Nghe An province orders a comprehensive inspection of operating tower cranes.

(Baonghean.vn) - On November 28, 2016, the People's Committee of Nghe An province issued Directive No. 18/CT-UBND to departments, agencies, and localities on strengthening the management of construction order and ensuring safety in construction projects in Nghe An province.

The directive emphasizes that, in order to strengthen management, restore order and discipline in construction investment, rectify unsafe conditions, and prevent potential incidents during construction projects in the province in the coming period, ensuring the safety of people and property of the people, workers, and project investors themselves, the Provincial People's Committee requests all sectors and levels to enhance their role and responsibility in state management, maximize their functions, tasks, and authority in managing construction order according to the law; ensure labor safety, strengthen supervision and inspection, and resolutely and proactively handle all violations in construction.

At the same time, the Provincial People's Committee requested state management agencies and relevant entities involved in construction activities to seriously implement measures to ensure safety during construction.

The scene of the tower crane, which was being used in a Trường Thành Company's apartment building project, suddenly collapsing, resulting in the immediate death of a 10th-grade student from Lê Viết Thuật High School on the afternoon of November 14, 2016.

Specifically, the Vinh City People's Committee and the People's Committees of the districts and towns are required to immediately inspect construction projects using tower cranes in their areas. If it is found that the cranes have not been inspected and certified by the Department of Labor, War Invalids and Social Affairs, or if any part of the tower crane, whether operating or not, extends beyond the land allocated to the investor for the project, or if the space below the crane's operating area surrounding the construction site contains residential areas or community activities, then its use must be immediately suspended (to be completed before November 30, 2016) and the investor must be required to dismantle it promptly (to be completed before December 25, 2016).

If the investor fails to comply, construction will be suspended, and appropriate enforcement measures will be applied as prescribed. A report on the results must be submitted to the Provincial People's Committee before December 30, 2016.
