The year 2025 concluded with significant achievements for Nghe An in the areas of foreign economic relations and local diplomacy. The figures of billions of dollars in FDI inflows, export turnover exceeding $4 billion, and dozens of international delegations are the result of a well-structured strategic mindset that values ​​international cooperation and knows how to transform diplomatic relations into a resource for socio-economic development.

The year 2025 concluded with significant achievements for Nghe An in the areas of foreign economic relations and local diplomacy. The figures of billions of dollars in FDI inflows, export turnover exceeding $4 billion, and dozens of international delegations are the result of a well-structured strategic mindset that values ​​international cooperation and knows how to transform diplomatic relations into a resource for socio-economic development.

Affirming a new position

On November 23, 2025, Mr. Vladislav Valerievich Shapsha, Governor of Kaluga Province (Russian Federation), held a working meeting with the leaders of Nghe An Province and visited the TH Group's high-tech dairy farm complex in Nghia Lam commune. The governor was visibly impressed by the world's most modern, closed-loop production model – a model that TH Group had successfully "exported" to Kaluga.

This event is a prime example of successful economic diplomacy at the local level. A private enterprise not only transformed the socio-economic landscape of a region but also became a solid bridge for international cooperation, directly enhancing Nghe An's standing and image on the international stage.

The story of TH Group is not an isolated bright spot. It is part of the overall picture of Nghe An's vibrant and effective foreign relations activities in 2025.

Amidst a global trend of shrinking and more selective investment flows, Nghe An remains a reliable destination. In 2025, the province granted licenses to 22 new projects with a total registered capital of US$377.89 million. Even more impressive is the fact that existing investors have decided to inject an additional US$675.33 million to expand their operations.

The fact that leading technology companies like Luxshare, Goertek, and Foxconn are continuously increasing their investment shows that they do not consider Nghe An a temporary stopover, but a long-term strategic production hub. This reflects the success of the "5 Ready" strategy that the province has persistently pursued: readiness in terms of land, infrastructure, human resources, innovation and reform, and enthusiastic support.

Mr. Teng Wei Hong, General Director of VSIP Nghe An Co., Ltd., stated that from 2020 to the present, the company has attracted 35 investment projects with a total capital of approximately 3 billion USD, creating an additional 50,000 jobs. To date, 44 projects in VSIP Nghe An 1 Industrial Park have become operational, employing 32,000 workers; he also expressed a strong commitment to continue investing and supporting the development of Nghe An.

If FDI is an external force, then exports are a measure of the health of the domestic economy. In the first 11 months of 2025, Nghe An's total export turnover reached a record high of 4.11 billion USD, a growth of 42.05% compared to the same period. Goods from Nghe An are now present in 150 countries and territories. From traditional textile products, Nghe An has shifted to exporting electronic components and high-tech products.

Besides exporting goods, Nghe An continues to affirm its position as a center for supplying international human resources, with approximately 17,000 people expected to work abroad in 2025. Remittances and, more importantly, the skills and industrial work ethic that this workforce brings back are becoming valuable social capital for the province's development.

The aspiration to reach greater heights stems from three pillars of foreign policy.

Nghe An's success does not come from chance or the isolated efforts of any single agency. By 2025, the province will effectively implement diplomatic activities based on "three pillars": Party diplomacy, State diplomacy, and People-to-People diplomacy.

During the year, the province organized 59 overseas delegations and received 14 international delegations. Notably, it demonstrated a strategic balance: maintaining special traditional relations with provinces in neighboring Laos, strengthening ties with strategic partners (Russia, Cuba), and aggressively expanding into new markets such as the United States, Europe, and Northeast Asia.

A prime example of the strength of "people-to-people diplomacy" is the mobilization of foreign non-governmental organization (NGO) aid totaling US$2.97 million. In particular, the overseas community of Nghe An residents – an inexhaustible source of love for their homeland – donated nearly VND 3.1 billion to support the province in overcoming the consequences of natural disasters.

Nghe An has also actively promoted the Nghe Tinh folk songs and melodies – a representative intangible cultural heritage of humanity – in most international receptions. In particular, the opening of the exhibition space about President Ho Chi Minh at the Newhaven Museum (United Kingdom) was an outstanding cultural diplomatic achievement. This event not only honored the beloved leader of the nation but also introduced the image of Nghe An's land and people, rich in revolutionary traditions, to international friends.

From the business perspective, Mr. Teng Wei Hong, General Director of VSIP Nghe An Co., Ltd., highly appreciated the proactive approach of the Nghe An provincial government. The province's organization of numerous overseas trade promotion delegations and its active support for businesses in expanding export markets have created great confidence. Nghe An has proven itself to be a reliable, safe, and promising partner.
