Resolution on tuition fee exemption and support for preschool children and primary and secondary school students.
Resolution No. 217/2025/QH15 clearly states that tuition fees are waived for preschool children, primary and secondary school students, and learners in general education programs in public educational institutions.
National Assembly Chairman Tran Thanh Man signed the certification of Resolution No. 217/2025/QH15 on tuition fee exemption and support for preschool children, primary and secondary school students, and learners in general education programs in educational institutions within the national education system.
This resolution stipulates the exemption and support of tuition fees for preschool children, primary and secondary school students, and learners in general education programs who are Vietnamese citizens or people of Vietnamese origin whose nationality has not been determined and who are residing in Vietnam, in educational institutions belonging to the national education system.
The resolution stipulates that tuition fees will be waived for preschool children, primary and secondary school students, and those enrolled in general education programs at public educational institutions.
Tuition fee support is provided for preschool children, primary and secondary school students, and learners in general education programs at private and non-governmental educational institutions. The amount of tuition fee support is decided by the People's Council of the province or centrally-governed city, based on the tuition fee framework stipulated by the Government, but shall not exceed the tuition fee charged by the private or non-governmental educational institution.
The funding for implementing the policy of tuition fee exemption and support is guaranteed by the state budget in accordance with the law on budget management decentralization.
The central government provides support to localities that have not yet balanced their budgets to implement the policy of tuition fee exemption and support as prescribed by law.
This resolution takes effect from the date of its adoption by the National Assembly (June 26, 2025) and will be applied from the 2025-2026 academic year.
Universal preschool education for children aged 3 to 5 years old.
National Assembly Chairman Tran Thanh Man also signed the certification of Resolution No. 218/2025/QH15 on universal preschool education for children aged 3 to 5 years old.
According to the Resolution, the target by 2030 is for 100% of provinces and centrally-administered cities to achieve universal preschool education standards for children aged 3 to 5 years old.
The universalization of preschool education for children aged 3 to 5 years old is guaranteed by the State through resources and social mobilization in accordance with the law.
Implement universal preschool education for children aged 3 to 5 years old according to a roadmap, in line with the socio-economic development conditions of the locality, ensuring the conditions for universalization as prescribed.
Regarding implementation mechanisms and policies, the Resolution stipulates investment in developing the network of schools and classrooms and ensuring adequate facilities and teaching equipment as prescribed; ensuring a sufficient number of preschool teachers according to the prescribed standards; and ensuring appropriate policies and benefits for children aged 3 to 5, as well as for management staff, teachers, and employees in preschool education institutions.
In addition, mobilize social resources to develop preschool education in accordance with the law. Prioritize the development of preschool education in areas with particularly difficult socio-economic conditions, ethnic minority areas, mountainous regions, border areas, islands, coastal areas, densely populated areas, and areas with industrial zones, clusters of industrial parks, and export processing zones.
Funding for the implementation of the policy on universal preschool education for children aged 3 to 5 years old is guaranteed by the state budget according to the decentralized management of the state budget.
The central government provides support to localities that have not yet balanced their budgets to implement the policy of universal preschool education for children aged 3 to 5 years old as stipulated by law. Other legally mobilized capital sources.
