Nghe An: Demand for clarification of responsibilities and reasons for the failure to complete housing support programs for the poor.
The Provincial Party Secretary and Head of the Steering Committee for Program 1838 requested that localities clarify responsibilities and reasons for not completing the tasks related to supporting the construction and repair of housing for the poor and those with housing difficulties, as required by the Provincial Steering Committee.
The Steering Committee 1838 (Steering Committee for mobilizing and supporting the construction and repair of houses for the poor and those with housing difficulties in Nghe An province during the 2023-2025 period) of Nghe An province has just issued the conclusion of the Provincial Party Secretary, Head of the Steering Committee for Program 1838.
Accordingly, on January 20, 2025, at the Standing Committee meeting of the Provincial Party Committee, a report was heard on the implementation of Document No. 02-CV/BCĐ, dated January 13, 2025, from the Steering Committee 1838 regarding the continued implementation of the program to mobilize support for house construction and repair. After hearing the report and the opinions of the comrades attending the meeting, the Provincial Party Secretary, Head of the Steering Committee for Program 1838, requested relevant units and localities to seriously implement the following contents:
Vietnam Fatherland Front Committee of the province(The Standing Agency of the Provincial Steering Committee) shall focus on implementing and reporting the following contents to the Standing Committee of the Provincial Steering Committee (via the Provincial Party Committee Office) before February 15, 2025:
Review, finalize, and report the list of people's needs for house construction and repair as of January 18, 2025.
Compile and report a detailed list of uncompleted house construction projects categorized by support groups (from social mobilization sources, from the two National Target Programs, and the program to support people with meritorious services to the revolution), specifying requirements for each commune.
Develop a detailed implementation plan for the Program, including resources, timelines, and assigning responsibilities to relevant units and individuals, to ensure the Program is completed before August 31, 2025.
Work with organizations, agencies, businesses, and individuals who have committed to supporting housing construction during the 2023-2025 period to report on the progress of fulfilling their commitments (number of commitments, results achieved to date, number not yet implemented, etc.; in cases of non-implementation, specific reasons and causes must be stated).
Provide advice on inspection plans and implementation at the local level.
Comrade Secretary, Head of the Steering Committee of districts, cities, and towns:
Seriously implement the contents of the Provincial Steering Committee in Conclusion Notice No. 04-TB/BCĐ, dated December 18, 2024, and Official Letter No. 02-CV/BCĐ, dated January 13, 2025, of the 1838 Steering Committee, and the conclusions of the Provincial Party Secretary in this document. Be responsible to the Provincial Party Secretary and the Standing Committee of the Provincial Party Committee for the completion of the Program in the locality.
Clarifying responsibilities and reasons for not completing the tasks as required by the Provincial Steering Committee as of January 18, 2025: Dien Chau District, Hung Nguyen District, Nghi Loc District, and Hoang Mai Town do not yet have data on housing needs for the Program for War Invalids; Thai Hoa Town does not have data forms attached to the report; Tuong Duong District has inconsistent data.
Members of the Provincial Steering Committee are required to monitor the units, uphold a high sense of responsibility, closely follow up with the assigned units to supervise and direct, and be accountable to the Standing Committee of the Provincial Party Committee for the implementation targets in their assigned areas.
The Provincial Party Committee Office is tasked with arranging a monthly work schedule for the Standing Committee of the Provincial Steering Committee to hear reports on the results of the implementation of the program to mobilize and support house construction.
