How much is the fine for driving a motorbike too slowly? Will points be deducted from the driver's license?

In cases where a motorcyclist drives too slowly, obstructing traffic or causing an accident, what are the penalties and penalties for deducting points from their driver's license? This is a question from Mr. Hoang Trong Tinh (Kim Lien commune, Nghe An province).

ReplyAccording to the 2024 Law on Road Traffic Order and Safety, a motorcyclist driving too slowly will be considered in violation if they fall into one of the following categories:

Driving below the minimum speed on a road section where a minimum speed is prescribed, indicated by sign R.306 “Minimum Permitted Speed” according to QCVN 41:2024/BGTVT; Driving at low speed but not on the right side of the road, causing traffic obstruction; Driving too slowly causing traffic accidents or other serious consequences.

- In the case of running below the minimum speed:

Based on point k, Clause 1, Article 7 of Decree 168/2024/ND-CP, it is stipulated that:

"A fine of between 200,000 and 400,000 VND will be imposed on drivers of motorcycles and mopeds who operate their vehicles below the minimum speed limit on road sections where a minimum speed limit is prescribed."

- Driving too slowly causes traffic obstruction.

Based on point c, Clause 2, Article 7 of Decree 168/2024/ND-CP, it is stipulated that:

"A fine of 400,000 to 600,000 VND will be imposed on drivers of motorcycles and mopeds who drive at low speeds without staying on the right side of the road, causing traffic obstruction."

- In the case of causing a traffic accident

Based on point b, Clause 10, Article 7 of Decree 168/2024/ND-CP, it is stipulated that:

"A fine of VND 10,000,000 to VND 14,000,000 shall be imposed on drivers who violate the regulations specified in point k, clause 1; and point c, clause 2 of this Article and cause a traffic accident."

At the same time, according to point d, Clause 13, Article 7 of Decree 168/2024/ND-CP:

"Committing the act specified in point b, clause 10 of this Article will result in a deduction of 10 points from the driver's license."

Therefore, motorcyclists who drive too slowly and cause traffic accidents may: be fined from 10 million to 14 million VND; and have 10 points deducted from their driver's license as per regulations.
