If I resign from my position as a commune-level civil servant while also serving as the Party branch secretary, will I lose my position allowance?
Individuals who cease to be commune-level civil servants but continue to serve as village or neighborhood Party branch secretaries are still entitled to the position allowance according to current regulations.
Mr. Vo Minh Thuong sent a question to the Ministry of Interior, stating that prior to August 1st, he was a commune-level civil servant concurrently holding the position of village Party branch secretary. On August 1st, he received a decision to terminate his employment in accordance with Government Decree No. 178/2024 and Decree No. 67/2025, but he still retained the position of village Party branch secretary.
Mr. Thuong wondered whether he would continue to receive the allowance for his position as village Party branch secretary.
The Ministry of Interior stated that the implementation of decrees related to the reorganization of administrative apparatus and units at all levels and the implementation of a two-tiered local government system has been concretized by the Government in Decree No. 178/2024 dated December 31, 2024.
This is a Decree on policies and regulations for officials, civil servants, employees, and members of the armed forces when reorganizing the political system's organizational structure.
Subsequently, Decree No. 67/2025 dated March 15th further amended and supplemented some contents to suit practical realities.

The Ministry of Interior affirmed that, in the case of Mr. Vo Minh Thuong, even though he has retired from his position as a commune-level civil servant according to Decree 178/2024 and 67/2025, he is still entitled to the allowance for the position of village Party branch secretary according to Government Decree 33/2023.
Decree 33/2023 clearly stipulates the regime and policies for commune-level officials and non-professional personnel at the commune, village, and residential group levels. Accordingly, the secretary of the village or residential group Party branch receives a monthly allowance from the State budget.
Therefore, Mr. Thuong and similar cases ceasing to be commune-level civil servants under the downsizing policy do not affect their right to receive the position allowance in the village. If they are still assigned to a position in the village by the competent authority, they will continue to receive the allowance according to Decree 33/2023.
