From students wrapping firecrackers and karaoke bars playing loud music to motorcycles without license plates and businesses posing fire hazards, residents in many communes and wards have frankly raised concerns at the "Police Listening to the People's Opinions" forum. These opinions from the grassroots level have been promptly investigated and addressed by the commune police force, contributing to maintaining peace and security in the area.

On the afternoon of February 4th, in Trung Hau hamlet, a Catholic hamlet in Thuan Trung commune, the forum "Commune Police Listen to the People's Opinions" was held in a democratic and friendly atmosphere. This was not only an opportunity for the police force to understand the situation at the grassroots level but also to provide a chance for the people to directly express their concerns related to their daily lives.

At the forum, residents of Trung Hau hamlet frankly raised issues directly affecting the peace and tranquility of the neighborhood. Many expressed concerns about the situation of some students gathering to make firecrackers, posing a potential safety risk; and the loud karaoke singing affecting the daily lives of households. These opinions were not aimed at reflecting on individual phenomena, but clearly demonstrated the residents' desire to maintain order, discipline, and a cultured way of life in the neighborhood.

Mr. Nguyen Van Bon, a resident of Trung Hau hamlet, shared: “Issues like students wrapping firecrackers or singing karaoke loudly are not new, but if not addressed promptly, they can easily disrupt order in the hamlet. Through this forum, residents have the opportunity to clearly express their concerns, and the police force can also understand the actual situation at the grassroots level. This approach helps problems be identified early and addressed from the outset, preventing them from escalating and becoming complicated.”

Implementing a two-tiered local government model, from July 2025 to the present, the commune police have organized four "Police Listening to the People's Opinions" forums, receiving over 30 opinions and feedback from the people regarding security and order at the grassroots level. Through these forums, many emerging issues in the area have been promptly identified, providing a basis for functional forces to coordinate, consider, and handle them according to regulations, contributing to limiting negative impacts on people's lives.

Previously, on February 3rd, the Con Cuong Commune Police organized a forum titled "Police Listening to the People's Opinions" at the Commune Political Center. With the participation of representatives from village and hamlet management boards, local security forces, and residents, the forum recorded nine opinions reflecting on the security and order situation. These opinions focused on issues of public concern such as young people riding motorcycles without helmets or without license plates; some arcades operating beyond permitted hours; and potential fire safety risks at business establishments.

It is noteworthy that immediately after receiving feedback from the people, the Con Cuong commune police force promptly inspected, verified, and handled the reported issues. According to Lieutenant Colonel Le Nam Anh, Deputy Head of the Con Cuong commune police, through on-site inspections, we discovered a scrap metal collection point and a furniture store in the area that did not meet fire safety requirements.

Based on that, the commune police issued administrative penalties to Mr. NHH's scrap metal collection point and Mr. TVH's furniture store for displaying fire safety regulations and instructions in the wrong location; at the same time, they reminded and requested the establishments to strictly comply with fire safety regulations and not create any safety risks in the area.

Continue to maintain and expand the model.

The "Police Listening to the People's Opinions" forum is a model that has been implemented for many years. In the context of the current two-tiered local government model, the forum continues to play a crucial role as a direct channel for exchange between commune-level police and the people, contributing to the timely understanding of issues related to security and order at the grassroots level. This is also one of the activities that concretizes the "Three Best" emulation movement within the people's police force, focusing on practical aspects of the local area.

Regularly holding these forums has helped the police force to closely monitor the local situation, promptly detecting and handling many emerging issues at the grassroots level. In 2025 alone, commune-level police in the province organized 130 "Police Listening to the People's Opinions" conferences, receiving approximately 2,000 suggestions from the public through direct speeches or opinion polls.

The opinions focused on reflecting and making recommendations on emerging issues at the grassroots level, such as the situation of young people violating traffic safety regulations and gathering to disrupt public order; fire prevention and fighting; administrative management of social order; and administrative procedure reform. Notably, many opinions frankly offered suggestions on the sense of responsibility, attitude, and conduct of police officers and soldiers in the process of interacting with and resolving issues. All opinions were seriously listened to, discussed, and resolved by the police force, or recommendations were made to the competent authorities for consideration and handling in accordance with regulations.

Through the forum, the people actively participated in discussions and contributed opinions on areas such as ensuring political security, combating crime, managing social order, and building the "All People Protect National Security" movement. Not only was it a place where people could "speak and be heard," the forum also provided an opportunity for the police force to "self-reflect and self-correct," gradually improving the quality of their work and strengthening the people's trust in the police force.

Based on the achievements, in the coming time, along with continuing to improve the organizational model according to the two-tiered local government, the "Police Listening to the People's Opinions" Forum will continue to be maintained in a practical manner, suitable to the actual conditions of each locality. Through the forum, the "3 Best" emulation movement in the people's police force will be concretized with contents and actions linked to the requirements from the grassroots, while contributing to strengthening coordination between the police force and the people in maintaining security and order in the area.
