Since the Ban Ve hydroelectric dam began impounding water, Huoi Pung (Huu Khuong commune, Tuong Duong district) has become the most isolated residential area in the mountainous region of Nghe An. Therefore, when they heard about the plan to relocate to a new place, the residents here were very supportive and hopeful.

To reach Huoi Pung village from the center of Tuong Duong district, you have to go through four stages. Start by road to the Ban Ve hydroelectric dam, then take a boat to the center of Huu Khuong commune. From there, you have to take another boat ride, then walk or ride a motorbike along forest paths. The challenging transportation conditions significantly impact the lives of the people, with access to healthcare remaining the most difficult issue. This village has the largest area of ​​upland rice cultivation in the commune, with a total area of ​​approximately 5 hectares of upland rice paddies and 1.8 hectares of paddy fields. However, the yield is unstable, so the majority of the people rely on livestock farming and gathering natural resources for their livelihood. Mr. Lo Van Giap, Chairman of the People's Committee of Huu Khuong commune, said: The second project in the National Target Program on Sustainable Poverty Reduction in 2023 focuses on diversifying livelihoods and developing poverty reduction models in Huu Khuong commune. The project has been implemented in three villages: Con Phen, Huoi Co, and Huoi Pung. In 2023, 30 households in the commune received support. Specifically, in Huoi Pung village, 10 households received ducklings, with each household receiving 170 ducklings. The total government support for each household here is 11,835,000 VND.
