On the morning of June 13th, the Cua Lo - Ben Thuy Port Border Guard Station, Nghe An Border Guard Command, issued a decision to initiate a criminal case and handed over the suspect and evidence related to the illegal trade of explosives to the relevant authorities for further investigation and processing.

Earlier, at around 7:30 PM on June 12th, in the area of ​​Ba Ra bridge in Loc My village, Nghi Quang commune, Hoang Thi Kinh (born in 1974, residing in Tan Lap hamlet, Nghi Quang commune, Nghi Loc district) was transporting explosives for sale when she was discovered and caught red-handed by the Cua Lo - Ben Thuy Port Border Guard Station in coordination with the Security Investigation Department of the Provincial Police.

The evidence seized at the scene included a white sack containing 60 sticks of dynamite weighing 12 kg, 100 detonators, and 5 meters of slow-burning fuse.

Through questioning, Hoang Thi Kinh confessed to buying the explosives from Nghi Thuy ward, Cua Lo town, to resell for profit.
