People outside Lam dike bring cattle and property to the dike to avoid flood.
Heavy rains and water from upstream flooded many areas outside the dike of Hung Loi commune (Hung Nguyen). On September 23, many households brought their belongings and cattle to the dike for shelter.
Worried about the rising river water, Mr. Tran Dinh Hoang, hamlet 2, Hung Loi commune, brought 6 buffaloes and calves to the dike to evacuate; the 4 pigs and more than 100 ducks in the barn were also near the water's edge.


“This hut was made only for the evacuation of cattle. If the water still rises, the men will be mobilized to place baskets for the ducks to stand temporarily, to avoid ducks being submerged in water for too long and losing their ability to lay eggs; as for the pigs, they will be taken from the boat and locked up in the hut.”

While leading the buffaloes to the gathering point near the village to tie them up, Mr. Dao Van Vy (Hamlet 6) said: My family has 4 buffaloes and 2 calves. The water level has risen so we have to move the buffaloes up to the dike. Right now we can only tie them up temporarily, put straw up to feed the buffaloes and watch over them, but if it continues to rain and the water level rises, we have to build a hut to protect the livestock, especially the small calves.

Living in an area outside the dike and not raising cattle, since last night, September 22, Mr. Tran Dinh Linh (Hamlet 2) has had to move his car and motorbike onto the dike to avoid flooding. "It's been like this for many years so I'm used to it. Since last night, the water has been rising and receding slowly," Mr. Linh shared.

Going to Vinh to work at 4am, when the water was still rising, but this afternoon, returning home, Ms. Nguyen Thi Tuyet, also from Hamlet 2, could no longer drive her car into her house. "The house is built on a high foundation so the water has not reached it yet, and it is only about 20m from the dike, but I did not dare to go in for fear that my car would stall. But people leave their cars on the dike, and there are commune and hamlet officials on duty, so I feel secure."

Ms. Le Thi Sa, an agricultural officer of the commune, said: Hung Loi has 3 hamlets outside the dike, hamlets 1, 2 and 5, with nearly 600 households and more than 1,300 people. This is also a key livestock farming area with nearly 150 buffaloes and cows. As a vulnerable area that is often flooded and isolated, the people are very experienced in flood and storm prevention and property protection.

Since the evening of September 22, when the water level rose, many households have brought their property and cattle to the dike to ensure safety. The commune has also assigned forces to support single-parent households with few people to bring their property to the dike, and at the same time, they are on duty to protect the property of the people.
