportunity for a long time." For him, taking the test is not just an exam, but also the first step in building a career and supporting his family.
For older students, taking the driving test after a long wait is especially meaningful. Mr. Le Van Thang, 56 years old, residing in Nghi Loc commune, registered for driving lessons hoping to drive his wife to the doctor's appointment himself without having to hire a car. Despite his age, he diligently studies theory and practices driving daily, regardless of the hot weather.
The administrative transition caused the exam to be postponed for several months, making him worried that his health wouldn't be sufficient to continue or that he would have to start over. Therefore, when he was informed of the August exam date, he was so moved that he was speechless. After passing the exam, he held the results sheet with a radiant expression: "I was so happy I cried. All my efforts over the past few months have finally paid off." For him, the driver's license is not just a means of transportation, but also proof of his perseverance and determination to better care for his family.
Reforming the driver's license examination process.
From March 1st, 2025, the examination and issuance of driver's licenses will officially be transferred from the Ministry of Transport to the Police force. In Nghe An, this is one of the five key tasks that the Provincial Police have taken over and are directing the vigorous implementation of.
Lieutenant Colonel Nguyen Ham Thang, Deputy Head of the Traffic Police Department of Nghe An Provincial Police, said: Immediately after taking over, the Traffic Police Department of Nghe An Provincial Police closely coordinated with the Department of Construction (formerly the Department of Transport) to organize professional training for examination officers, and at the same time, completed the system of facilities and equipment to ensure the best conditions to serve the people.
However, due to the lengthy transition period, the examination process was interrupted for nearly two months, resulting in a backlog of nearly 24,000 trainees who had completed the training program but had not yet taken the exam. Faced with this immense pressure, the Nghe An Provincial Police mobilized maximum resources and increased the number of examiners to conduct examinations continuously, regardless of holidays and Saturdays and Sundays.
A notable innovation in the traffic police's driving test process is that, according to Circular 12/2024/TT-BCA, candidates are not immediately disqualified if they fail the first theoretical test. Candidates are allowed to take all four parts of the test on the same day (theory, situational simulation, driving course, and road test), and if they fail any part, they must retake it. While this new regulation places greater pressure on the organizing unit and the police during the testing process, it saves time and costs for citizens and contributes to the effective implementation of the police force's administrative reform with the motto: "Putting the people at the center of service."
In addition, after passing the exam, citizens will receive an update on their driver's license information on the national electronic identification application VNeID. The update requires citizens to have a level 2 identification account. The provincial police also cooperate in handling technical issues related to the display of driver's license data on the application.

Patrol and control forces are equipped with online verification devices to ensure transparency and convenience when checking licenses.
Nghe An Traffic Police advise citizens to be vigilant against suspicious links and fake calls impersonating police officers to avoid being scammed. All procedures related to driver's license examinations and renewals are only officially carried out through the public service portal, the Traffic Police Department, or through official announcements from relevant authorities. For new students, after taking the examination, they can contact the training unit where they registered for driving lessons to request their driver's license number, for the purpose of integrating their documents into the VNeID application.
