(Baonghean.vn) - At this time, rice fields in the districts are in their prime, but in the areas planned for resettlement of people displaced by the North-South expressway in Hoang Mai district, people have not cultivated their crops for the past 3 months, even though they have not yet received compensation.

The people agree.

Ms. Nguyen Thi Nguyet, from Hamlet 7, Quynh Vinh, Hoang Mai, owns a two-story house with an area of ​​200 square meters.2The land is subject to the relocation of the entire house to a new resettlement area. Although her house was only built 3 years ago and is still new, in accordance with the government's policy and the efforts of local authorities and organizations, she said her family is ready to accept the compensation policy to move to the resettlement area.

Not only Ms. Nguyet, but currently, the approved agricultural land area is not being cultivated by the people.

Quynh Vinh Resettlement Areaaccording toMr. Pham Van Hao, Head of the Town's Department of Natural Resources and Environment, said: The town has surveyed 10 hectares of resettlement areas in Quynh Vinh commune, affecting 219 households. The residents have completed the declaration process, and the town has completed the inventory, valuation, and approval for 100% of the households, totaling 14.7 billion VND. Thus, all affected residents in the resettlement area have unanimously agreed to cede their land for the project, even though compared to other projects in the area, they are losing nearly 30 million VND per 100 square meters.2(The North-South Expressway project provides one-time compensation and two-time support for agricultural land, while other projects in the area provide one-time compensation and three additional support payments).

Mr. Vu Le Hung, Chairman of the People's Committee of Quynh Vinh commune, said: "Initially, the people didn't understand and questioned the low compensation price, but the commune, villages, and organizations persistently campaigned, and now we can confirm that the people agree 100%."

Alongside compensation for resettlement areas, the district and communes are carrying out land clearance for the North-South expressway. We can say there are no days off; the mobilization committees work even on Sundays and Saturdays to ensure progress. However, what concerns us is that while the people have agreed and the documents have been approved, many households have still not received compensation in the resettlement area. In Quynh Trang, the people have also agreed to give up their land for the project.

Currently, Hoang Mai district is carrying out land compensation and clearance for residential land, garden land, and forest land that are subject to compensation for the expressway project.

The North-South Expressway has a tunnel through the mountain at Quynh Vinh.

The North-South Expressway section passing through Hoang Mai town (Nghe An province) has a total length of 9.985 km, traversing the territories of two communes, Quynh Vinh and Quynh Trang.

Currently, Project Management Board 6 has transferred 140 billion VND (90 billion VND in 2019 and 50 billion VND in 2020) to the town.

The town's land compensation and resettlement board stated:The focus is on land compensation for agricultural land; 102.699 billion VND has been approved, 84.4 billion VND has been disbursed, and approximately 7,067/9.98 km of agricultural land has been cleared, reaching 70.81%.

Amidst the severe impact of the Covid-19 pandemic, public awareness campaigns have been affected. Notably, the Quỳnh Vinh Commune Kindergarten and Quỳnh Vinh Stadium also had to be relocated.

The route in Quynh Vinh, Hoang Mai includes the Truong Vinh tunnel, which cuts through Mong Ga mountain. The tunnel is expected to be 450m long. The main structure inside the tunnel includes a support structure to ensure stability, a concrete and reinforced concrete lining, and a reinforced concrete road surface on a thin layer of crushed stone aggregate.
