Nghi Loc: Party's will - people's heart connect the road to happiness
From the "skillful" models of mobilizing people to donate land to open roads, mobilize money, and contribute working days to build rural roads in communes in Nghi Loc district, it can be seen that the movement is very effective and practical, in line with "the Party's will and the people's heart", creating a spreading effect in the community.
Developing rural transport to meet people's travel needs, creating more opportunities for people to trade, transport goods, find outlets for agricultural and forestry products... to contribute to promoting local socio-economic development. With that goal, in recent years, localities in Nghi Loc district have had a policy of building many inter-hamlet and inter-commune rural roads and have created high consensus among the people.
The muddy dirt roads of the past are gradually being replaced by wide asphalt and concrete roads. People are very excited not only because traveling is more convenient but also because it shows that the Party's will is in line with the people's wishes.
RACING TO DONATE LAND FOR ROAD CONSTRUCTION
Nghi Thiet commune, Nghi Loc district is a poor coastal commune, with limited land and a large population, so the land here is considered "golden" land. However, when the Party Committee and the government had a policy of mobilizing people to build rural roads, many households were willing to donate land, demolish fences and other structures to build flat concrete roads, with a 4-6m wide road surface to replace the previous dirt roads and small concrete roads.
With the motto "People know, people discuss, people do, people check, people supervise, people benefit" since the beginning of the year, with the strong direction of the Party Committee, government, and organizations in the political system, 25 households in Chua hamlet have been mobilized to voluntarily donate 365 m2land, worth more than 2 billion VND, demolished more than 500 m2fence and other auxiliary works, worth 457 million VND, mobilized people to contribute and support 448 million VND, hundreds of working days to expand the traffic road from Chua hamlet to Dinh hamlet.
Up to now, it has been completed and put into use with a total value of 5 billion 819 million VND. Thanks to the Party's will and the people's will, although "every inch of land is gold", everyone here is willing to sacrifice their own interests for the common good, because they think that where there is a road, there is development. Mr. Nguyen Trong Vinh shared: To expand the road to build a new and advanced rural area, our family voluntarily donated 90 m2land, but as a party member, I must lead by example so that people will believe.
I and the Front Committee of the hamlet went to each house to mobilize the villagers. Currently, there are 19 households. After mobilization, some households retreated 2 meters, so in total, 380 meters were donated.2land to open the road, to make the road wider, greener, cleaner and more beautiful.
Mr. Nguyen Trong Vinh - Chua Hamlet, Nghi Thiet Commune
Leaving Nghi Thiet, we went to Nghi Xa, one of the typical communes in mobilizing people to build rural roads. Being a purely agricultural commune, the people mainly work in agricultural production, starting from a low point; budget revenue still faces many difficulties. Rice and potatoes are still the main source of income for the people here, but many households are willing to support tens of millions of dong, donate land, demolish embankments, fences, and contribute working days to build many wide, bright - green - clean - beautiful roads.
Talking to us, Ms. Nguyen Thi Nam said: As a Party member of Hamlet 1-10, aware of the Party and State's policies, Hamlet 1-10 organized a hamlet meeting to implement the land donation to open the road, our family strongly agreed and supported the proposed policy. Our family donated 35m in length and 0.4m in width (including dismantling 35m of solidly built fence). Up to now, the road has been completed clean and beautiful, meeting the travel needs of the people. Not only my family but also the people of Hamlet 1-10 as well as the people in the commune are very excited because there is a spacious road.
Mr. Vo Xuan Hong - a resident of hamlet 1-10 shared: My family and I completely agree with the policy of opening a road from Nghi Thinh crossroads through hamlet 1-10 to the Post Office, connecting to Duc Thiet street. My family donated 41m in length and 0.6m in width, including dismantling and demolishing 41m of fence. Today, the road has been completed and put into use, and I and everyone here are very excited because there is a spacious, clean and beautiful road.
Going up to the West of Nghi Loc district, we had a conversation with comrade Tran Van Binh - Party Secretary, Chairman of Nghi Lam Commune People's Council, sharing experiences in mobilizing people's strength. Mr. Binh said: One of the most valuable lessons learned from the land donation movement to open roads in Nghi Lam commune is to do a good job of "mobilizing people's strength", with the motto of taking people as the root, what cadres do not know, they are ready to ask people, people guide them to do; the commune has established a steering committee for building rural roads, hamlets elect a mobilization committee, the locality has established a community investment supervision committee, in which, members of the committee are party members and prestigious people in the hamlet and village; with the motto of mobilizing "easy families first, difficult later"; the first mobilization is to go collectively to each household and if the households do not agree or there are a few family members who do not support, then focus on mobilizing each individual member in each household; Applying well the motto of "using the people's strength to care for the people", Nghi Lam commune has well implemented the democratic regulations at the grassroots level, maximizing all the people's rights in discussing, discussing, publicly, democratically, transparently from contributions, contribution levels, how to use money contributed by the people to construct, inspect, supervise and accept the project. Once the organizations in the political system have taken part, the people's thoughts are opened, the people's strength is promoted, the movement of donating land to open rural roads has achieved high results.
Currently, the entire Nghi Lam commune has maximized the community's internal strength, invested in synchronous infrastructure in a modern direction, with resources of more than 192 billion VND, of which people donated over 2,300 m2 Land, surrounding walls, other works, worth over 123 billion VND, contributing over 11,000 working days to build rural roads, build and renovate cultural houses and public entertainment facilities. Up to now, the whole commune has 11.1 km of inter-commune roads asphalted, concreted to standards, nearly 45 km of inter-hamlet and intra-hamlet roads concreted, with road surfaces of 3-4m wide, ensuring convenient traffic. Inter-commune and inter-hamlet roads are installed with traffic signs and speed bumps at intersections with provincial roads and communal roads. Over 11 km of roads through residential areas are installed with lighting and flag roads; Irrigation works, intra-field traffic, and electricity systems are invested and upgraded to meet standards to meet the production, business and daily needs of the people; school facilities, medical stations, 12/12 cultural houses, cultural and sports institutions meet standards according to regulations.
Thanks to the determination, drastic measures and many creative ways in mass mobilization work, Nghi Lam commune was recognized by the province as a commune meeting advanced new rural standards in 2024.

The above results also show that "people's strength is like water's strength", where people agree, all policies and resolutions of the Party, policies and laws of the State are effectively implemented and put into practice.
THERE ARE PARTY-OPINIONS THAT ARE IN ACCORDANCE WITH THE PEOPLE
President Ho Chi Minh said: "A hundred times easier without the people, it is bearable, a thousand times harder with the people's help." In recent years, the implementation of the targets of the District Party Congress Resolution has always been of interest to the Party Committee, the government, and organizations in the political system, especially the target and goal of building Nghi Loc district into a district that meets advanced new rural standards by 2025. To complete that difficult target, one of the criteria that the people of Nghi Loc district pay special attention to is the traffic criterion. The construction and upgrading of rural traffic infrastructure to serve the construction of advanced new rural areas is one of the top goals in the process of developing advanced new rural areas. The traffic system is not simply the roads connecting villages, hamlets, villages and areas together, but also the backbone for economic development and the lives of local people. To realize this goal, it is necessary to have the companionship and support from the community, in which there are 3 areas that need attention, which are mobilizing people to donate land, calling for and mobilizing money and mobilizing forces to contribute working days.
To have a positive change in the awareness and actions of each citizen is thanks to the Party Committee and the government from the district to the grassroots level in Nghi Loc district, which have agreed and highly agreed on policies and implementation, always being open and transparent. Thereby, helping people see the benefits for themselves, from which they wholeheartedly responded and voluntarily contributed human and financial resources. If more than 10 years ago, many people were fed up with the "dusty in the sun, muddy in the rain" roads, today many inter-village, inter-hamlet and inter-commune roads in Nghi Loc district have been upgraded and expanded, serving the needs of travel, creating favorable conditions for communication and trading. In the past 3 years, the whole district has solidified over 225,416 km of rural roads of all kinds, of which 154,117 km of rural roads, 71,299 km of intra-field roads and implemented the movement of donating land to open roads, the whole district has mobilized people to participate in building rural infrastructure, with an amount of 1,865 billion VND, contributing 90,775 working days, donating 24,705m2land.
With the correct policy on building new rural areas, along with the consensus and joint efforts of the people, solid rural roads have been extended by localities, contributing to promoting sustainable socio-economic development.
It can be affirmed that the movement of donating land and mobilizing people to build roads in Nghi Loc district has brought about practical results, with straight, spacious, bright - green - clean - beautiful roads that have helped people travel and trade goods more conveniently, contributing to creating momentum for Nghi Loc district to develop its economy and society, and increase people's income.
