Nghi Duc has been merged into Vinh city for 10 years; this is an area in the development stage with many projects being implemented, especially many traffic projects such as Vinh - Cua Lo Boulevard; 35 m road.
This is the factor that affects the psychology and interests of the people, especially the issue of compensation for land clearance and resettlement, which many voters raised with the provincial and city People's Council delegates.
From the reality that the area has many infrastructure plans and investment projects, affecting economic development opportunities and improving housing with many projects, Mr. Nguyen Dinh Truong, Xuan Huong hamlet, suggested that the State or investors need to have compensation policies for households in the planning area; at the same time, there should be measures to limit the situation of "hanging" planning.

The issue that many voters have reported is the slow progress in granting land use right certificates to people, affecting their rights. Mr. Bach Huy Trang, Xuan Binh 14 hamlet, reported that in his hamlet, there are a total of 100 households, but only 2 households have been granted land use right certificates, while 98 households have not been granted, especially because the land use right limit for people according to the new regulations is very low, and people do not agree.
Regarding another field, Mr. Pham Dinh Quan, Xuan Huong hamlet, reflected that in 2016, Nghi Duc commune was recognized as a new rural area but still owed some criteria and Vinh City People's Committee promised to support cement to complete the remaining criteria, but until now, although the Xuan Huong hamlet cultural house has been planned at a new location, there is still no land and funding for construction.

At the end of the meeting with voters, explaining the issues reflected and proposed by voters, Provincial People's Council delegate Nguyen Van Lu - Standing Deputy Secretary of Vinh City Party Committee, Chairman of the City People's Council said that Nghi Duc is currently creating a revolution for itself and for the whole city with many projects and works being implemented, so the people also have certain difficulties and disadvantages.

Delegate Nguyen Van Lu also promised to direct the City People's Committee to supplement and complete the NTM criteria in Nghi Duc. Acknowledging the slow progress in granting land use right certificates, delegate Nguyen Van Lu said that the primary cause is the responsibility of the commune government, and at the same time, the responsibility of the people in coordinating to determine the origin of the land.
