Throughout thousands of years of nation-building and defense, the awareness of "the people are the foundation" has been continuously formed and developed. From the Ly Dynasty, in the decree to move the capital, Ly Cong Uan wrote, "Above, we obey the will of Heaven; below, we follow the will of the people"; from the Tran Dynasty, Hung Dao King Tran Quoc Tuan early implemented the policy of "easing the people's burdens to strengthen the foundation, that is the best strategy for defending the country"; then the immortal opening lines of the "Proclamation of Victory over the Wu" by the world-renowned cultural figure Nguyen Trai: "The essence of benevolence and righteousness lies in ensuring the people's peace" to the decree of the patriotic King Ham Nghi, "The people are the foundation of the nation," all clearly demonstrate this.
Since the founding of the Party, our Party and our beloved Uncle Ho have diligently cultivated the relationship between the Party and the people. Uncle Ho wrote: "In the sky, there is nothing more precious than the people. In the world, there is nothing stronger than the united force of the people." In October 1945, in a letter to ministries, provincial and district People's Committees, and villages, Uncle Ho clearly stated: "If the country is independent but the people do not enjoy happiness and freedom, then independence is meaningless..." and he affirmed: "Whatever benefits the people, we must do our utmost to do. Whatever harms the people, we must do our utmost to avoid. We must love and respect the people, then the people will love and respect us." This is one of President Ho Chi Minh's immortal thoughts on the people and the invincible strength of the people. He further instructed: "Our regime is a democratic regime, meaning the people are the masters. Our Party is the leading party, meaning that officials from the Central level down to the regional, provincial, district, and commune levels—at any level and in any sector—must be loyal servants of the people."

Drawing upon Ho Chi Minh's ideology and the practical experience of leading the Vietnamese revolution, our Party consistently maintains the viewpoint: "Revolution is the undertaking of the people, by the people, and for the people. The people are the masters. The people are in control." The valuable lessons learned by our Party at the 13th National Congress further affirm this viewpoint: "In all the work of the Party and the State, we must always deeply understand the viewpoint that 'the people are the foundation'; truly trust, respect, and promote the people's right to be masters; persistently implement the motto 'the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit' and 'uphold the role and central position of the people in the national development strategy'."
Thanks to the developmentthe immense power of unityThanks to the support of all strata of the people, our Party wisely led our people to achieve the glorious Dien Bien Phu victory, "renowned throughout the world and shaking the earth," the historic August Revolution of 1945, and the great victory of April 30, 1975, completely liberating the South and unifying the country. In particular, after nearly 40 years of leading the reform process, our Party has led our country to achieve a level of strength, potential, position, and international prestige that it enjoys today.
That victory was the culmination of the nation's strength in mobilizing the people and the close relationship between the Party and the people. This is a very special relationship; the Party is both the leader and the ruler, and also the servant of the people, while the people, voluntarily agreeing with the Party's leadership, are the masters of the country. The Party's strength lies in the close bond between the Party and the people, and the prosperity of the country is also determined by this close and enduring relationship under the Party's leadership.

To strengthen the relationship between the Party and the people in the new situation, the Party continues to lead the State in successfully implementing the goals and targets set forth in the Resolution of the 13th Party Congress, thereby gradually improving the material and spiritual lives of the people. Many measures are being taken to promote socialist democracy, ensure the people's right to self-governance; strengthen Party building and rectification, and effectively prevent and repel evils.declineRegarding political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party, we must continue to innovate the Party's mass mobilization work, linking it with the intensified fight against corruption and waste, and promptly addressing the legitimate concerns and requests of the people. At the same time, we must further enhance the effectiveness of foreign relations, proactively and comprehensively integrate into the international community, maintain a peaceful environment, firmly defend the sovereignty and territorial integrity of the country, and ensure political security, order, and social safety.
The relationship between the Party and the people, regardless of the era, has always been considered a "close" and "vital" relationship. In the current context of developing a socialist-oriented market economy and international integration, the relationship between the Party and the people will be strengthened and consolidated when the Party provides comprehensive and effective leadership in Party building, socio-economic development, strengthening national defense and security, and foreign affairs.
