Nghi An is a land rich in revolutionary traditions, with a glorious history and a deep cultural heritage. Throughout its development, under different names and boundaries, Nghi An has always been an important administrative unit, a fundamental area in the history of the former Nghi Loc district and present-day Vinh city. In the struggle for national liberation and during the two wars of resistance against French colonialism and American imperialism, hundreds of Nghi An's sons and daughters bravely sacrificed their lives for the independence and freedom of the Fatherland.

Having endured countless ups and downs and historical events, especially during the destructive war waged by the invading American imperialists, this area was a key target of fierce destruction by the enemy. Nghi An, with its strategic geographical location and central economic hub for facilities such as Cua Lo Port and the airport, bore the brunt of the war's brutality.

With unwavering courage and a tradition of patriotism, the Party Committee and people of Nghi An commune bravely and resolutely held their ground, fighting back to protect their homeland. Continuing the revolutionary tradition of their forefathers, hundreds of outstanding young people from Nghi An commune enthusiastically took up arms and fought on the battlefields. After peace was restored, the government and people of Nghi An commune worked together to build a prosperous and strong homeland.

Nghi An commune, traversed by National Highway 46, is a crucial economic development axis for Vinh City and neighboring districts. Infrastructure has improved significantly following the New Rural Development program. Visiting Nghi An today, one can easily sense the bustling atmosphere of business and the development of a new life. The roads are busy with the buying and selling of ornamental plants, shade trees, and various kinds of flowers. The landscape is lush and vibrant with gardens of ornamental plants, flowers, vegetables, and fruits. With careful attention to craft villages, flower villages, and suburban commercial services, the area has gradually developed into renowned ornamental plant villages of Vinh City, such as Kim Chi, Kim Phuc, and Kim Binh.

Every small plot of land in the gardens is used for growing vegetables, flowers, and seedlings, with seasonal produce readily available, and traders come directly to the gardens to purchase what they need. The most valuable asset of the people here is their commitment to clean production. The people of Nghi An commune prioritize human health, so their specialties, such as eggs, sprouts, sweet potato leaves, custard apples, square persimmons, and green chili peppers, are always trusted by consumers.

From the purely agricultural fields of the past, every corner and hamlet of Nghi An commune is now bustling with businesses providing services such as gardening and ornamental plant cultivation, large-scale livestock farms, and high-quality, economically viable products like cantaloupe and greenhouse-grown cucumbers.

Along National Highway 46, passing through the commune, numerous businesses and entrepreneurs have emerged, along with workshops specializing in the crafting of household wooden furniture and stone products, showcasing the exquisite and distinctive traditional craftsmanship of the local area, attracting visitors from far and wide. During the rural development process, hundreds of households in Nghi An commune readily donated land worth hundreds of millions of dong to expand rural roads, despite the high value of the land itself. Nghi An Market is also a bustling trading hub, offering a wide variety of famous local specialties.

In the fields of culture and education, Nghi An commune is a shining example and promises to be a new educational center of Vinh city in the future. The entire school system, from kindergarten to primary and secondary schools, has been invested in with the construction of sturdy, clean, and airy multi-story buildings.

The quality of teaching and learning is constantly improving. The number of teachers and students achieving excellent results at the city and provincial levels is increasing. Many primary and secondary school students have won high awards in provincial and national competitions. The locality has been recognized by the province and city for many consecutive years as an outstanding unit in education, and the education system in Nghi An commune consistently ranks among the top in the city. Many large educational institutions in the city have established a presence in Nghi An commune.

The Nghi An Commune Health Station has achieved National Standard Level 2. Its infrastructure and medical equipment are being gradually upgraded through investment. The health station staff are young, healthy, ethical, and professionally qualified. The village health worker system is fully staffed, meeting the primary healthcare needs of the people and effectively implementing national programs and projects, contributing positively to community health protection.

Today, Nghi An commune boasts a consistently green, clean, and beautiful environment, meeting the standards of the advanced new rural development program. The "All People United in Building a New Cultural Life in Residential Areas" movement is actively promoted; cultural, artistic, and sports activities thrive; and political security, order, and social safety are maintained. The living standards of the majority of the commune's residents have seen significant improvement. The average per capita income currently ranges from 58 to 65 million VND per year. The commune has 48.5% of households classified as well-off or wealthy, 50.78% as average, and 0.72% as poor, with no households experiencing hunger.

Speaking with reporters, Comrade Chu Van Mai, Chairman of the Nghi An Commune People's Committee, said: "In recent years, the local Party Committee and government have guided the people to focus on developing diverse occupations and transforming crops and livestock to suit the available natural conditions in order to develop the local economy. With the tradition and diligent qualities of the people, when guided by this policy, the people of Nghi An commune have focused on developing the flower and ornamental plant cultivation industry. In addition to planting and breeding locally, the people have also expanded to other localities and imported from abroad to create diversity and richness of flower and ornamental plant species. Besides that, many Nghi An specialties are preserved and developed by the people."

Recognizing Nghi An as a locality with significant potential and advantages in terms of land, the value of land is increasing per unit area. In the near future, when Cua Lo town and several communes of Nghi Loc district are merged into Vinh city, Nghi An commune will be located in the northern center of Vinh city, benefiting from its position on National Highway 46, near the 72m road, close to Vinh Airport, Cua Lo Port, and major provincial hospitals. Notably, the commune has schools from kindergarten to university level, with new facilities such as Phan Boi Chau Specialized High School (new campus); the Ethnic Minority Boarding School; Vinh University (campus 2); and soon, Huynh Thuc Khang High School (campus 2)… These are enormous potentials and advantages for Nghi An commune to take off and develop."

With existing advantages, Nghi An commune hopes that Vinh City will pay attention to investing in the comprehensive development of modern, standardized road infrastructure to transform the local landscape towards urbanization, leading to faster and stronger economic development. The city should have mechanisms to maintain, preserve, and promote the advantages of traditional garden house models, linking them with experiential tourism development to build Nghi An commune into a unique eco-tourism area and a green belt for the city; and mechanisms to preserve and develop local specialties.

In addition, the city also needs to focus on planning for a qualified leadership team to meet future task requirements and to have a long-term vision for Nghi An commune in particular.
