This morning (September 29th), the man in the video clip "Getting caught by traffic police, resorting to 'Chí Phèo's' tricks" published on Nghe An Newspaper's online edition on the evening of September 28th was summoned by the Con Cuong District Traffic Police Department to address his violation. The man who used a stick to smash his motorbike in the clip is Mr. Nguyen Trung Hau (born in 1974), residing in Hamlet 3, Tam Son Commune, Anh Son District.
Earlier, at approximately 4:30 PM on September 28th, a traffic police team stationed at Block 4, Con Cuong Town, led by Lieutenant Hoang Ngoc Van, deputy head of the district's traffic police team, spotted Mr. Hau driving a motorcycle (license plate 37V 28800) without a helmet. They blew their whistles to stop him for the violation. The traffic police officers then requested Mr. Hau to present his vehicle registration, driver's license, and other relevant documents, but he refused to cooperate.
The clip shows that Mr. Hau then used a wooden stick to repeatedly smash the lights, mirrors, and other parts of the motorbike, saying, "I'll smash it to pieces and throw it away." The traffic police team of Con Cuong district and local residents intervened, and Mr. Hau then got on a woman's motorbike and left the scene.
At the Con Cuong District Police Station this morning, Mr. Hau presented his driver's license, vehicle registration (issued in Thanh Chuong District in 2009), and motorcycle insurance. He also admitted his गलती to the traffic police officers and promised to be more careful in the future.
"My son, who's studying far from home, called and said he was ashamed of what his father did. I feel remorseful," the self-employed man confided.

Speaking with a reporter from Nghe An Newspaper, Major Ngo Quoc Dat, head of the traffic police team in Con Cuong district, said, "For now, we will handle violations such as driving without a helmet, forgetting to bring a driver's license, vehicle registration, etc. As for the act of vandalizing vehicles, we will wait for instructions from higher authorities."
It is understood that at the time Mr. Hau vandalized his vehicle, the traffic police had not yet completed the administrative violation report against him.
