According to Circular 08/2026/TT-BKHCN of the Ministry of Science and Technology, after June 15, 2026, subscribers who are required to verify their information but have not completed the verification process will have their services temporarily suspended according to a schedule, eventually leading to the revocation of their subscriber numbers. Before this deadline, people are urgently updating and verifying their information to ensure their rights.

Subscriber verification is urgently needed.

In early June, at the community center of Block 12, Vinh Loc Ward, a large number of people came to verify their subscriber information. Inside the hall, staff from various network providers continuously assisted with data checks, guided people on scanning their citizen ID cards, and performed facial verification. The work was carried out quickly but orderly, facilitating the process for the people, especially the elderly.

As one of the people who just completed the subscriber information verification, Ms. Phan Thi Thom from Vinh Loc ward shared that, due to her lack of technological proficiency, she was quite hesitant before. However, after hearing the announcement on the public address system about the network provider organizing support in the locality, she took the opportunity to come and complete the procedures.

“My phone is now used for so many daily tasks, from contacting relatives to receiving bank notifications. I heard that if I didn't verify my account, it could be blocked, so I was quite worried. Luckily, the staff guided me attentively, and it only took a few minutes to complete,” said Mrs. Thom.

Mr. Nguyen Thanh Nha, head of Block 12 in Vinh Loc ward, said that the entire block currently has over 1,500 residents with more than 1,000 mobile phone subscribers. Immediately after receiving information about the subscriber verification process, mobile network operators such as Viettel and VinaPhone proactively coordinated with the block's leadership to disseminate information and encourage residents to participate.

“Staff from telecommunications companies regularly contact the community center, organizing guidance sessions and providing direct support. As a result, by now, most residents in the area have completed the verification of their subscriber information before the June 15 deadline,” Mr. Nha said.

To meet the increased demand during the final push, telecommunications companies in the area are simultaneously increasing their workforce, extending service hours, and deploying mobile support teams at local facilities.

Mr. Nguyen Xuan Toan, Head of the Culture and Social Affairs Department of Truong Vinh Ward, said that Truong Vinh is one of the areas with a large population of over 140,000 people, therefore the number of mobile subscribers is very large. Therefore, the local authorities have identified the task of disseminating information and guiding people to standardize and verify their subscriber information as an important task to ensure the rights of citizens and contribute to the effective implementation of the digital transformation policy.

“Immediately after receiving directives from the province and guidance from the Department of Science and Technology, the ward disseminated the information to residential areas, intensified propaganda through the local broadcasting system, community Zalo groups, and coordinated with telecommunications companies to organize many mobile support points. Given the large population, if people are unaware of the information or are slow to verify their identity, it will affect many communication activities, electronic transactions, and the use of online public services. Therefore, the locality has focused on implementing measures decisively to ensure people complete the verification process before the June 15th deadline,” Mr. Toan said.

According to statistics from the Digital Transformation Department of the Department of Science and Technology, Nghe An province currently has over 3 million active mobile subscribers with the three major network operators: VinaPhone, Viettel, and MobiFone. With such a large number of subscribers, the pressure to review, update, and assist people in completing verification before the deadline is considerable.

To ensure synchronized implementation, the Nghe An Department of Science and Technology issued Official Letter No. 1133 on the dissemination and implementation of standardization and verification of terrestrial mobile subscriber information, sending it to localities, press agencies, and telecommunications enterprises in the province. Along with disseminating information through local radio systems, localities are also leveraging the role of community digital technology groups and Zalo groups in residential areas and neighborhoods to widely disseminate information to the people.

The consequences of not standardizing information.

According to Circular 08/2026/TT-BKHCN, after the verification period expires, subscribers who have not completed or have not fully completed the information verification will have their outgoing call and text messaging services temporarily suspended. After another 30 days, if the verification is still not completed, the subscriber's two-way service will be temporarily suspended. After another 5 days, the telecommunications company will terminate the service and reclaim the subscriber number as per regulations.

According to information from the telecommunications industry, as of June 11th, nearly 20 million subscribers nationwide had not yet completed the information verification process. This shows that many people are still not fully aware of the potential consequences of having their subscriptions blocked or revoked.

In fact, amidst the rapid digital transformation, phone numbers are no longer simply a means of communication. For many people, they have become the "key" to accessing and using a range of essential services.

Currently, most bank accounts, e-wallets, e-commerce platforms, ride-hailing apps, food delivery services, social media, email, and online entertainment platforms are linked to a specific phone number. This is also the tool used to receive OTP codes for transaction verification and to protect personal accounts.

Furthermore, phone numbers play a crucial role in online public services such as VNeID, e-social insurance, the national public service portal, e-medical records, and many other digital platforms.

To avoid unnecessary consequences, telecommunications companies advise people to proactively check their subscription status and verify their account immediately upon receiving any notification.

Currently, people can choose from various authentication methods. For those who are tech-savvy, authentication can be done online through the VNeID app or other applications from telecommunications companies.

The verification process only takes a few minutes with basic steps such as checking personal information, taking a photo or scanning the chip-embedded national identity card, and performing facial authentication according to the instructions.

For the elderly or those unfamiliar with smartphones, they can go directly to telecommunications company service points or local mobile support stations for free guidance and assistance.
