People in the historic flood area of ​​Ky Son are about to move to a new resettlement area.

The resettlement area of ​​Son Ha village, Ta Ca commune, Ky Son district (referred to as resettlement area No. 2) has been completed. It is expected that in the first quarter of 2025, the locality will organize the relocation of households in the historic flood area that occurred in October 2022 to new residences.

Complete resettlement area

After the historic flash flood in Ta Ca commune (Ky Son) in early October 2022, hundreds of households in Ta Ca commune and Muong Xen town were severely affected.

Not only material losses, the lives of many households were also disrupted and everyone wanted to settle down soon. Authorities at all levels were interested in immediately implementing the planning of new resettlement areas for the people.

Accordingly, Ky Son district has planned 2 resettlement areas, including resettlement area No. 1 in Cau Tam village and resettlement area No. 2 behind Ky Son High School. Resettlement area No. 2 consists of 56 residential plots for 56 households, started construction in November 2023, with the People's Committee of Ky Son district as the investor. The project has a scale of 3.9 hectares, each plot has an average area of ​​222m22Total floor area 14,222m2.

The total investment of the project is 31.5 billion VND, of which the central budget reserve is 30 billion VND, and the Ky Son district budget is 1.5 billion VND. The project started on November 15, 2023.

According to Mr. Nguyen Van Long - Head of the Construction Investment Project Management Board of Ky Son District People's Committee, by the end of 2024, resettlement area No. 2 will have completed 100% of the infrastructure items. The authorities and sectors will accept and hand over the project to carry out the next steps to bring the households subject to relocation to live. Currently, in addition to resettlement area No. 2 for emergency relocation for people in Muong Xen town and Ta Ca commune, Ky Son district is implementing documents and procedures to build resettlement area No. 1 in Cau Tam village.

Relocating people to resettlement areas in the first quarter of 2025

In the newly rebuilt temporary house, Mr. Vi Van Khuyen said: The family is not among the households that suffered heavy damage in the flash flood, but is subject to relocation, because the house is located in an area at high risk of landslides. After that flash flood, the hill behind the house was severely eroded, forcing the family to dismantle the house and move to a temporary place to ensure their lives and property. My family was lent a 30m2 plot of land by a household in the village.2to build a temporary house, until mid-2024, people took the land, forcing the family to dismantle the temporary house and rebuild it on the family's old land.

“For a long time, the hill behind the house has had cracks hundreds of meters long. It’s fine in the dry season, but the risk of landslides is very high in the rainy season, so the family hopes that the local government will pay attention to arranging resettlement to stabilize their lives,” said Mr. Vi Van Khuyen.

Coming to the central area of ​​Hoa Son village, where the historic flash flood devastated, although people have re-produced crops on areas that were buried by soil and rocks, with green vegetable patches, fish ponds, banana rows, etc., people here are still not at ease, because dozens of households are living in makeshift houses.

Mr. Lam Van Hoi's family is one of the households whose houses were swept away by the flood. They are now living in a temporary house built on another family's land. Mr. Lam Van Hoi hopes that the State will soon create conditions for his family to resettle so that they can settle down and make a living because during the annual flood season, when there is heavy rain for a long time, no one in the family dares to sleep, haunted by the terrible flood of 2022...

Mr. Vi Van Man - Chairman of Ta Ca Commune People's Committee said: Ta Ca Commune has 4 ethnic groups living, with 1,157 households and 4,590 people. The flood in 2022 swept through Son Ha and Hoa Son villages, where the Thai and Mong people are mainly from. The flood damaged 233 houses, of which 56 were completely washed away, over 140 houses were severely damaged, and 36 houses had to be urgently relocated. Implementing the plan of the District People's Committee, at the beginning of the new year 2025, the commune will review and grasp the actual situation of each household to arrange timely and appropriate resettlement.

Mr. Tho Ba Re - Vice Chairman of the People's Committee of Ky Son district said: Recently, the People's Committee of the district has issued a document directing localities, including Ta Ca commune and Muong Xen town, to urgently propagate, review and approve the list of households subject to relocation. The district will soon implement the rural electricity program for ethnic minorities in villages without electricity grid, in time to provide electricity for people to build houses and live", said Mr. Tho Ba Re.

Thus, after many years of waiting, one of the two resettlement areas for the Ky Son flood area has been completed, meaning that dozens of households who lost their homes in the historic flood have the opportunity to settle down in a new place.
