Nghe An: Request to clarify responsibilities and reasons for not completing the contents of housing support for the poor

Steering Committee 1838 (Steering Committee for mobilizing and supporting the construction and repair of houses for the poor and people with housing difficulties in Nghe An province in the period of 2023 - 2025) of Nghe An province has just issued the conclusion of the Provincial Party Secretary, Head of the Steering Committee of Program 1838.

Accordingly, on January 20, 2025, at the meeting of the Provincial Party Standing Committee, a report on the implementation results of Official Dispatch No. 02-CV/BCĐ dated January 13, 2025 of the Steering Committee 1838 on continuing to implement the Program to mobilize and support house construction and repair. After listening to the report and comments of the comrades attending the meeting, the Provincial Party Secretary, Head of the Steering Committee of the Program 1838, requested relevant units and localities to seriously implement the following contents:

Vietnam Fatherland Front Committee of the province(Standing Office of the Provincial Steering Committee) focuses on implementing and reporting to the Standing Office of the Provincial Steering Committee (through the Provincial Party Committee Office) before February 15, 2025 the following contents:

Review, unify and report the list of people's needs for house construction and repair as of January 18, 2025.

Synthesize and report in detail the list of unfinished house construction projects according to each group of supported subjects (from socialized sources, from sources of 02 National Target Programs, support programs for people with revolutionary contributions), with specific requirements for each commune-level locality.

Develop a detailed plan for the implementation of the Program, including resources, implementation time, assigning responsibilities to units and individuals in charge of implementation, etc. to ensure the completion of the Program before August 31, 2025.

Work with organizations, agencies, businesses, and individuals who have committed to supporting house construction in the 2023 - 2025 period to report on the progress of implementing the commitment (number of commitments, implementation results to date, number of unimplemented items, etc. In case of non-implementation, specific reasons must be stated).

Consulting on inspection plans and implementation in localities.

Comrade Secretary, Head of Steering Committee of districts, cities and towns:

Seriously implement the contents of the Provincial Steering Committee in Conclusion Notice No. 04-TB/BCĐ, dated December 18, 2024 and Official Dispatch No. 02-CV/BCĐ, dated January 13, 2025 of Steering Committee 1838 and the conclusion of the Provincial Party Secretary in this document. Be responsible to the Provincial Party Secretary and the Standing Committee of the Provincial Party Committee for the completion of the Program in the locality.

Clarifying responsibilities and reasons for not completing the contents as required by the Provincial Steering Committee as of January 18, 2025: Dien Chau district, Hung Nguyen district, Nghi Loc district, Hoang Mai town do not have data on housing needs for the Meritorious People Program; Thai Hoa town does not have data forms attached to the report; Tuong Duong district has inconsistent data.

Require members of the Provincial Steering Committee to monitor units to uphold their sense of responsibility, closely follow assigned units to urge, direct, and be responsible to the Provincial Party Standing Committee for implementation targets in their assigned areas.

Assign the Provincial Party Committee Office to arrange a monthly working schedule for the Standing Committee of the Provincial Steering Committee to listen to reports on the implementation results of the Program to mobilize and support house construction.
