Nghi Loc: Large debt for basic construction investment, many slow settlements

Through the supervision of basic construction investment using the budget in Nghi Loc district on the morning of March 22, the working delegation of the Provincial People's Council Standing Committee acknowledged the seriousness of Nghi Loc district in implementing the 2014 Law on Public Investment.

The proof is that in 2 years (2015 and 2016), the public debt ratio for newly started projects invested by the district was low. Specifically, in 19 newly started projects, the debt was only over 4.8 billion VND, of which in 2015 the debt was 4.5 billion VND (10 projects) and in 2016 the debt was 312 million VND (12 projects).

However, there are many projects invested by the district before 2015 due to limited capital allocation and the need to invest in projects to implement the criteria for building national standard schools, communes meeting health standards, essential infrastructure projects, especially implementing the new rural construction program invested by the commune level, so the number of projects and basic construction debt is still large.

Besides the large debt of basic construction investment, another issue of concern in Nghi Loc district is the large number of projects with delayed settlement, with 152 projects (the highest in the province).

At the meeting, the working delegation of the Provincial People's Council Standing Committee also requested Nghi Loc district to clarify 12 unplanned projects; clearly define the capital source for the project to repair and upgrade the type 3 canal system of Nghi Loc district's dams and pumping stations; supplement solutions and find capital sources to repay the projects...

Concluding the meeting, Comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council requested the district to seriously direct the construction of basic works according to the Law on Public Investment; prioritize capital sources to repay debts of completed and unfinished projects and limit the number of newly started projects.

In addition, the district needs to speed up the settlement of completed projects; review and identify outstanding debts in basic construction at each budget level to develop plans to urge and handle them promptly, strengthen the direction, supervision and monitoring of construction progress, ensure quality and efficiency of construction projects when put into use and focus on handling unfinished projects, especially projects to renovate and upgrade the canal system, contributing to improving people's lives./.
